The Office of the Auditor-General (OAG) told the Town of East Fremantle it would need to include transactions from the East Fremantle Community Park in the Town’s financial statements. The reported reason was that entities must account for activities or operations they control under Australian Accounting Standards. In July 2025, the Town said the accounting work was still unfolding: it had not received final written advice from the OAG, and officials warned of extra reporting, audit, staffing and cost demands for both the Town and park operator Belgravia Leisure.
What the Auditor-General said about the park’s accounts
An OAG spokesperson told PerthNow that financial statements must include transactions from activities or operations an entity controls. The spokesperson said: “Accordingly, the Town of East Fremantle will need to include transactions from the operation of the East Fremantle Community Park in its financial statements.”
That reported position concerns the Town’s financial reporting responsibility. Belgravia Leisure operated the park, but Town officials said the operator’s available reporting had limitations and that it was uncertain whether it could meet the requirements. The issue was therefore not simply whether the operator produced its own figures; the Town was expected to reflect the park’s transactions in its accounts.
What the expected accounting treatment would cover
Acting CEO and corporate services executive manager Peter Kocian described the expected treatment as recording the park’s revenues and expenses in the Town’s statement of comprehensive income, alongside its balance-sheet position in the statement of financial position. He said the issue would affect how the Town presented its 2024–25 accounts.

This is broader than a monthly cash update: it concerns how park operations and financial position appear in the Town’s formal statements. The OAG spokesperson’s explanation, as reported, was based on the principle of accounting for controlled operations. The report did not say that the OAG had ordered a fresh audit of the entire Town.
Why the Town delayed its June monthly statement
At its 15 July 2025 meeting, the council agreed to defer its June monthly financial statement until the following month. PerthNow reported that staff needed more time after substantial work to finalise the Town’s end-of-year accounts, including discussions about the park’s accounting treatment.

Monthly reporting and annual financial statements are separate obligations. PerthNow described the Local Government (Financial Management) Regulations 1996 as requiring monthly financial statements to be presented within two months. The reported postponement was tied to the Town’s workload and the annual-accounting issue; it was not described as a final OAG audit finding.
What the added audit work could mean for Belgravia Leisure and ratepayers
Town CEO Jonathan Throssell told PerthNow that the OAG had flagged more prescriptive accounting and auditing requirements. He said the park would be brought into the Town’s audit regime to a greater extent than previously considered, creating cost and resourcing impacts for both the Town and Belgravia Leisure.

Those impacts were forecasts from Town officials, not published final costs. The report did not quantify any effect on rates or establish that ratepayers would face a particular bill. The park’s revamp was reported to have cost $32 million and it opened in 2024; PerthNow said it had been intended to be cost-neutral for the council, but did not establish whether it achieved that goal.
Why the word “disappointing” appeared in the headline
Deputy Mayor Tony Natale was reacting to the added workload for local government when he said, “That’s disappointing to hear,” and suggested the Town might need more assistance. “Disappointing” was his characterization of the implications, not a conclusion issued by the OAG.

What was—and was not—settled in July 2025
When Throssell spoke to PerthNow, he said the Town had not received final written advice from the OAG. The article therefore reported the OAG’s stated position and Town officials’ expectations while the accounting treatment was still being worked through. It did not report a completed audit outcome or the final presentation of the Town’s 2024–25 financial statements.
