After that, divide what you can spare between savings and debt according to how soon income could fall, what support or severance you have, your essential costs, and the consequences and cost of your debts. There is no universal interest-rate cutoff or fixed savings-versus-debt split that applies to every household.
Start with a clear picture of your finances
Before deciding where the next dollar goes, map the cash you have and the bills you must cover. The CFPB’s job-loss guidance recommends taking stock of household finances after a loss of income.
- Estimate essential monthly costs, such as housing, food, utilities, transportation and medical expenses.
- List every debt’s required payment and due date, along with any fees or other consequences you could face if you miss a payment.
- Record accessible savings and any severance or other income support you expect, including when it may arrive.
- Assess how likely and how soon a layoff, reduced hours or other income disruption could occur.
This gives you a practical baseline: how much cash you may need to cover essentials, and how much room remains after required payments.
Keep a starter reserve instead of saving nothing
An emergency fund is cash set aside for unexpected costs, including a loss of income. Even a small reserve can provide some financial security and help you avoid relying on credit or loans when a shock arrives. The CFPB describes a dedicated savings or emergency fund as one of the first steps people can take to protect themselves: An essential guide to building an emergency fund.

If you have little or no savings, starting a reserve can matter even while you are paying debt. You do not have to wait until you have saved several months of expenses to begin. Keep the money somewhere safe and readily accessible, such as a dedicated account at a bank or credit union, as the CFPB suggests.
Keep required debt payments in view
A reserve does not replace the need to manage bills as they come due. If a payment is becoming unaffordable, contact the lender or company promptly and ask whether it can offer a more affordable arrangement or relief from fees. The CFPB’s job-loss guidance recommends contacting creditors and other companies when income changes make payments difficult.

For federal student loans, the CFPB notes that borrowers may be entitled to lower payments through income-driven repayment plans based on income and family size. Eligibility and terms can change, so verify current options with your loan servicer rather than assuming a particular payment will apply.
Build toward a larger cushion while weighing extra debt payments
Once you have some cash set aside and required payments accounted for, the choice between additional saving and extra debt repayment depends on your circumstances. A larger accessible reserve is especially useful when income could stop soon, household expenses are hard to reduce, or you have limited support. Extra debt payments may be more appealing when income is steadier, your reserve can cover near-term needs, and the debt’s cost or terms make faster repayment a priority.

The FDIC’s January 2024 consumer guidance suggests aiming for at least six months of living expenses to withstand events such as job loss. Its January 2025 guidance describes at least six months of living expenses in a federally insured product as a general expert recommendation. These are broad goals, not rules that fit every household or a requirement to delay all debt repayment until the goal is reached.
The sources do not establish a universal interest-rate threshold or mathematically optimal split between saving and extra debt payments. Compare the alternatives using the factors that shape your own risk:

- Liquidity: Could you access the money quickly for rent, groceries, utilities, transportation or medical costs if pay stopped?
- Income risk: How soon might income change, and how much severance or other support is dependable?
- Debt terms: What are the required payments, costs and consequences of falling behind?
- Access to savings: Would restrictions or withdrawal penalties prevent you from using the money when an emergency occurs?
Keep emergency savings accessible
Emergency money should be available when you need it. The CFPB identifies a dedicated bank or credit-union account as one possible place to keep it. The FDIC cautions that a certificate of deposit may charge a penalty for early withdrawal, so consider whether that restriction fits the purpose of the reserve.
Saving can start small. As an illustration—not a promised return—the FDIC says saving $20 every other week adds up to $520, plus interest, over a year. The amount and pace that make sense depend on your budget and circumstances.

Get help early if payments are not manageable
If you cannot make required payments or cannot put together a workable budget, ask creditors about options before a missed payment where possible. A nonprofit credit counselor may also help you budget and work with debt collectors, according to the CFPB’s credit counseling guidance. Check a provider’s credentials and fees before agreeing to services.
