The Economic Regulation Authority of Western Australia (ERA) recommended a trial congestion charge for vehicles entering Perth’s CBD during morning and evening peak periods—but that recommendation appeared in a 2014 report, not as a new announcement or an approved fee. The ERA said government should first assess the costs, public-transport capacity and design of a possible trial.
What did the economic review recommend?
In its Inquiry into Microeconomic Reform in Western Australia: Final Report, published in 2014, the ERA recommended: “Establish a trial congestion charging scheme for vehicles entering the CBD during peak periods.” The proposal concerned a charge for entering Perth’s central business district at busy times. It was a recommendation for government action and further analysis—not a final scheme ready to operate.
The ERA argued that a trial could demonstrate whether congestion charging worked in Perth, inform public consultation and help estimate longer-term public-transport needs. It also recognised the substantial up-front investment involved and the risk that the public might not support the scheme. Its proposal therefore linked charging to public transport and other travel alternatives, rather than treating a fee alone as the solution. Read the ERA’s 2014 final report.
Why focus on peak periods?
The ERA said Perth congestion was “largely confined to morning and evening peak periods.” It cited 2013 Kwinana Freeway traffic data showing volumes during those periods were around 30 per cent higher than in adjacent shoulder periods. That comparison is historical; it is not a measure of traffic in 2026.

The ERA’s reasoning was that relatively small changes in peak traffic might matter: traffic flowed more freely around the middle of the day despite only a small decrease in volume. This was an explanation for why a peak-period trial might be worth examining, not a measured prediction of how much congestion the proposed trial would remove. The ERA report sets out its traffic analysis.
What details did the ERA leave open?
The report did not specify a charge amount, exact boundary, operating technology, trial length or evaluation method. It said comprehensive technical and cost-benefit analysis should address those choices before a trial could be designed. In particular, it identified questions about:

- When a trial should start in relation to expected increases in public-transport capacity, and what cost-effective capacity expansion would be needed.
- How long a trial would have to run to recoup the government’s initial investment.
- Where the charging boundary should be, how fees should be structured and what electronic equipment would be required.
- Whether the Perth Parking Levy should continue alongside a congestion charge.
- How to measure effectiveness at the end of the trial.
These were matters for analysis, not operating rules already settled by the ERA. The proposed charge’s effects would also depend on whether people had practical alternatives to driving and how the system handled its costs and impacts.
How does this fit Perth’s wider congestion problem?
A CBD entry charge would address travel at particular places and times; it would not, by itself, resolve every cause of congestion. The Western Australian Office of the Auditor General identified several contributing factors, including low-density settlement, limited public transport in outlying suburbs, employment concentrated in the CBD, limited river crossings and heavy reliance on private cars. It cautioned that congestion has no simple definition or single solution. Its 2015 report said more than 80 per cent of trips in the Perth metropolitan region were made by private car in the period it discussed; that figure should not be read as a current statistic. The same audit relayed historical estimates from the Bureau of Infrastructure, Transport and Regional Economics: congestion costs were estimated at $900 million in 2005 and $2.1 billion by 2020. These are estimates cited in the 2015 audit, not observed current spending or a present-day estimate.

The sources cited here do not establish that the ERA’s specific 2014 proposal was implemented or that Perth has an operating CBD entry charge. A separate, later policy discussion should not be mistaken for confirmation of that trial.

Infrastructure WA’s State Infrastructure Strategy Recommendation 58 concerns a possible fair, nationally compatible alternative to fuel excise for low- and zero-emission vehicles. It describes designing any such alternative to allow for vehicle mass, distance, location and time-of-day pricing while maintaining stable total road-system revenue. It also recommends reviewing the merits of location and time-of-day pricing signals for managing road demand in Perth peak periods. The strategy page records that the WA Government partially supported the recommendation in February 2023. What would matter in judging a future proposal?
If government were to revisit a Perth peak-period charge, the key questions follow from the ERA’s unresolved design work and Infrastructure WA’s broader road-pricing discussion:

- Where and when: The boundary and charged periods would determine who pays and whether traffic shifts to nearby streets or different travel times.
- Alternatives to driving: Public-transport capacity and other practical travel options would affect both the scheme’s effectiveness and who bears its costs.
- How charges fit together: The ERA specifically raised the interaction with the Perth Parking Levy; Infrastructure WA separately raised revenue stability in considering a possible fuel-excise alternative.
- Fairness and evaluation: A proposal would need to consider people with limited travel alternatives and define how its outcomes and implementation costs would be assessed.
