On July 16, 2024, Elon Musk announced that SpaceX would move its headquarters from Hawthorne, California, to Starbase, Texas, and that X would move from San Francisco to Austin. The destinations later diverged: SpaceX’s 2026 SEC filings list its principal executive office in Starbase, while the Associated Press reported that X moved its headquarters to Bastrop, Texas, in September 2024. The announcements concerned headquarters—not a documented departure of every facility, employee or operation from California.

What Musk announced on July 16, 2024

Musk announced two planned headquarters relocations in posts on X. SpaceX was to move from Hawthorne, its California headquarters, to Starbase, the company’s South Texas launch and manufacturing complex. X was to move from San Francisco to Austin. Contemporary reporting covered the announcement and its destinations in The Texas Tribune and Reuters.

The distinction between announced destination and later location matters. Austin was the destination Musk named for X in 2024; the Associated Press later reported that X moved its headquarters to Bastrop, Texas, in September 2024. Starbase, Bastrop and Austin are separate places—not interchangeable labels for a single Texas move.

Why Musk said he was moving the companies

Musk called California’s newly signed AB 1955 the “last straw.” The law restricts school districts from requiring teachers to notify parents about a student’s gender identity or sexual orientation. Musk also cited what he described as other California laws affecting families and companies, and expressed broader frustration with San Francisco’s business environment and California’s political and regulatory direction. The Guardian’s account of the announcement and Reuters’ coverage describe that rationale.

That is Musk’s stated explanation, not evidence that AB 1955 legally required either company to move. The law concerns school-district policies; the headquarters decisions were corporate choices. Musk’s announcement also fits a broader preference he had expressed for Texas’s business and regulatory climate.

Where each company’s headquarters went

SpaceX’s filing also says the company reincorporated from Delaware to Texas on February 14, 2024. That date was before Musk’s public relocation announcement. Incorporation and headquarters are separate corporate facts: the change of state of incorporation did not itself establish that the executive office had moved.

What a headquarters move does—and does not—tell you

“Headquarters” can refer to a company’s executive center or principal office. It is not the same thing as its state of incorporation, registered-agent address, or every place where it employs people or conducts business. A move in one category does not establish a move in all the others.

  • Principal executive office: The business address identified in a company’s regulatory filing. SpaceX’s 2026 filing gives Starbase as that address.
  • State of incorporation: The jurisdiction under whose corporate law a company is organized. SpaceX’s filing records its move from Delaware to Texas on February 14, 2024.
  • Operating locations: Offices, factories, engineering centers, launch sites and other facilities. A headquarters announcement does not show that all of these closed or relocated.
  • Registered-agent address: A legal-service address, which need not be an executive office or operating site.

For that reason, it is inaccurate to turn these announcements into a claim that SpaceX or X left California entirely. Contemporary reporting described headquarters changes, not a complete withdrawal of all California operations. WIRED and the Los Angeles Times covered the moves in the context of the companies’ California presence.

Why Texas was already central to Musk’s companies

The moves were part of a wider Texas footprint, not a shift from a blank slate. Tesla relocated its headquarters to Austin in 2021, and the Boring Company moved to Bastrop. SpaceX already had a major launch and manufacturing operation at Starbase. These earlier relocations and the state’s aerospace activity provide context for why Texas was a plausible destination. Tesla’s SEC filing documents its Texas headquarters context; the state’s Texas aerospace report describes the sector.

There are practical and symbolic dimensions to that pattern. For SpaceX, locating executives closer to an established launch and manufacturing complex could reduce the distance between corporate leadership and a major operating site; that is a business inference, not a stated explanation from the company. More broadly, a visible headquarters move signals a preference for Texas’s political and business environment. The available facts do not establish how much either relocation saved, or how many employees moved as a result.

What the later record shows

SpaceX: a Texas principal office in 2026

SpaceX’s SEC filings provide clear documentary support for a Texas corporate presence after the announcement: they list Texas as the company’s state of incorporation and 1 Rocket Road in Starbase as its principal executive-office address. A further 2026 SEC filing also uses the Starbase address. These filings establish the disclosed corporate address; they do not show that every SpaceX facility or employee moved from California.

Starbase: expansion planned, not necessarily completed

A Texas Department of Licensing and Regulation project record describes a planned SpaceX facility called “Gigabay,” with a proposed area of 700,000 square feet and an estimated cost of $250 million. The record gives a July 1, 2025 start date and a December 31, 2026 estimated completion date. These are project-record estimates, not confirmation that construction was completed. X: later reporting placed its headquarters in Bastrop

The original announcement named Austin, but the Associated Press reported in September 2024 that X moved its headquarters from San Francisco to Bastrop. That later report is the basis for describing Bastrop as X’s subsequent headquarters location here; it is not a current company filing confirming X’s address in 2026.

What the relocations mean—and what remains uncertain

For SpaceX, the disclosed Starbase principal office aligns with an existing South Texas launch and manufacturing complex, making the relocation both a corporate-address change and a closer alignment with a major operating site. The project record for Gigabay suggests continued planned investment there, while its estimated completion date means it should not be described as a completed facility.

For X, the reported move from San Francisco to Bastrop makes the gap between the original announcement and later reported destination especially important. Neither announcement, by itself, measures effects on employees, local economies, California operations or company costs. Workers may face relocation or commuting decisions, and existing California facilities may continue to matter; those are relevant implications, not measured outcomes established by the cited records.

A Texas headquarters also does not automatically remove federal obligations or settle which state laws apply to operations conducted in California. Corporate addresses, facilities and legal obligations are different questions, and a headquarters move alone cannot answer all of them.
