In India’s GST system, an e-invoice and an e-way bill do different jobs. An e-invoice is a supplier’s invoice authenticated and registered through an Invoice Registration Portal (IRP), which returns an Invoice Reference Number (IRN) and QR code. An e-way bill is a movement document for covered goods consignments. Check whether each requirement applies on its own: registering an invoice does not, by itself, satisfy an e-way bill requirement.
What is the difference between an e-way bill and an e-invoice?
The short distinction is invoice authentication versus goods movement. E-invoicing is a GST invoice-registration process for specified taxpayers and documents. The e-way bill system records information about the movement of goods and supports verification during transit.

For an e-invoice, the supplier first prepares the invoice and submits its specified details to an IRP. The IRP authenticates and registers it, assigns an IRN, and returns a QR code. Invoice information is also shared with the GST portal and the e-way bill system; the Invoice Registration Portal says the data can auto-populate in the buyer’s GSTR-2B.
An e-way bill is generated before the covered movement begins and is associated with the consignment and its transport details. Depending on the circumstances, the consignor, consignee, or transporter may generate it. The applicable rules determine whether a bill is needed, what information must be furnished, and how it must be carried or made available.

| What does the system return or record? | An IRN and QR code for the registered invoice. | A bill associated with consignment and transport information. |
| Does one automatically replace the other? | No. Invoice registration does not establish that an e-way bill is unnecessary. | No. An e-way bill does not register an invoice with an IRP. |
When is an e-invoice required?
The requirement depends on the taxpayer, the document and applicable exclusions—not simply on whether goods are being transported. The Invoice Registration Portal lists GST Notification 10/2023 as extending the e-invoice mandate to taxpayers with aggregate annual turnover of ₹5 crore or more, effective 1 August 2023. Its mandate information assesses turnover in any preceding financial year from FY 2017–18 onward, based on GST returns.
That figure is an applicability threshold, not a stand-alone answer for every GSTIN or document. The portal describes regular taxpayers and SEZ developers as able to generate e-invoices, and says e-commerce operators may generate them for sellers. A recipient or transporter does not generate the supplier’s e-invoice. Applicable exclusions and the GSTIN’s current enablement still matter, so confirm the particular taxpayer and document status through current official GST/IRP information before relying on the threshold.
Practical e-invoice check
- Identify the supplier and GSTIN. Establish which entity issued the invoice and whether it is in the taxpayer category to which the mandate applies.
- Check turnover history. Determine whether aggregate annual turnover reached ₹5 crore or more in any preceding financial year from FY 2017–18 onward, using GST return information as described by the IRP.
- Check the document and exclusions. Confirm that the document and transaction are within the mandate and not covered by an applicable exclusion. The threshold alone does not resolve this question.
- Verify current enablement. Check the GSTIN’s current IRP status and applicable official guidance before issuing or processing the document.
Where e-invoicing applies, the supplier prepares the invoice first and submits the required invoice details to an IRP for registration. The returned IRN and QR code identify the registered invoice. The IRP’s description of data sharing explains why the same invoice information can later be available to GST and e-way bill workflows, but data sharing does not decide whether a movement requires an e-way bill.
When is an e-way bill required?
CBIC’s CGST Rule 138 generally requires a registered person who causes goods to move with a consignment value exceeding ₹50,000 to furnish the prescribed information before movement. The rule’s situations include movement in relation to a supply, movement for reasons other than supply, and inward supply from an unregistered person.

