Belum ada bukti publik yang cukup untuk menyimpulkan bahwa WFH meningkatkan atau menurunkan efektivitas pegawai KPP Pratama Tigaraksa. Karena cara layanan dan kondisi operasional ikut berubah, membandingkan masa sebelum dan selama pandemi tanpa memperhitungkan perubahan tersebut tidak akan mengisolasi pengaruh lokasi kerja.
Apakah angka layanan KPP Tigaraksa 2024 mengukur efektivitas WFH?
Tidak. Laporan kinerja KPP Pratama Tigaraksa untuk 2024, yang diterbitkan pada 2025, mencatat indeks efektivitas penyuluhan dan pelayanan dengan target 81 dan realisasi 88,78. Perbandingan yang dapat dipertanggungjawabkan perlu membandingkan kelompok pegawai, jenis pekerjaan, dan periode yang sepadan. Jumlah pekerjaan saja tidak cukup: mutu, ketepatan waktu, beban kerja, dan akses layanan juga dapat berubah ketika kanal layanan atau kondisi operasional berubah.

Ukuran-ukuran tersebut adalah kerangka evaluasi, bukan hasil yang dilaporkan untuk pegawai KPP Pratama Tigaraksa. Tanpa data pegawai dan hasil kerja yang sebanding, angka kinerja kantor tidak dapat dipakai untuk menyatakan pengaruh WFH.
