Europe’s electric-car market grew strongly in 2025, but the headline figure depends on what counts as “Europe” and as an “electric car.” The available full-year sources do not verify a 26% rise in Europe-wide electric-car sales: the IEA reports growth of more than 30% for Europe, while ACEA’s EU-only data show battery-electric cars reached a 17.4% share of new registrations. Separately, Tesla registrations fell 26.9% across the EU, EFTA and UK, and 37.9% in the EU alone.
What the 2025 figures actually measure
The percentages describe different geographies, vehicle types and metrics. In particular, a market-share increase is not the same as a year-over-year sales-growth rate, and “electric car” can include plug-in hybrids as well as battery-electric vehicles.
| Source and scope | Vehicles counted | 2025 result |
|---|---|---|
| ACEA, EU-27 | New battery-electric passenger cars (BEVs) | 1,880,370 registrations; 17.4% of new registrations, up from 13.6% in 2024 |
| IEA, Europe | Electric cars, defined as BEVs plus plug-in hybrid electric vehicles (PHEVs) | 4.2 million sales; more than 30% growth; 28% of new-car sales |
| Cinco Días citing ACEA, EU+EFTA+UK+Switzerland | Electric cars; the report uses this category for its regional total | 2.58 million registrations; growth of 29.7% |
These totals should not be combined as if they were competing estimates of the same market. The EU-only ACEA figure counts BEVs, while the IEA’s broader electric-car measure includes PHEVs and covers a wider Europe. The Cinco Días figure covers a separately specified group of countries and is secondary reporting. The available full-year sources do not establish a Europe-wide growth rate of exactly 26%. One possible source of confusion is that 26.9% is the reported Tesla decline for EU+EFTA+UK, not a verified growth rate for Europe’s electric-car market.
Battery-electric cars gained ground in the EU
ACEA recorded 1,880,370 new BEV registrations in the EU in 2025. Their share of new registrations rose to 17.4%, from 13.6% in 2024. That is a change in the mix of newly registered cars, not a measure of how many electric vehicles were on European roads overall.

BEVs also were not the EU’s largest powertrain category. Hybrid-electric cars—including conventional hybrids, which do not need to be plugged in—accounted for 34.5% of new registrations. Petrol and diesel together fell to 35.5%, from 45.2% in 2024. Total new EU car registrations increased 1.8% in 2025; ACEA said volumes remained well below pre-pandemic levels.
Growth varied among major EU markets
ACEA reported year-over-year BEV registration growth in each of the four largest EU markets:

- France: 12.5%
Those country growth rates describe BEV registrations, not changes in each country’s total car market or electric-car market share.
Tesla registrations fell, but the rate depends on the geography
CnEVPost, citing ACEA-derived registration data, reports that Tesla registrations declined in both the EU and a wider EU+EFTA+UK grouping. The wider-region figure is not an EU-only result.

| Geography | Tesla registrations in 2024 | Tesla registrations in 2025 | Reported change |
|---|---|---|---|
| EU+EFTA+UK | 326,525 | 238,656 | Down 26.9% |
| EU only | 242,436 | 150,504 | Down 37.9% |
CnEVPost’s report also puts BYD registrations in EU+EFTA+UK at 187,657 in 2025, up 268.6% from 50,912. That comparison shows another automaker expanded quickly in the same broad region; by itself, it does not show that BYD’s gains caused Tesla’s decline or quantify how buyers switched between brands.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Why can the market grow while Tesla declines?
There is no contradiction: total-market growth measures registrations across brands, while Tesla’s change measures one manufacturer’s registrations. Other automakers can add enough registrations for the overall category to grow even as a major brand loses volume. These figures alone do not reveal why individual buyers made their choices.

Contemporaneous reporting offered possible contributors, including backlash toward CEO Elon Musk, an aging model lineup, stronger competition and temporary production disruption during a Model Y upgrade. The Associated Press report discussed these as possible factors in the context of April 2025 data. It does not establish their relative influence on Tesla’s full-year results or prove any one factor was the cause.
How to read claims about Europe’s EV sales
Before comparing a headline percentage with another report, check four details:
Quick Recap
- Geography: EU-27, EU+EFTA+UK, a grouping that also includes Switzerland, or the IEA’s broader Europe category.
- Vehicle definition: BEVs alone, or electric cars that include both BEVs and PHEVs. Conventional hybrids are a separate category from plug-in vehicles.
- Metric: the number of registrations, year-over-year growth, or share of new registrations.
- Time period: a single month, year-to-date figures or finalized calendar-year results. A monthly trend should not be treated as the full-year outcome.