Do not treat ₹50,000 as a universal rule that answers every shipment question. The E-Way Bill System FAQ notes exemptions and identifies cases such as handicraft movement and specified job-work movement where an e-way bill may be required below that amount. State and union-territory rules can also set different intra-state thresholds. Goods-specific and transaction-specific exceptions may apply, so check the current central rule, notifications and relevant state/UT requirements for the actual movement.
Practical e-way bill check
- Describe the movement. Determine whether goods are moving for a supply, for another reason, or as an inward supply from an unregistered person. A movement need not be a conventional sale for the rule to be relevant.
- Establish consignment value. Compare the value with the applicable threshold, while checking whether an exception or a special rule changes the result.
- Check geography and goods. Review state/UT requirements for intra-state movement and confirm whether the goods or transaction have a specific exemption or requirement.
- Identify who will generate the bill. The system FAQ describes generation by the consignor, consignee or transporter, depending on the case. A transporter generating the bill must have the relevant details furnished and the goods handed over for transport.
- Prepare the source and transport details. The generator needs the applicable invoice, bill of supply, bill of sale or delivery challan, together with transporter ID and a transport document number or vehicle number, as relevant.
- Generate before movement. Furnish the required information before the goods move, and ensure the e-way bill is carried or otherwise made available as the applicable rules prescribe.
An unregistered transporter must enroll on the e-way bill portal to generate a bill. This is distinct from the supplier’s e-invoice obligation: the transporter’s role in a movement workflow does not make the transporter the issuer of the supplier’s invoice.
Can an e-way bill be generated from an IRN?
Yes. GSTN describes workflows to generate an IRN and e-way bill together, or to generate an e-way bill later using an existing IRN. The invoice data can therefore support the movement-document step without requiring the user to treat the two documents as one. The movement still needs to meet the e-way bill rules; an IRN alone does not mean that an e-way bill is required, nor does it prove that one has been generated.

- Prepare the invoice. The supplier creates the invoice with the transaction and party information needed for the document.
- Register it where e-invoicing applies. Submit the invoice details to the IRP and receive the IRN and QR code.
- Assess the movement separately. Apply the consignment, movement, threshold, exception and state/UT checks for the goods being transported.
- Generate the e-way bill if required. Use the applicable e-way bill workflow—together with IRN generation or later using the IRN—and provide valid transport and destination information.
- Check the resulting documents and details. Confirm that the registered invoice and any e-way bill correspond to the actual parties, destination and movement information before dispatch.
This sequencing keeps the legal questions separate while allowing information to flow between systems. A business that is required to e-invoice may have a transaction with no e-way bill requirement; conversely, a movement may require an e-way bill even when the supplier is not required to register that invoice through an IRP.

Technical integration details for IRP and e-way bill workflows
GSTN’s advisory dated 17 June 2026 addresses combined IRN and e-way bill generation, e-way bill generation using an IRN, bill-to/ship-to and combined transactions, and voluntary closure. These details are particularly relevant to ERP and API integrations; users of a portal interface should follow the current fields and validations shown in the official system.
Ship-to GSTIN and validation
For combined generation, when ship-to details are supplied and e-way bill generation is required, GSTN says the ship-to GSTIN is conditionally mandatory. Where no applicable GSTIN exists, “URP” may be entered where applicable. For the e-way-bill-by-IRN API, the GSTIN field under ExpShipDtls is mandatory.
GSTN identifies validation problems that can prevent processing: an invalid GSTIN, repeating the bill-to GSTIN as the ship-to GSTIN in a bill-to/ship-to case, and mismatches between state and PIN details. These checks make accurate party and destination data important before an integrated request is sent. If an API request fails, compare the submitted values with the transaction’s actual bill-to and ship-to arrangement and the current API field requirements rather than assuming the invoice itself is invalid.

Bill-to/ship-to and exports
For B2B and SEZ transactions, the advisory says ship-to details supplied during IRN generation generally cannot be replaced later when generating an e-way bill using that IRN. The advisory separately describes treatment for exports. An integrator should therefore establish the correct destination details at the appropriate invoice stage and consult GSTN’s current transaction-specific guidance before designing an exception workflow; the export treatment should not be inferred from the B2B/SEZ statement.

Voluntary closure and API changes
A separate GSTN advisory describes voluntary closure by e-way bill number or date, including a same-day or immediately succeeding-day closure window, and an API route. It states that API changes were proposed for production deployment by 15 June 2026. That date is the advisory’s stated target, not independent confirmation that deployment occurred. Check the live portal or current system documentation for actual availability and behavior before relying on the API changes in production.

