Stellantis’ October 14, 2025, announcement was primarily a U.S. manufacturing and product-growth plan, not a broad electric-vehicle factory buildout. The automaker said it would invest $13 billion over four years, launch five new vehicles, refresh 19 products or powertrains, and increase annual U.S. finished-vehicle production by 50%. Of the five new vehicles described, one was explicitly identified as a range-extended EV; the plan also included combustion-powered models and a new four-cylinder engine.
What the $13 billion plan included
Stellantis described the investment as the largest in its 100-year history. The four-year total covered research and development, supplier costs, and manufacturing operations. The company said it expected the plan to support more than 5,000 new jobs across Illinois, Ohio, Michigan, and Indiana, alongside five new vehicles and 19 product and powertrain updates through 2029.
The 50% production increase was a target for annual U.S. finished-vehicle output compared with the levels at the time of the announcement—not a reported result. The investment and job figures were company projections, and Stellantis said detailed investments were subject to successful negotiations and final approval of development packages with state and local governments. Where Stellantis said it planned to invest
The announced projects spanned five sites in four states. Each date below was an expected production start, and each job count was an anticipated figure rather than verified hiring.

Why EVs were a smaller part of the announced mix
The plan’s disclosed emphasis was on more vehicle production, model updates, and a new engine. Only the Warren range-extended vehicle was explicitly described as an EV among the five new vehicles. The same Warren project included a large internal-combustion SUV, while the Kokomo investment was for a four-cylinder engine. TechCrunch’s contemporaneous description that EVs “take a backseat” captures that announcement’s U.S. product mix; it does not establish that Stellantis was abandoning EVs altogether. TechCrunch’s October 2025 coverage used that framing.
What changed after the October 2025 announcement
February 2026: strategy tied to customer demand
In February 2026, Stellantis said its business reset would put customer choice across EVs, hybrids, and advanced combustion engines at the center of its plans, with the pace of product and powertrain development governed by demand. The company also said it was cancelling products it believed could not achieve profitable scale, including the previously planned Ram 1500 BEV, and described lower volume and profitability expectations for some BEV products. Those were Stellantis’ stated reasons and assessments, not findings about every EV or the October investment plan. Stellantis’ February 2026 reset announcement describes those actions.

May 2026: a separate, broader turnaround plan
Axios reported on May 21, 2026, that Stellantis’ broader global turnaround included plans for 11 new U.S. products and 12 model refreshes by 2030 across Jeep, Ram, Chrysler, and Dodge, with multiple powertrains planned. Those figures belong to the later strategy; they are not an increase to, or a restatement of, the $13 billion announced in October 2025. For readers weighing the news as an investment or jobs story, the distinction is between planned commitments and completed outcomes. Stellantis projected more output and thousands of jobs, but the release did not establish that the plants had completed retooling, that the vehicles had launched, or that the anticipated hiring had occurred. The announcement also grouped research, suppliers, and factory operations into one figure, so the $13 billion should not be read as money allocated solely to plant construction or EV manufacturing.

CEO and North America COO Antonio Filosa said the investment would “drive our growth, strengthen our manufacturing footprint and bring more American jobs to the states we call home.” In the same release, he said the company was putting customers at the center of its strategy and expanding vehicle offerings. The announced project list shows what that meant at the time: a mix of new and refreshed vehicles, capacity, and engine production, with a limited explicitly identified EV component.
