What preventive maintenance does—and what it does not
Preventive maintenance consists of planned actions taken at set time or operating-cycle intervals, before a failure occurs. It can help detect wear, keep equipment within specified operating conditions, and reduce the chance that a foreseeable issue becomes an unplanned outage. Its value depends on choosing appropriate tasks and intervals for the specific asset.
It is not a guarantee against breakdowns, nor does the term itself specify what to inspect, lubricate, replace, or how often. The title does not identify an industry, machine, duty cycle, or jurisdiction, so no universal task list or interval is justified. Use the manufacturer’s current instructions, applicable local requirements, and qualified personnel for procedures that affect safety.
How maintenance approaches differ
Maintenance strategies differ mainly in what triggers work and what information is needed to plan it. A facility can use more than one approach, depending on the equipment and the consequences of failure.

The U.S. Department of Energy Federal Energy Management Program (DOE FEMP) defines RCM as “A logical, structured process used to determine the optimal failure management strategies for any system based on the system’s reliability characteristics (i.e., the reliability profile) and the intended operating context. RCM defines what must be done for a system to achieve the desired levels of safety, environmental soundness, and operational readiness at the best cost.” DOE FEMP’s overview of operations and maintenance approaches describes RCM as a way to select a context-appropriate strategy, rather than assume every asset should receive the same treatment.
Build a program around the asset and its consequences
A useful program begins with the consequences of failure, then makes appropriate work possible to plan, perform, and learn from. The following framework synthesizes DOE guidance; it is not a universal regulatory standard or a substitute for equipment documentation and engineering judgment.
- Identify critical assets and failure consequences. Determine which equipment failures could affect safety, environmental obligations, operational readiness, throughput, or other important site outcomes. Give higher attention to assets whose failure consequences warrant it.
- Set asset-specific procedures and intervals. Use current manufacturer instructions and applicable requirements as the starting point. Account for the actual operating context and involve qualified personnel when work affects safety. Do not transfer an interval from a different machine or assume that more frequent work is automatically better.
- Make planned work executable. Coordinate timing, staff, parts, access, and any required procedures so scheduled work can be carried out as intended. A task on a calendar is not useful if the people or resources needed to perform it are unavailable.
- Record findings, work, and failures. Keep maintenance histories that capture completed work and relevant defects or breakdowns. Those records help the site see whether recurring problems are emerging and whether tasks are being completed as planned.
- Investigate recurring failures and update the plan. Look for root causes rather than treating repeated symptoms as isolated events. Feed corrective actions into maintenance procedures, preventive and predictive work, and training; review procedures as conditions or evidence change.
DOE maintenance assessment criteria call for a documented maintenance approach, defined responsibilities, a balance of corrective and preventive work, coordinated planning and scheduling, root-cause analysis, maintenance histories, and review of procedures. The criteria appear in a DOE EHSS Maintenance Assessment Plan dated June 17, 2004; they are useful program elements, not a replacement for current manuals, local requirements, or engineering judgment.
When predictive maintenance is worth considering
Predictive maintenance uses observed data to inform when intervention may be needed, rather than relying only on a fixed calendar or cycle. NIST identifies temperature, noise, and vibration as examples of observed data used in predictive maintenance. A vibration measurement may be appropriate for an asset when the equipment, measurement procedure, baseline, and staff capability support it; that does not mean any particular meter, sensor, or software is suitable for every machine.

Consider condition monitoring when it can answer a useful operational question: whether a condition is changing, whether a task should be advanced, or whether an intervention can be planned before failure. Choose monitoring based on the asset and the decisions the data will inform. Collecting a reading without a way to interpret it or act on it does not, by itself, improve reliability.
Predictive monitoring and scheduled preventive work are not mutually exclusive. A site may need scheduled tasks regardless of condition, while using condition data to guide other interventions. RCM provides the broader decision framework: select the mix that fits the asset’s reliability profile, failure consequences, and intended operating context.

What NIST’s manufacturing findings do—and do not—show
NIST’s 2020 Machinery Maintenance Survey release reported average maintenance-practice shares of 17.3% predictive maintenance, 31.8% preventive maintenance, and 45.7% reactive maintenance among establishments in the manufacturing survey. NIST also reported that establishments in the top 25% for reliance on reactive maintenance had 3.3 times more downtime and 16.0 times more defects.
Among establishments primarily relying on preventive and predictive maintenance, NIST reported associations between higher predictive use and 15% less downtime, an 87% lower defect rate, and 66% less inventory increases due to maintenance issues. These are manufacturing survey associations, not proof that predictive maintenance caused the outcomes or a forecast for a particular facility. They should not be combined into an implied return-on-investment estimate; results at one site depend on its equipment, operations, and implementation.

In a separate illustrative example, NIST MEP describes a Leggett & Platt Aerospace CNC lathe maintenance effort that addressed breakdowns affecting throughput, reliability, and capacity. The account says the company sought workforce understanding of preventive maintenance tools so staff could recognize early failure signs and drive improvement. It illustrates how workforce understanding can be part of an effort; it does not establish that the same intervention will produce the same result elsewhere.
Keep the program useful over time
Reliability improves through a feedback loop: plan work, perform it safely, record what happened, investigate recurring failures, and revise tasks or procedures when evidence warrants. Track whether planned work is being completed and whether breakdowns recur, but interpret measures in the context of the equipment and its role rather than treating one metric as a universal target.
DOE FEMP’s equipment operations and maintenance summaries provide general equipment guidance.