CBIC Rule 138 sets central distance bands for e-way bill validity. The listed periods are:
| Distance | Validity under the stated central bands |
|---|---|
| Less than 100 km | One day |
| 100 km to less than 300 km | Three days |
| 300 km to less than 500 km | Five days |
| 500 km to less than 1,000 km | Ten days |
| 1,000 km or more | Fifteen days |
Rule 138 permits the Commissioner to extend validity by notification for specified goods. For a real consignment, check the current rule and the portal’s calculation rather than assuming a band alone settles the applicable validity.

If an e-way bill contains incorrect details, the E-Way Bill System FAQ says the entry cannot be edited. Its stated remedy is to cancel the bill and generate a corrected one. Under Rule 138, cancellation is permitted within 24 hours of generation if the goods are not transported or are not transported according to the furnished details; cancellation is not permitted after transit verification. Treat a wrong entry as a time-sensitive correction issue and use the current portal process.

Choosing a portal or integrated workflow
Whether a business handles the process through a portal or through ERP/API integration, the legal applicability checks remain. The useful comparison is how each workflow handles shared data and exceptions, not whether one tool can replace the GST rules.
| Decision area | What to verify in either workflow |
|---|---|
| Applicability | Can users assess turnover, taxpayer status, document and transaction type, goods, movement, consignment value, and state-specific requirements independently? |
| Data entry | Can invoice details support the IRN/e-way bill steps without losing or incorrectly substituting bill-to, ship-to, or transport information? |
| Exception handling | Does the process make it clear how to respond to validation errors, incorrect e-way bill details, cancellation, changed vehicle information, or delivery closure? |
| Currency and integration | For an API or ERP, how are GSTN field and validation changes maintained and communicated to users? GSTN’s 2026 advisory specifically asks system integrators to update systems for revised fields and validations. |
A portal-based workflow makes the user interact with the system directly; an integrated workflow can move invoice data between systems and reduce repeated entry. Neither approach removes the need to verify eligibility, exceptions, the actual movement details, or current validations. Integration can also make data-quality issues consequential across linked steps, so test the bill-to/ship-to and state/PIN cases that match the business’s transactions.
Common mistakes to avoid
- Assuming every e-invoice needs an e-way bill. First register the invoice if the e-invoice mandate applies; then assess the movement rules separately.
- Assuming an e-invoice replaces the e-way bill. Connected data flows do not merge their purposes or universal applicability.
- Treating ₹50,000 as an unconditional cutoff. Exceptions can require a bill below that amount, while state/UT rules can affect intra-state movements.
- Checking turnover without taxpayer and document applicability. The ₹5 crore threshold and preceding-financial-year test are not the only conditions to verify.
- Leaving transport or ship-to information until too late. These fields can be needed for the movement record and, in integrated flows, may be subject to GSTN validations.
- Trying to edit a generated e-way bill. The official FAQ says entries cannot be edited; cancellation and a corrected bill are the stated route, subject to the rule’s time and transit-verification limits.
- Assuming an advisory target date proves an API change is live. Confirm current portal or system behavior before depending on a proposed production deployment.
Which official rules should you check for a specific transaction?
For an actual invoice or consignment, use the current CBIC Rule 138 and applicable notifications for e-way bill requirements and exceptions, state/UT guidance for intra-state thresholds, and the Invoice Registration Portal’s mandate and enablement information for e-invoicing. For API implementations, use GSTN’s latest advisories and system documentation, particularly where ship-to data, exports, closure, or revised validations are involved. Applicability is fact-specific: the taxpayer, document, goods, value, route, and transaction structure can all affect the result.
The key decision is not “e-way bill or e-invoice?” but whether each applies: authenticate the invoice through an IRP when the e-invoice mandate covers it, and generate a movement document when the applicable e-way bill rules require one. The systems can share data, but their legal and operational tests remain distinct.
