Employer-Paid Moving Expenses: Are They Taxable in 2026?

Employer-paid moving expenses are generally taxable under 2026 federal rules, with narrow exceptions for qualifying Armed Forces and intelligence community moves.

For federal tax purposes in 2026, employer-paid moving expenses are generally taxable income. A narrow exclusion remains for qualifying active-duty Armed Forces members and qualifying intelligence community employees or appointees, and it applies only to eligible expenses. Whether a move is work-related by itself does not make an employer payment tax-free.

How federal tax treatment works in 2026

The Internal Revenue Service says the general exclusion for qualified moving-expense reimbursements has been permanently eliminated. As a result, an ordinary employee generally must include an employer-paid or reimbursed moving benefit in taxable wages. The IRS describes the change in Publication 15-B (2026), Employer’s Tax Guide to Fringe Benefits: “P.L. 119-21, commonly known as the One Big Beautiful Bill Act, permanently eliminates the exclusion for qualified moving expense reimbursements from your employee’s income.”

The remaining exclusions are limited to certain military and intelligence community moves; they do not apply to every employee who relocates for work.

Who may qualify for an exception?

Active-duty Armed Forces members

An active-duty member may qualify when moving pursuant to military orders incident to a permanent change of station. Both the active-duty status and qualifying move are required.

Qualifying intelligence community employees or appointees

An intelligence community employee or appointee who is not an Armed Forces member may qualify when a change in assignment requires relocation. The IRS explains the categories and conditions in Publication 15-B (2026) and Topic 455.

For either group, the exclusion is limited to reimbursement of expenses the person could deduct if they had paid or incurred those expenses without reimbursement. A qualifying job or move does not make every relocation-related cost eligible.

Which moving costs can qualify?

IRS guidance identifies household goods, personal effects, storage, and travel expenses that include lodging as potentially qualifying categories for eligible people. Meals are not deductible as moving expenses under this guidance. The IRS’s Topic 455 provides the expense categories; do not assume that other costs qualify just because they relate to a move.

What changed from 2018–2025?

The tax year matters. The IRS’s 2025 employer guide described the general exclusion as suspended for tax years after 2017 and before 2026, while retaining an Armed Forces exception. The 2026 guide says the general exclusion has been permanently eliminated and describes the limited exceptions above. The prior-year rule is set out in IRS Publication 15-B (2025); use the current-year guidance when considering a 2026 payment.

How qualifying reimbursements appear on a W-2

For qualifying moving-expense reimbursements paid directly to eligible employees, the 2026 IRS General Instructions for Forms W-2 and W-3 specify Code P. Code P is not a general reporting code for ordinary employees’ taxable relocation benefits. Employers should check the current instructions and confirm that both the employee and payment meet the requirements before using it.

Keep relocation benefits separate from assignment living costs

Moving reimbursements and living expenses during a work assignment are different tax questions. The IRS says employer-paid or reimbursed living expenses for an indefinite work assignment generally must be included in wages, while recognizing qualified moving-expense situations as exceptions. See Publication 15-A (2026), Employer’s Supplemental Tax Guide. A temporary or indefinite assignment’s living costs should not be treated as a qualifying relocation exclusion merely because the employee is away from home for work.

Federal rules do not settle state tax treatment

The federal answer does not establish how a particular state or locality treats a relocation benefit. If state or local returns are relevant, check the current guidance for the jurisdiction where the employee files.
