EV Tax Credits in 2025: Which Vehicles Qualified and What Buyers Need to Know

A practical guide to the federal EV credits that applied to eligible 2025 acquisitions, the September 30 cutoff, late deliveries, required records, and location-specific incentives.

As of October 4, 2026, the federal clean-vehicle credits for new, used, and commercial vehicles are no longer available for vehicles acquired after September 30, 2025. This guide explains which transactions made by that deadline could qualify under the 2025 rules, and how to check state, utility, or local incentives separately. A qualifying earlier purchase may still be eligible even if the buyer took possession later, provided all requirements were met. Which federal EV credits applied to 2025 purchases?

For eligible acquisitions made on or before September 30, 2025, federal law provided different credits depending on whether the vehicle was new, previously owned, or used for a qualifying business purpose. The figures below are historical maximums under the IRS’s 2025 rules, not guaranteed payments; eligibility depended on the vehicle and transaction.

Section 45W: commercial clean vehicle Business or tax-exempt organization acquiring an eligible commercial vehicle Up to $40,000 under IRS rules for eligible acquisitions through September 30, 2025. IRS details Calculation depended on vehicle type and weight and applicable cost limits.

A vehicle’s model name alone does not establish eligibility. The specific vehicle, transaction date, buyer, and required seller information all mattered. The IRS describes the applicable rules for seller and dealer reporting.

Which new electric vehicles qualified?

Section 30D applied to qualifying new clean vehicles, including eligible electric and fuel-cell vehicles. Eligibility depended on the particular vehicle and the rules in effect for its transaction—not simply on its brand or model line.

  • Buyer rules: For vehicles placed in service on or after January 1, 2023, modified adjusted gross income limits applied. The IRS also set an MSRP limit. Check the applicable IRS instructions for the buyer’s filing status, tax year, and vehicle; the thresholds are not listed here because the correct rule depends on those details.
  • Vehicle rules: North American final assembly applied to relevant acquisitions. For vehicles placed in service on or after April 18, 2023, critical-mineral and battery-component requirements affected whether the vehicle met the requirements for the full credit or only part of it.
  • Seller report: The seller had to provide required information to the buyer and report the sale to the IRS.

Check the IRS’s new clean vehicle guidance and its FAQ on when the new-vehicle requirements applied. Use the IRS vehicle eligibility lookup for the specific vehicle and transaction date rather than relying on an undated model list.

What were the rules for a used EV or fuel-cell vehicle?

For an eligible previously-owned clean vehicle acquired by the federal deadline, section 25E calculated the credit as 30% of the sale price, capped at the historical maximum shown above. The principal checks included:

  • The sale had to be made by a licensed dealer, and the sale price could not exceed $25,000.
  • The vehicle had to meet the applicable vehicle and model-year conditions. The IRS model-year rule required the vehicle to be at least two model years older than the calendar year of purchase.
  • The buyer had to satisfy income limits and restrictions on prior claims of the used-vehicle credit.
  • The seller had to provide the required report to the buyer and IRS.

Could a business or nonprofit claim a commercial clean vehicle credit?

Section 45W covered qualifying commercial clean vehicles acquired by businesses and tax-exempt organizations. The credit calculation varied with factors such as vehicle type and weight, as well as applicable cost limits, so the maximum in the comparison table should not be treated as an expected amount for any particular vehicle. Did an order placed before the deadline qualify if delivery came later?

Potentially. For sections 25E, 30D, and 45W, the IRS defined acquisition as entering a binding written contract and making a payment. A nominal down payment or trade-in could count as payment. The buyer still had to place the vehicle in service to claim the credit; the IRS says a vehicle is placed in service when the buyer takes possession. Therefore, a vehicle delivered after September 30, 2025, could potentially qualify if it had been acquired by the deadline and met all other requirements. What records should a buyer keep for a qualifying earlier purchase?

For a transaction near the cutoff, retain records that establish the agreement, payment, delivery, vehicle, and seller reporting. Useful documents include:

  • The signed binding purchase contract and evidence of when it was signed.
  • Proof and date of payment, including records of a down payment or trade-in.
  • The seller’s eligibility report and any required tax forms or sale documentation.
  • Delivery or possession records showing when the vehicle was placed in service.

Check the current IRS instructions for the filing requirements that apply to the specific credit and tax year. The IRS explains seller reporting in its seller and dealer requirements.

Are state, utility, or local EV incentives still available?

They may be, but availability and eligibility depend on where the buyer lives and the program’s current rules. State, utility, and local offers can have separate residency, income, vehicle, application-timing, and funding requirements. A program listing is a place to start, not confirmation that funding is open or that an individual qualifies.

Use the U.S. Department of Energy’s Alternative Fuels Data Center incentive resource to find location-specific programs, then verify current terms with the relevant agency or utility before counting on an incentive. Residential charging-equipment incentives are a separate topic and do not establish eligibility for a vehicle credit; the IRS overview and DOE resource discuss charging-related provisions separately.
