EU rules require covered instant euro bank transfers to reach the recipient within 10 seconds, but the rollout is staggered: providers in euro-area countries had to receive instant transfers from 9 January 2025 and send them from 9 October 2025. Providers in EU countries whose currency is not the euro generally have later deadlines in 2027. The rule does not mean every transfer is free or that every payment will succeed.
What the EU’s 10-second transfer rule means
Regulation (EU) 2024/886 requires payment service providers (PSPs) to offer covered instant credit transfers in euros. For a covered payment, the recipient’s provider must make the funds available and confirm completion within 10 seconds of the sender’s provider receiving the payment order. The service is intended to work across EU borders and outside ordinary business hours.
If the sender’s provider does not receive confirmation within that time, it must immediately restore the sender’s account to the state it would have been in had the transfer not taken place and inform the sender of the outcome. The ten-second rule is therefore a processing obligation for providers, not a promise that every attempted transfer will succeed. Regulation (EU) 2024/886 sets out the legal duty; the EUR-Lex summary describes transfers as available at any time, including outside business hours.
When providers must offer instant euro transfers
The key dates depend on whether the provider is in a member state that uses the euro and whether it is required to receive or send the transfer. The dates below are the general deadlines for payment service providers; the regulation contains exceptions, transition provisions, and distinct dates for some provider categories.

The dates come from the 2024 amendments to the SEPA regulation, Regulation (EU) No 260/2012. In certain circumstances, a transitional derogation runs through 9 June 2028 for euro transfers from accounts denominated in a non-euro member state’s national currency. Some electronic money institutions and payment institutions also have distinct timelines. As a result, “from 2025” does not mean every EU provider had the same deadline.
Are instant transfers free?
Not necessarily. A provider may not charge more for sending or receiving an instant transfer than it charges for the corresponding ordinary transfer. If that ordinary transfer has a fee, the instant version may still have a fee up to the same amount. The separate payee-verification service must be provided free of charge. Regulation (EU) 2024/886 establishes both rules.

What the free payee check does
Before the sender authorises an instant transfer, the sender’s provider must offer a free service to verify the payee details. The provider performs the check after receiving the relevant recipient information and before presenting the authorisation step. It can help flag mismatched details, but it is not a guarantee against every scam, mistaken payment, or other form of fraud.

The regulation concerns instant credit transfers in euros and applies according to the provider’s location, legal status, and relevant transition rules. It does not set one deadline for every currency, every kind of payment, or every provider. A transfer’s route and the account involved can also affect whether a particular service is covered.

The law establishes provider obligations and general dates; it does not confirm the live status of a specific bank, account, or transfer route. For a particular payment, check the provider’s current service information. For a dispute about whether a provider must comply, consult the relevant national competent authority.
