The change may bring some employees who were previously excluded solely because their wages exceeded ₹15,000 into EPFO coverage. It does not make every employee earning up to ₹25,000 an EPS member or guarantee a pension: the employee must meet the other applicable conditions, and EPS rules govern pension membership and benefits.
Who may become eligible after the wage ceiling increase?
The Ministry of Labour and Employment says the increase is intended to cover employees who were left out solely because their wages exceeded the former ₹15,000 ceiling. To fall within the expanded coverage, monthly wages must not exceed ₹25,000, and the employee must satisfy all other applicable eligibility conditions. The change took effect on 17 September 2026, according to the government’s explanation of the revised ceiling.

- Potentially covered: An employee whose wages are no more than ₹25,000 and whose earlier exclusion was only because wages exceeded ₹15,000, subject to the remaining rules.
- Not established by salary alone: Someone earning ₹25,000 or less is not automatically covered simply because of that wage figure.
- Outside the stated wage range: The announcement does not extend this particular expansion to employees whose monthly wages exceed ₹25,000.
The Cabinet said the increase would enable more employees to access provident-fund savings, pension and insurance protection under the applicable EPFO schemes. Those protections are governed by their respective provisions, rather than by the wage ceiling alone. The Cabinet announcement identifies EPF, EPS and EDLI as connected schemes.

No. The announcement concerns an increase in the wage ceiling for mandatory EPFO coverage; it does not say that every employee within the new ceiling automatically becomes an EPS member or qualifies for a pension. The government’s explanation keeps eligibility subject to other applicable conditions. EPF coverage, EPS membership or contributions, and eventual pension entitlement are distinct questions.
#1 Best Overall
The available official explanation does not resolve every individual circumstance, including prior or concurrent membership and cases involving an existing EPF member who was previously excluded from EPS. For those questions, a person’s membership history and the applicable current scheme rules matter; the wage ceiling announcement alone is not enough to determine the outcome.
How are contributions treated under the revised ceiling?
The Ministry says the monthly contribution ceiling is ₹25,000 or the employee’s actual salary or wages, whichever is lower, subject to applicable provisions and scheme rules. This describes a ceiling, not a direction to calculate every employee’s contribution on the whole salary.

Where EPS contribution applies, the stated maximum is 8.33% of ₹25,000, replacing the former ₹15,000 basis. The government does not present that figure as a universal EPS contribution or as proof that every employee in the wage band receives pension coverage. Individual calculations require the employee’s wage basis, membership record and applicable rules. See the Ministry’s explanation of contribution limits.
What does the government’s “51 lakh” estimate mean?
The government expected more than 51 lakh additional employees to come under mandatory EPFO coverage. That is an estimate of additional coverage, not a count of new EPS members or future pensioners. The Prime Minister’s Office announcement reports the estimate.

What should employees check in an individual case?
- Check the relevant wage figure. The revised ceiling is ₹25,000 a month; the Ministry describes the contribution ceiling as ₹25,000 or actual wages, whichever is lower, subject to the rules.
- Identify why coverage did not apply before. The stated group for possible new coverage is people excluded solely because wages exceeded ₹15,000.
- Separate the coverage questions. Confirm whether the issue is EPF coverage, EPS membership or contribution, or qualification for a pension. The wage increase by itself does not settle all three.
- Verify membership history and applicable guidance. Individual cases involving past or concurrent membership, multiple employments, or an existing EPF record need to be checked against the person’s EPFO record and current rules. EPFO’s employer portal displayed a notice that FAQs were available, but the FAQ answers were not visible in the notice reviewed; consult the portal or EPFO for current guidance: EPFO employer portal.
The Cabinet approved the change, and the Ministry later said it was notified by Gazette Notification dated 17 September 2026. The notification text is not reproduced in the cited Ministry explanation, so unresolved case-specific questions should not be answered by assuming that the announcement overrides other scheme conditions.
