India has reportedly opened a competition for 60 medium military transport aircraft, with Embraer and Mahindra offering the C-390 Millennium and Lockheed Martin and Tata Advanced Systems offering the C-130J. These are proposed industrial arrangements, not evidence that either company has already built a factory or secured production orders for this programme. Embraer and Mahindra announced their strategic cooperation in October 2025; their October 1, 2026 update described continuing preparation and planning, with the Nagpur location conditional on selection. Lockheed Martin and Tata announced their teaming framework in 2024, also conditional on the contract and required U.S. and Indian government approvals.
Airbus and its A400M appeared in July reporting about an earlier technical-assessment stage. ThePrint later reported that Airbus was likely to sit out. The available reporting does not establish Airbus as a confirmed bidder in the later 60-aircraft tender.

How many aircraft is India seeking?
The latest reported procurement framework is for 60 aircraft: 12 to be delivered as flyaway aircraft and 48 to be manufactured locally, according to Hindustan Times’ August 2026 reporting. The Tribune had reported an 80-aircraft project in July, with 12 imports and 68 locally produced aircraft, while describing technical assessment and preparation of a request for proposal. Those figures belong to different reported stages or scopes; they should not be combined. Later August coverage described the 60-aircraft tender.
The July account placed the aircraft between lighter platforms such as the C-295 and heavy-lift aircraft such as the C-17, and described a need to move personnel and equipment after high-altitude deployments and support operations near the northern and eastern borders, including Ladakh and Arunachal Pradesh. It cited cargo examples such as light armoured vehicles, M777 howitzers, BrahMos missile canisters and Akash launcher units. These are details from The Tribune’s account of the programme, not independently verified quotations from the tender document.

What does the $10.5 billion estimate mean?
August reports put the programme at roughly ₹1 lakh crore, or around $10 billion. The $10.5 billion figure is another rounded dollar estimate, not a confirmed amount India will pay. Exchange rates, the scope included in a programme estimate and eventual contract negotiations can all affect the final price. No final negotiated value is established in the available reporting.
That distinction matters: a reported tender valuation is not the same as a signed contract price, and it does not by itself show the cost per aircraft, the lifetime cost of operating the fleet, or how much will go to local production and support. The sources reviewed do not provide comparable, independently verified life-cycle cost figures for the two aircraft.

What is known about the aircraft and the operational requirements?
August tender coverage and The Tribune’s July account describe a reported payload class of 18 to 30 tonnes. The Tribune also described requirements involving short or unprepared runways, high-altitude locations, low-altitude and night operations, and an open architecture for integrating Indian software, tactical data links and mission computers. The detailed official RFP specifications and evaluation criteria are not established in the available sources.
Embraer’s C-390 claims
Embraer states that the C-390 can carry 26 tonnes and fly at 470 knots. The manufacturer also says it can operate from temporary or unpaved runways and perform transport, airdrop, medical evacuation, search-and-rescue, firefighting and humanitarian missions. Embraer says the aircraft can be configured for air-to-air refuelling and reports a mission-completion rate above 99% for the operating fleet. These are manufacturer specifications and claims, not an independently verified comparison under Indian operating conditions.

Lockheed Martin’s C-130J position
The Indian Air Force already operates 12 C-130Js, according to a 2024 Lockheed Martin announcement. That existing fleet gives the company an established relationship with the IAF and is relevant to its proposed support plan; it does not demonstrate that the C-130J will win or prove that it has lower lifetime costs. Lockheed also reported that Tata Lockheed Martin Aerostructures Limited had produced more than 220 C-130J empennages at the time of the 2024 announcement. That production figure concerns the company’s existing aerostructure work and is not a count of aircraft for the Indian tender.
The published payload figure for the C-390 alone cannot settle the competition. The available sources do not offer a verified, side-by-side assessment of the offered configurations’ usable cargo capacity, runway performance in Indian conditions, availability, costs or support value over the aircraft’s service life.

What should determine the choice?
The reported requirement points to a set of practical questions beyond headline payload figures:
- Whether the offered aircraft and configuration can carry the specified loads and meet the cargo-bay requirements.
- How each performs from short or unprepared strips, including at high-altitude locations.
- Whether the proposed configurations meet night and low-altitude operating needs and support the required mission types.
- How the existing IAF C-130J fleet and support infrastructure factor into evaluation, without treating incumbent experience as proof of a preferred outcome.
- How firm and deliverable each team’s commitments are for Indian production, technology transfer, MRO and local suppliers.
- What the independently evaluated whole-life cost and upgrade flexibility would be; comparable verified figures are not available in the sources reviewed.
Has India selected a winner, and what remains unknown?
No winner is established as of October 7, 2026. Embraer’s October 1 update still described its assembly plans as conditional on selection, and the available reporting does not establish an award to either team.
News reports say a tender was issued, but the available sources do not provide the official RFP text, bid deadline, detailed evaluation schedule, binding technical specifications, bid conditions or current bid-submission status. Those details are necessary to assess precisely what India will buy and how the competing offers will be judged. Until an official tender document or government statement supplies them, the aircraft comparison and industrial plans should be understood as reported proposals rather than final contract terms.
