The May 2024 complaint made allegations, not court findings. Since then, the EU has pursued a separate consumer-law action, and BEUC reported in May 2026 that the European Commission had fined Temu over its assessment of systemic risks to consumers.
What did consumer groups accuse Temu of?
On 16 May 2024, BEUC, the European Consumer Organisation, said it had complained to the European Commission. Seventeen BEUC member organizations also filed the same complaint with their national authorities. They alleged that Temu did not provide adequate information about marketplace sellers and product recommendations, and that its interface used so-called dark patterns: design choices that may steer users into decisions they would not otherwise make.
BEUC cited examples including shoppers being shown more expensive versions of an item after clicking on a product and encountering an “obstacle course” when trying to close an account. These were allegations and examples in the complaint, not findings by a court. BEUC Director General Monique Goyens characterized the complaint’s claims this way: “The online marketplace is rife with manipulative techniques that are designed to push consumers to spend more on the platform.”
The groups’ concerns also involved whether shoppers could identify the traders behind listings and understand how products were recommended. The complaint therefore addressed both the shopping journey and the information consumers need to assess an offer.

What are the dark patterns alleged in the complaint?
In this context, “dark patterns” means alleged interface practices that could nudge shoppers toward particular actions or make an account task more difficult. BEUC’s examples focused on spending prompts and account closure. The term describes the groups’ characterization; it does not mean that every listed practice has been finally adjudicated.
- Upselling after a product click: BEUC said shoppers could be shown more expensive versions after selecting an item.
- Account closure friction: BEUC described the process as an “obstacle course,” alleging that closing an account was made harder than it should be.
- Opaque recommendations and sellers: The complaint questioned whether shoppers received adequate information about who was selling products and how recommendations were generated.
What did EU authorities say Temu did wrong?
There are two distinct EU enforcement tracks to understand: a Digital Services Act (DSA) process and a coordinated consumer-law action by the Consumer Protection Cooperation (CPC) Network. They concern overlapping marketplace issues, but they are not the same proceeding.

Consumer-law concerns raised by the CPC Network
The Commission’s account of the CPC action listed practices the Network assessed as infringing EU consumer law. These included alleged fake discounts, pressure selling through false scarcity or deadlines, and forced gamification to access the marketplace. The Network also cited incomplete or misleading information about returns and refunds and order minimums, suspected unauthentic reviews, and hidden contact details.
Separately, the Network requested information about seller status, how rankings and reviews were presented, price reductions, and environmental claims. The Commission described the coordinated action as ongoing; these concerns should not be recast as a final court judgment.

What happened after the 2024 complaints?
In a 28 May 2026 update, BEUC said the European Commission had decided to fine Temu for failing to assess systemic risks to consumers. That is BEUC’s account of the Commission decision. BEUC also said concerns about addictive design, recommender systems, and trader transparency remained under investigation at that date. The fine and the continuing investigation therefore do not establish that every allegation in the 2024 complaint was resolved or confirmed.
BEUC Director General Agustín Reyna said: “The fine imposed on Temu for failing to properly assess the real-life impact its platform poses to European consumers is a strong signal.” This is Reyna’s response to the decision as described by BEUC.

What do the product-safety figures show?
BEUC reported that tests in France, Denmark, and Germany found dangerous substances or materials in 53 of 81 sampled toys, jewelry items, and electronics. That is a result for the products tested in those countries, not a rate for all products sold on Temu.
BEUC also reported that Italian consumer organization Altroconsumo found that 9 of 13 cosmetics bought on the platform in October 2023 lacked an ingredient list or provided one only partially. That small sample does not establish how often the issue occurs across all cosmetics or listings on the marketplace.
What should Temu shoppers take from the case?
The allegations and enforcement actions concern platform design, marketplace disclosures, and product oversight; they do not show that every Temu listing or purchase is unsafe or misleading. For an individual purchase, use the listing and checkout details rather than assuming that a low displayed price tells the whole story.
- Check the seller identity and product details before ordering.
- Read the return, refund, and order-minimum terms shown for the purchase.
- Assess countdowns, scarcity messages, and discounts critically rather than treating them as proof that an offer is unusually favorable.
- For regulated or safety-sensitive goods, pay attention to product information and applicable warnings; the cited test samples cannot establish the safety of a different listing.
The EU proceedings matter because they address different parts of the shopping experience: the DSA process covers platform responsibilities such as recommender transparency and interface design, while the CPC action focuses on consumer-law practices such as discounts, returns information, and reviews. Their procedural status must be kept distinct from BEUC’s original allegations.
