Elon Musk Said Federal Employees Must Explain Their Work or Be Fired: What Happened

Musk’s resignation warning appeared in a social-media post, not in OPM’s email. The email requested about five bullets, while agencies issued differing guidance.

On February 22, 2025, Elon Musk warned on X that federal employees who did not respond to a work-summary email would be treated as having resigned. The Office of Personnel Management (OPM) email itself asked for about five bullets on the previous week’s accomplishments and a copy to the employee’s manager; it did not contain Musk’s resignation threat. Agencies then gave employees differing instructions, so there was no single government-wide answer about whether to respond.

What did Musk and OPM say?

Musk’s February 22 post read: “Consistent with President @realDonaldTrump’s instructions, all federal employees will shortly receive an email requesting to understand what they got done last week. Failure to respond will be taken as a resignation.” The wording is reproduced in a congressional letter citing his X post. The letter reflects its signatories’ position, not a legal ruling.

The separate OPM email said: “Please reply to this email with approx. 5 bullets of what you accomplished last week and cc your manager.” The Associated Press reported that the email set a Monday 11:59 p.m. deadline. That deadline was part of the email request, not wording from Musk’s post. The AP account also noted that the message did not include Musk’s threat.

Did federal employees have to respond?

There was no uniform instruction across the federal government in the contemporaneous accounts. On February 24, reporting by ABC and CBS described agencies that told employees to pause or disregard the request, agencies that characterized it as voluntary, and agencies that instructed employees to respond. OPM said agencies would determine next steps. ABC News and CBS News reported on the differing guidance.

For example, the Associated Press quoted State Department acting undersecretary for management Tibor Nagy: “The State Department will respond on behalf of the Department. No employee is obligated to report their activities outside of their Department chain of command,” AP reported. That statement described the department’s approach; it was not a universal instruction for every agency.

What did the episode establish about resignation or firing?

Musk publicly said that failure to respond would be treated as resignation. That was a threat in a social-media post, not language included in the OPM email. The contemporaneous documents and reporting establish what was said and how some agencies initially responded; they do not establish a final judicial ruling on whether failure to answer this particular email could lawfully result in termination.

Also on February 22, House Democrats asked OPM to clarify that not responding would not constitute resignation. Their letter asserted that the threatened dismissal was unlawful; that assertion should be understood as the signatories’ position, not as an adjudicated finding. What was known about the consequences?

The initial reporting did not establish a settled total of employees fired or laid off in connection with the episode. The AP said no official total was available at the time. The February 2025 accounts document the post, email, and mixed agency guidance, but do not by themselves establish the government-wide outcome or later enforcement.
