EPFO’s 238th CBT Meeting: EPF Reforms Approved, but Was the ₹1,000 EPS-95 Minimum Pension Discussed?

No increase to the ₹1,000 monthly minimum pension under EPS-95 was announced in the published summary of EPFO’s 238th Central Board of Trustees (CBT) meeting, held on 13 October 2025. The meeting’s reported reforms concerned EPF partial withdrawals and other EPFO services. Contemporaneous reporting said the pension issue was not discussed or approved; the public record supports saying no increase was announced, not that the government rejected one.

What happened to the ₹1,000 EPS-95 minimum pension?

The Press Information Bureau’s official release on the 238th CBT meeting lists decisions on EPF withdrawals, penal damages, pensioners’ Digital Life Certificates and EPFO’s digital transformation. It does not announce an increase to the EPS-95 minimum pension. A contemporaneous Goodreturns report said the minimum-pension issue was not discussed or approved at the meeting.

Those statements describe the published record and that report; they do not establish what may have been said in any closed or unreported deliberations. The accurate takeaway is that the 238th meeting did not publicly announce a minimum-pension increase, rather than that the government rejected one.

What EPF reforms did the 238th meeting announce?

Partial withdrawals consolidated into three categories

The official release says 13 partial-withdrawal provisions were consolidated into three categories: essential needs, housing needs and special circumstances. It also says members may withdraw up to 100% of their eligible PF balance, subject to applicable conditions, and that the minimum service requirement for partial withdrawals was reduced to 12 months. The release also describes changes to withdrawal frequency. These are EPF account withdrawal provisions, not an increase to the EPS-95 pension.

#1 Best Overall

Vishwas Scheme

The board approved the Vishwas Scheme to rationalise penal damages and reduce litigation. This is a separate decision from both the EPF partial-withdrawal changes and the EPS minimum-pension question.

Doorstep Digital Life Certificates

The board approved a memorandum of understanding with India Post Payments Bank (IPPB) for doorstep Digital Life Certificate services for EPS pensioners. The official release states a charge of ₹50 per certificate, with the cost to be borne by EPFO.

EPFO 3.0 framework

The meeting approved a framework for EPFO 3.0, the organisation’s digital transformation initiative. The published release describes the framework as a decision; it does not present it as an EPS pension increase.

What does the later 239th CBT meeting record say?

EPFO’s 239th CBT meeting was held on 2 March 2026. Its official PIB release reports an 8.25% interest recommendation for EPF accumulations for FY 2025–26 and approval of new EPF, EPS and EDLI schemes, among other decisions. It does not announce an increase to the EPS-95 minimum pension. That omission establishes what the public release reports, not whether the issue arose in any unreported discussion.

The same release mentions a pilot for approximately 1.33 lakh inoperative accounts with balances of ₹1,000 or less. That ₹1,000 is an EPF account-balance threshold for the pilot, not the ₹1,000 monthly minimum pension under EPS-95. The figures refer to different policies and should not be treated as evidence of a pension change.

How to read EPFO meeting announcements

  • Check which scheme a decision concerns. EPF withdrawals affect provident-fund account access; EPS-95 concerns pension benefits. A withdrawal reform does not itself alter the minimum pension.
  • Distinguish a board decision from implementation. A meeting release records what the board announced or recommended. Do not treat a reported decision as a change in force unless an applicable notification or implementation announcement confirms it.
  • Use the release’s wording precisely. If a public summary does not mention a proposal, that means it was not announced there; it does not prove that it was never discussed.
