Pakistan’s Federal Board of Revenue (FBR) said in September 2025 that it had not recently changed the Tax Year 2025 income tax return form through a new SRO. The asset market-value field was already included in the notified form, and FBR said taxpayers who had already filed would not need to revise or re-file because of that field. The clarification concerned Tax Year 2025 only; its September 30, 2025 filing deadline has passed.
What FBR clarified about the 2025 return
FBR issued its clarification after misleading claims circulated on social media about changes to the Tax Year 2025 return. The Board stated, “FBR has not introduced any changes or amendments in the Income Tax return form for 2025 through any new SRO in recent days.”
According to FBR, the form had been uploaded to its website on July 7, 2025, and page 66 already asked taxpayers to declare the market value of assets. FBR said some filers had entered zero in the current-market-value field and that the system restricted that entry to support accurate information. The clarification addressed whether this was a newly added requirement; FBR said it was not.
What FBR said about the asset market-value field
FBR described property valuation for this field as being at the taxpayer’s discretion. It said taxpayers generally did not need to conduct research or calculations for the entry, except for people already required to provide the information under Section 7E. FBR also said the field would not be used to calculate tax for other taxpayers and that errors would not, on that basis, lead to a tax notice. At the same time, it expected taxpayers to report values as close to actual market value as they could.

These are FBR’s explanations in its clarification, not independent legal advice. A taxpayer with a Section 7E obligation or a question about their own filing should check the applicable law and current FBR guidance rather than rely on a general statement about the form.
Do taxpayers who already filed need to revise or re-file?
No—not on account of the market-value entries, according to FBR. The Board said those entries would not be used in tax computation or wealth-statement reconciliation, so taxpayers who had already filed would not be required to revise or re-file for this reason.

The August notification and September clarification addressed different matters: the notification added a simplified electronic return for individuals, while FBR’s later statement said there had been no recent SRO changing the already-published Tax Year 2025 form in the way social media claims suggested.
