Estimates of 2024 ARC-CO and PLC Payments: November 2025 vs. February 2026

The November 2025 farmdoc estimate put 2024 ARC-CO and PLC support at $2.587 billion. A February 2026 University of Missouri RaFF analysis revised it to $2.34 billion using finalized MYA prices and county yields.

The November 11, 2025 farmdoc daily estimate put 2024 Agriculture Risk Coverage–County (ARC-CO) and Price Loss Coverage (PLC) support at $2.587 billion. A later University of Missouri RaFF analysis, published in February 2026 with finalized marketing-year-average (MYA) prices and county yields, revised the estimate to $2.34 billion. These are estimates from different publication dates and input vintages—not a single final payment tally.

What did the November 2025 estimate say about 2024 ARC-CO payments?

In its November 11, 2025 article, Paulson, Schnitkey, Coppess, Monaco, and Zulauf estimated total 2024 ARC-CO and PLC support at $2.587 billion. About 89% was attributed to ARC-CO: nearly $2.3 billion. The estimate accounted for the program’s 85% payment factor but did not adjust for applicable sequestration. Within its ARC-CO estimate, the authors projected nearly $1.3 billion for corn, $618 million for soybeans, and nearly $154 million for wheat. These are national estimates from that article, not amounts payable to a particular farm.

What did the November estimate say about 2024 PLC payments?

The November 11, 2025 farmdoc estimate put PLC support at just under $295 million, including an estimated $45 million for peanuts and nearly $250 million for seed cotton. In that estimate, PLC was expected to trigger for peanuts and seed cotton.

Why did the February 2026 estimate differ?

A February 2026 University of Missouri RaFF brief estimated combined 2024 ARC-CO and PLC support at $2.34 billion, lower than the November 2025 farmdoc estimate. RaFF allocated $2.04 billion to ARC-CO and $302.0 million to PLC. Its analysis used finalized 2024 MYA prices and county yields, which were not all available for the November estimate. The difference reflects estimates prepared at different dates with different input vintages; the figures should not be combined or treated as interchangeable final totals. The November 2025 farmdoc analysis used finalized MYA prices for some crops, but September 12, 2025 projected prices for crambe, sesame seed, seed cotton, and rice types. It also used published PLC yields, FSA county yields and enrollment data, effective reference prices, and ARC-CO benchmark revenues. For corn, soybeans, sorghum, chickpeas, sunflower seed, mustard seed, and safflower, it sourced MYA prices from NASS QuickStats as of November 10, 2025. Prices for wheat, barley, oats, peanuts, dry peas, lentils, canola, flaxseed, and rapeseed were finalized for that analysis.

The later RaFF estimate also differed in its PLC triggers: it identified seed cotton, peanuts, and temperate japonica rice. This is not a contradiction to collapse into one list; the two publications used different input vintages.

How do ARC-CO and PLC payments work?

USDA’s Economic Research Service defines ARC-CO actual crop revenue as county yield multiplied by MYA price. ARC-CO therefore responds to county revenue conditions; PLC is triggered by a price comparison. The programs’ distinct inputs and formulas help explain why outcomes vary across crops and counties. How much will ARC-CO pay per acre?

There is no single national per-acre payment that applies to every farm. A later University of Missouri RaFF analysis of 2024 payments reported average ARC-CO payments per enrolled base acre of $15.39 for corn, $12.15 for soybeans, and $5.23 for wheat nationally. These are commodity-level averages, not individual-farm awards; county conditions and the number of acres enrolled affect totals.

The November 2025 farmdoc article estimated corn ARC-CO payments where final county yields were at least 2% below the relevant ARC-CO benchmark yield. It used a corn MYA price of $4.24 per bushel, 12.6% below the $4.85 benchmark price, and estimated Minnesota corn ARC-CO payments above $373 million, averaging about $50 per base acre in that state estimate. Those figures describe the article’s November 2025 estimate, not a uniform corn payment rate.

Which states and crops accounted for the later estimate?

In the February 2026 University of Missouri RaFF estimate, Minnesota had the largest combined ARC-CO and PLC total. The same brief reported the following state totals:

Iowa $170.2 million

For ARC-CO, RaFF attributed the later estimate by commodity as follows: corn 54%, soybeans 28%, wheat 8%, grain sorghum 4%, seed cotton 4%, and other commodities collectively 2%. The brief also reported 241.4 million enrolled base acres in 2024: 161.1 million in ARC-CO and 80.8 million in PLC. Because state totals reflect both enrollment and local program conditions, they do not indicate what an individual farm will receive.

Where can you verify county and program inputs?

USDA Farm Service Agency’s 2024 program data page links to MYA prices, effective reference prices, ARC county benchmark prices, PLC payment rates and yields, county benchmark yields and revenues, trend-yield adjustment factors, and base-acre enrollment by program and county. The associated 2024 ARC-CO benchmark-yield and revenue reports are dated February 2, 2026. Use those records to examine the inputs for a particular crop, county, or program year rather than relying on national estimates. USDA FSA 2024 ARC/PLC program data.

The farmdoc article also links to an ARC/PLC online calculator. It is a calculation resource, not evidence that a national estimate predicts an individual farm’s payment.
