The consequences and correction process depend on the state and the transaction. Report the genuine purchase amount and keep evidence of the sale; a low price may be reviewed, but the rules are not the same nationwide.
What counts as falsifying the purchase price?
The issue is whether the title or registration paperwork reports the real transaction accurately. Utah says the purchase price claimed on documents submitted when registering a vehicle must be the amount actually paid. A knowingly false statement of material fact in a title application or assignment is separately addressed by Oregon law. The state-specific rules below are examples, not a complete list of laws across the country.
What can happen if the amount is understated?
Possible consequences depend on the state, the paperwork, and whether the statement was intentional. A tax review may result in a higher tax assessment and related charges; some state law also treats a knowing material falsehood as an offense.
Utah: additional tax, penalties, and possible fraud penalty
Utah DMV says underreporting the purchase price may lead to an audit for additional tax, penalty, and interest. It also says a fraud penalty may be assessed at 100% of the tax or $500, whichever is greater. This is Utah guidance, not a nationwide penalty schedule. Utah DMV: Bill of Sale Information

Pennsylvania: tax may be based on fair market value
Pennsylvania’s Motor Vehicle Understated Value Program reviews vehicle purchases reported substantially below fair market value. The state may ask the buyer to verify the price and explain the basis for a lower amount. If the buyer cannot provide sufficient verification, Pennsylvania says it may assess sales tax based on fair market value, plus penalty and interest. Oregon: a knowing material falsehood can be a misdemeanor
Oregon Revised Statutes § 803.070 makes knowingly making a false statement of material fact in a vehicle title application or assignment a Class A misdemeanor. The statute concerns knowing, material false statements; it does not mean every pricing mistake is automatically a crime. Oregon Revised Statutes, Chapter 803, § 803.070

Federal consequences are not automatic
The federal tax-crime provisions include general rules about willful evasion of federal taxes, but they do not establish a specific federal offense triggered by a false purchase-price entry on a state vehicle title alone. Do not assume a state title misstatement automatically carries a particular federal penalty. 26 U.S.C. Chapter 75
Why a low reported price may be questioned
A price substantially below fair market value can prompt a review, as Pennsylvania’s program illustrates. A low price by itself does not establish that the reported amount is false: the buyer may need to show what was actually paid and why the price was lower. The relevant agency’s rules determine what evidence it will accept.

Keep genuine records of the transaction
Save documents that reflect the actual deal rather than creating or changing paperwork to support a different figure. Pennsylvania identifies a bill of sale, seller statement, financial agreement, or other relevant information as possible verification. Its bill-of-sale guidance lists buyer and seller contact information, price, sale date, make and model, VIN, and applicable sales-tax verification as details to include.
- Keep the signed bill of sale and any payment records.
- Retain financing or other transaction documents that show the agreed price.
- If the price was unusually low, keep genuine records that explain the circumstances.
If you already reported the wrong amount
Do not submit a made-up explanation or alter evidence. Contact the motor-vehicle or tax agency responsible for the title, registration, or notice, explain the discrepancy, and ask how to correct the record. Requirements and available correction procedures vary by state.

If the state questions the reported price
- Read the notice carefully. Identify the agency, response deadline, amount assessed, and documents requested.
- Gather authentic proof. Use the bill of sale, seller statement, financial agreement, payment records, or other relevant transaction documents.
- Explain the actual transaction. If the price was lower than expected for a comparable vehicle, provide truthful documentation of the reason where available.
- Use the stated review route. Follow the notice’s instructions and contact the issuing agency if the requirements or deadline are unclear.
Pennsylvania says taxpayers may appeal assessments under its program or file for a refund of sales tax paid under it. That process is specific to Pennsylvania; if you receive a notice elsewhere, follow the appeal or refund instructions from the agency named in that notice.
