Re:

EPF but No Pension? Why Some Employees Above ₹15,000 Are Outside EPS

An employee can have EPF without EPS if they first joined an EPF-covered establishment after 1 September 2014 with wages above the stated limit. Past membership and a limited higher-wage option can change the analysis.

Yes, an employee can have EPF without EPS membership. Under the Employees’ Provident Fund Organisation’s Pension Manual, a person joining an EPF-covered establishment for the first time on or after 1 September 2014 is enrolled in EPS only if wages at that point are no more than ₹15,000 per month. A first-time joiner above that limit may therefore have EPF contributions without a pension-fund contribution.

This is not a rule that every employee currently earning above ₹15,000 loses EPS. Prior EPS membership and service history matter, and a separate higher-wage option applies only to certain eligible existing members. There is also a current-law uncertainty: as of 12 October 2026, EPFO’s employer portal advertised an FAQ about a wage-ceiling revision to ₹25,000, but the notice alone does not establish the effective rule for EPS.

How can EPF apply when EPS does not?

EPF and EPS are distinct schemes within the EPF framework. EPF builds a provident-fund balance; EPS is a pension scheme with its own membership and wage-ceiling rules. EPFO describes EPS as defined-contribution/defined-benefit social insurance. For eligible members, 8.33% of the employer’s monthly PF share is diverted to EPS, subject to the applicable ceiling. It is not an employee-side deduction of 8.33% from salary. EPFO Annual Report 2023–24

That distinction explains why a payslip or passbook can show EPF accumulation without a separate EPS contribution. If the person was not enrolled in EPS, there is no pension-fund contribution to show. The central question is not simply what the employee earns today; it is whether EPS membership began under the applicable entry rule and what the employee’s service record shows.

Who may be excluded from EPS under the post-2014 rule?

First-time joiner above the stated limit

The EPFO Pension Manual says that when an employee joins an EPF-covered establishment for the first time on or after 1 September 2014, EPS membership and contributions are initiated only when wages are up to ₹15,000 per month. A first-time entrant whose wages at joining exceeded that limit may have EPF but not EPS membership. EPFO Pension Manual

The manual lists the EPS wage ceiling as ₹5,000 per month from 16 November 1995 through 31 May 2001, ₹6,500 from 1 June 2001 through 31 August 2014, and ₹15,000 from 1 September 2014 onward. These figures describe the manual’s stated limits; the newer portal notice about a possible revision is addressed below.

Existing or former EPS member whose pay later rose

Do not assume that crossing the ceiling later automatically cancels earlier EPS membership or service. The first-time-joining rule concerns initiation of membership, while contribution limits and any higher-wage pension option are separate issues. A worker’s prior EPS service, employer remittances and application history need to be checked before drawing a conclusion from current pay alone.

Which situation fits your record?

Situation What the rule indicates What to verify
First EPF-covered employment on or after 1 September 2014, with wages above ₹15,000 at joining Under the Pension Manual’s stated rule, EPS membership and contributions are not initiated for that first-time joiner. First joining date, wage basis used at entry and whether any earlier EPS membership exists.
EPS member whose wages later rose above the ceiling The first-time entry condition alone does not establish that past membership or service ended. EPS service history, employer remittances and any higher-wage joint option.
Person seeking pension calculated on higher wages A higher-wage joint option was available to certain eligible existing members under the amended scheme and Supreme Court directions; it is not automatic enrollment for every new employee above the ceiling. Individual eligibility, submitted option and EPFO application status.

What is the higher-wage pension option?

A Ministry of Labour and Employment reply to the Lok Sabha describes joint options for certain members seeking pension on higher wages under paragraph 11(4) of the amended EPS, in light of Supreme Court directions. The reply also states that, effective 1 September 2014, only employees drawing wages up to ₹15,000 per month were entitled to EPS membership. Read the higher-wage option as a limited route for eligible members—not a general way for a new joiner above the ceiling to enter EPS. Ministry of Labour and Employment, Lok Sabha reply

Use EPFO’s member portal to check the status of a higher-wage application. Its calculator is an estimate; EPFO says the concerned Regional Office’s calculation is authentic. EPFO member portal

Has the EPS ceiling changed to ₹25,000?

As observed on 12 October 2026, EPFO’s employer portal displayed a link titled “FAQs related to recent revision of EPFO wage ceiling from Rs. 15,000 to Rs. 25,000.” That listing signals that EPFO is advertising a revision FAQ, but it does not by itself establish the legal notification, effective date or whether the change applies to EPS membership. EPFO employer portal

The Pension Manual and the Lok Sabha reply cited above state the ₹15,000 EPS limit. The portal listing does not resolve whether a newer change supersedes that rule for EPS. Check the linked official FAQ and the operative Gazette notification before relying on ₹25,000 as the current EPS eligibility limit.

How to check why your PF has no EPS entry

  1. Review your UAN member passbook and service history. Look for EPS service and employer remittances, not only the EPF balance. EPFO’s employee services page provides access to member passbook, UAN services, claim status and information downloads. EPFO services for employees
  2. Ask payroll or HR how your entry was treated. Request the date of your first EPF-covered employment, the wage basis used then, whether EPS membership was initiated and whether a prior member record was transferred correctly.
  3. If you applied for a higher-wage pension, check the application status. Use the EPFO member portal and treat its calculator as an estimate rather than a final determination.
  4. Raise record discrepancies through EPFO’s official member channels. A mismatch in service or remittances should be checked against EPFO records rather than resolved solely through a generic calculator or an intermediary.
