The original listing did not identify a Tesla model.

A forecast can describe a potential future purchase, but it is not itself a bid request, an award, or evidence that money has been paid. The Washington Post described the entry as a planning-stage projection and reported that the prospective award was projected for September. That projected timing did not mean an award had happened. What Musk and the State Department said
Musk’s post on X rejected the idea that Tesla was receiving the money, while indicating that he had not been told about the proposal. Separately, a State Department official told Axios: “no government contract has been awarded to Tesla or any other vehicle manufacturer to produce armored electric vehicles for the Department of State.” The official added: “The solicitation is on hold and there are no current plans to issue it.”

The Associated Press reported that the department said Tesla was the only company to express interest when the agency sought information in May 2024. AP also reported the department’s explanation that the forecast was supposed to refer to a generic electric-vehicle manufacturer and that it had not issued an official request for bids. Why the forecast’s history became disputed
The State Department’s account was that the procurement idea began during the Biden administration and that naming Tesla in the forecast was an error. What NPR reported, as summarized by PolitiFact
PolitiFact summarized an NPR account based on a document and an anonymous former Biden White House official. That account said the Biden-era FY2025 plan showed $483,000 for EV purchases and $3 million for supporting equipment, rather than $400 million. NPR had not published the underlying document, and PolitiFact said it could not independently verify the account. What Senator Blumenthal asked
In a March 3, 2025 letter to Secretary of State Marco Rubio, Senator Richard Blumenthal asked when the procurement document was created, who created it, and whether it had been modified in January or February.
