According to Cointelegraph’s reporting of 8 October 2026, the European Parliament adopted a nonbinding resolution asking the European Commission to address corruption risks linked to crypto-assets, opaque ownership structures and digital tools in its forthcoming EU anti-corruption strategy. The text sets political priorities. It does not create a crypto-specific offence, amend crypto-market rules, or impose new duties on exchanges, wallet providers or users. The Commission’s strategy is reported as planned for the end of 2026 and has not been adopted.
What Parliament actually adopted
The text is a Parliament resolution, a formal expression of the chamber’s position. Resolutions of this kind ask the Commission to act; they do not change the law on their own. The procedure is listed by the European Parliament Legislative Observatory as 2026/2790(RSP), titled “The upcoming EU anti-corruption strategy,” with a motion dated 24 September 2026.
Cointelegraph’s report describes the resolution as covering several policy areas. Attribute these points to that reporting, since the final adopted text was not independently checked for this article:
- Crypto-assets and opaque ownership: calls to address corruption risks linked to crypto-assets and to company structures that hide who ultimately controls assets or contracts.
- Asset recovery: better efforts to trace, freeze, confiscate and recover criminal proceeds.
- Digital tools: using technology to support the detection and prevention of corruption.
- Public money and influence: priorities on procurement and grants, conflicts of interest, lobbying and political financing.
- People who expose wrongdoing: whistleblower protection and the position of investigative journalists.
The status conflict you should know about
The official tracker and the press report do not yet agree. Cointelegraph reports adoption on 8 October 2026. When the English procedure page of the Legislative Observatory was retrieved on 9 October 2026, it still displayed “Awaiting plenary debate/vote.” Until the tracker is updated or the adopted text is published, treat the adoption as reported rather than confirmed by the official procedure record.

To check the position yourself:
- Open the European Parliament Legislative Observatory and search for procedure 2026/2790(RSP).
- Read the status field and the list of key events. A recorded plenary vote should appear there once it is logged.
- Look for the adopted text in the Parliament’s plenary documents for the relevant sitting. The adopted text, not the motion, is the document that records what Parliament decided.
- If the tracker still shows a pre-vote status after the adopted text is published, rely on the adopted text and note the lag.
What the resolution does not do
A reader searching for “EU crypto corruption law” should be clear on three limits. First, the resolution is nonbinding, so it does not create a legal obligation for anyone. Second, the reporting does not say the resolution creates a new crypto-specific corruption offence. Third, nothing in the cited material says the resolution amends crypto-market rules or directly imposes a new obligation on crypto users or service providers. Any new rule would have to come through a later legislative or regulatory act, and the Commission’s strategy is not yet adopted.
The strategy timetable
The Commission was reported to plan adoption of its anti-corruption strategy by the end of 2026. This is a stated plan, not a guarantee or a completed action. The strategy would be a policy document setting the Commission’s direction; it is distinct from legislation, and its content will determine whether the Parliament’s priorities are taken up.

What is already binding: Directive (EU) 2026/1021
The binding anti-corruption law is a separate instrument. Directive (EU) 2026/1021 was published in the Official Journal of the European Union on 11 May 2026, and EUR-Lex marks it as in force. The Commission stated that the harmonised rules took effect on 31 May 2026. The directive sets common definitions for corruption offences and minimum rules on penalties across member states.
Do not confuse the two. The directive is a criminal-law framework that is already in force. The October resolution is a request about what the Commission should do next.

In its 1 June 2026 announcement, the Commission linked the directive to the forthcoming strategy. Executive Vice-President Henna Virkkunen, responsible for Tech Sovereignty, Security and Democracy, said: “Corruption undermines our democracies and the security of our societies. These new rules are a vital part of our commitment to upholding the rule of law. Together with our upcoming EU Anti-Corruption Strategy, they send a clear message: this Commission will take decisive action against those who betray public trust.” Commissioner Michael McGrath, responsible for Democracy, Justice, the Rule of Law and Consumer Protection, said: “Corruption is not a victimless crime. It drains public resources, distorts fair competition, and erodes citizens’ trust in democratic institutions. With these new rules, we are strengthening our ability to prevent corruption, pursue those responsible more effectively, and ensure a more consistent approach across the EU.” These statements were made about the directive and the broader agenda, not about the 8 October resolution.
A separate crypto resolution from July
Parliament adopted a different digital-assets resolution on 7 July 2026, tracked as procedure 2025/2208(INI). It is a financial-policy text. According to the Parliament’s summary, it expressed concern that crypto-assets are being used to evade anti-money-laundering and countering-the-financing-of-terrorism rules and sanctions, and it called for stronger supervision, enforcement and compliance standards, including effective know-your-customer standards.

The July resolution was adopted by 390 votes in favour, 86 against and 134 abstentions, according to the European Parliament. That tally belongs to the July text only. The vote on the October anti-corruption motion is not stated in the reporting reviewed for this article.
