Epic Games’ April 2024 filing did not immediately change Google Play or Android. It asked a court to impose a broad injunction after a December 2023 jury verdict against Google, seeking changes to app installation, competing stores, payments, and Google’s dealings with device makers and carriers. The distinction matters: the requested rules were proposals, not changes users or developers could assume were already in force.
What happened after the jury verdict?
In December 2023, a jury found Google liable in Epic’s case over Google Play’s app distribution and billing practices. That verdict did not itself spell out a final set of operating rules for Android. The next question was what remedy the court should impose.

Epic submitted its proposed injunction on April 12, 2024. Contemporary coverage published April 16 described Google as having an opportunity to respond, with further proceedings expected; Google said it intended to challenge the verdict. What did Epic ask the court to change?
Epic’s proposal went beyond asking for a lower Google Play fee. It targeted the conditions under which users find and install apps, developers distribute them and accept payments, and competing stores operate.
Make sideloading less discouraging
Epic wanted users to be able to download apps from Google Play, a third-party store, another app, or the web without what it considered disproportionate warnings or other obstacles. Epic’s argument was that Android should not make installation outside Google Play materially harder or more intimidating. That was a requested remedy, not an order already in effect.
The dispute is not simply whether Android permits sideloading. Google’s position was that Android already allows alternative stores and direct installation; Epic argued that formal availability is not the same as a fair chance to compete when warnings, defaults, contracts, or interface choices may disadvantage alternatives.

Give competing stores a fairer chance
Epic sought treatment closer to parity for rival app stores and apps installed outside Google Play. Its proposal addressed distribution and interface disadvantages, as well as advantages Google could gain through Android integrations or exclusive arrangements. In practical terms, Epic wanted an alternative store to be more than technically possible to install: it wanted the platform conditions around discovery and use to stop favoring Google Play.
Let developers choose payment methods
Epic wanted developers to choose how to process in-app purchases instead of being required to use Google’s billing system or a Google-controlled alternative. It also sought the ability for developers to direct customers to external websites to complete purchases or find offers.
Those are related but distinct forms of choice. An alternative billing option lets a transaction use another provider; an external link lets a customer leave the app to buy. Neither, by itself, guarantees that Google’s fees disappear or that an alternative will cost less overall.

Challenge User Choice Billing’s limits
Epic criticized Google’s User Choice Billing program, arguing that offering a second billing option did not create genuinely independent competition. The disagreement involved more than whether a developer could display another payment method: it also concerned fees, technical requirements, and contractual or user-experience disadvantages. Epic wanted the court to address those constraints, rather than treat the existence of a nominal second option as a complete solution.

Epic sought restrictions on Google’s ability to influence phone manufacturers and carriers to limit alternative stores or sideloading. It also wanted protection against retaliation for Epic or other developers that competed with or challenged Google Play’s practices. Epic said the proposed changes should enable it to bring its own store to Android without barriers; the filing did not guarantee that store’s launch conditions or success.
What could the proposal have meant for Android users?
If the court had adopted terms along the lines Epic requested, users might have encountered fewer warnings when installing apps outside Google Play, had an easier path to rival stores, or seen more payment choices in apps. Greater payment competition could put pressure on prices, but lower prices were not assured: developers and payment providers still face processing, fraud, tax, refund, and support costs.

Security is part of the trade-off. Installation warnings may help users assess risk, but the design and placement of warnings can also make a competing source harder to use. Malware screening, source reputation, installation friction, and update reliability are separate issues; neither all sideloaded apps nor all Play-distributed apps can be assumed safe. Android behavior can also differ by device maker, Android version, country, carrier configuration, enterprise policy, and parental controls. The April 2024 sources describe a platform-level proposal, not one identical experience across every phone.

More distribution and billing freedom could reduce dependence on Google Play and give developers more control over where customers obtain apps and how they pay. But supporting multiple storefronts can add operational work. Developers may have to manage separate update channels, payment integrations, refunds, fraud and chargebacks, customer support, and differing store moderation practices. Users may also hesitate to install from a source they do not know.

So the proposal was not a promise of effortless savings. Its central aim was to change the competitive conditions around Android app distribution and payments; the costs and benefits of alternative channels would still vary by developer and product.

How did Google answer?
Google argued that Epic wanted the benefits of Google Play without paying for them, and said Android already competed with Apple’s App Store, other Android-device stores, PCs, and gaming consoles. Google’s broader case for its approach is that Play provides distribution and review infrastructure, while warnings and controls can protect users from malware and fraud. It also argued against courts prescribing detailed elements of Android’s user experience. These are Google’s positions, not conclusions established by the proposal itself. Contemporary reporting on Epic’s filing summarizes the dispute and Google’s stated response.
What was—and was not—in effect in April 2024?
As of the April 16, 2024 coverage, Epic had asked the court for an injunction; the requested changes had not automatically taken effect. The verdict and the remedy were separate stages, and Google intended to challenge the verdict. The cited sources establish the proposal and its contemporaneous status, not a later final ruling. It would therefore be inaccurate to say on the basis of these sources that Google had removed sideloading warnings, made rival stores equivalent to Play, or freed developers from Google billing requirements.
