The safest approach is to verify applicability and source documents before generation, complete Part B with the conveyance actually being used, monitor the current validity period, and act immediately when the vehicle, route, goods or delivery plan changes.
Central GST rules generally require an e-way bill when the consignment value exceeds ₹50,000, subject to exceptions, special goods and notifications. Once submitted, the bill generally cannot be edited. If the movement has not occurred as described, cancellation within the permitted 24-hour window and generation of a corrected bill may be possible; a bill already verified in transit cannot be cancelled.

When an e-way bill is required
Rule 138 of the Central Goods and Services Tax Rules covers movement connected with a supply, movement for reasons other than supply, and an inward movement from an unregistered person. The general central threshold is a consignment value exceeding ₹50,000. “Consignment value” should be assessed from the applicable tax document and the rules governing the particular movement, not from an informal estimate made at the loading point.
The threshold is only the starting point. Applicability can change because of the goods, the route, a state or central notification, and the reason for movement. Job-work consignments, handicrafts and specified exempt movements can have different treatment. Some movements may require an e-way bill below the general threshold, while others may be excluded or subject to special conditions.

Check these questions before opening the portal
- Is the movement a taxable supply, a return, a transfer, a job-work movement, a replacement, a branch movement, a sample, a repair movement or another non-supply movement?
- Does the value exceed ₹50,000 under the applicable rule, and is there a notification affecting this commodity or route?
- Is the supplier, recipient or transporter in a state with an additional instruction or a different operational requirement?
- Is the supporting document an invoice, bill of supply, delivery challan, bill of entry or another document permitted for this movement?
- Will the goods travel by road, rail, air, vessel, an over-dimensional cargo arrangement or a specified multimodal service?
Do not treat the portal accepting a number as proof that the movement is legally covered. The person arranging dispatch remains responsible for checking the transaction and the current rule and notification position.
Build Part A from the actual transaction document
Part A is the commercial and consignment description. A typographical error here can make the bill inconsistent with the goods or the parties even when the vehicle details are correct. Use the invoice, bill of supply, delivery challan or bill of entry as the source, and compare the completed draft with that document before submission.
| Part A item | What to verify | Common failure |
|---|---|---|
| Supplier and recipient | GSTIN, legal name where shown, address, place of dispatch and place of delivery | Using a branch GSTIN, billing address or old registration instead of the party and location involved in this movement |
| Movement type | Supply, export, import, job work, return, transfer or another permitted reason | Selecting “supply” for a return or using a delivery challan movement as though it were a sale |
| Document | Document type, exact number and date | Transposing digits, entering a quotation number, or using an invoice date that does not match the source document |
| Goods | Description, HSN or other classification required by the form, quantity and unit | Choosing a broad or unrelated classification, omitting lines, or entering a quantity in the wrong unit |
| Value and tax | Declared consignment value and applicable tax details from the document | Rounding the value differently, excluding a charge included in the document, or mixing values from multiple consignments without a valid document basis |
| Destination | Actual delivery location and state, including the ship-to arrangement where applicable | Sending the vehicle to a warehouse or customer location that is not reflected in the bill |
This is an internal control checklist, not a claim that the law prescribes a particular two-person review. In practice, a second check by the dispatch or transport desk is useful because the generator often has the invoice while the transporter has the route and vehicle information.

The driver or transporter should be able to produce the applicable invoice, bill of supply, delivery challan, bill of entry or other prescribed document together with the e-way bill information. A bill number without the underlying document does not cure a mismatch in description, value, consignor, consignee or destination.

Complete Part B with the conveyance that will actually move the goods
Part B identifies the conveyance. For road movement, it normally includes the vehicle number and the transport details required by the portal. The entry must describe the vehicle carrying the goods, not a vehicle that was planned earlier or a truck used only to create the record.
CBIC Circular 64/38/2018-GST explained the consequence in these words: “the non-furnishing of information in Part B of FORM GST EWB-01 amounts to the e-way bill becoming not a valid document for the movement of goods by road” subject to the circular’s stated limited-distance exception. The circular predates later amendments, so it should be read with the current Rule 138 and the live portal rules.
Vehicle-number controls
- Copy the registration number from the vehicle document or a controlled transport message; do not rely on a handwritten note.
- Check the state code, alphabetic series, digits and spacing. A single transposed digit can describe a different vehicle.
- Confirm that the vehicle entered is the conveyance carrying the consignment at the time of dispatch.
- Where a transporter is arranging the vehicle, obtain confirmation of the final registration number before the vehicle leaves.
- If the goods are transferred to another vehicle, update the movement through the applicable portal function before further transport, rather than leaving the original vehicle number in place.
Limited short-distance relief is not a general exemption
The rules contain a limited condition under which Part B may not be required for certain short movements from the consignor’s place to the transporter’s place. It is not permission to omit Part B for an ordinary interstate or longer road journey. If the facts do not clearly fit the exception, complete Part B before dispatch.

Use the amended Rule 138 validity table, not an older portal explanation. For the general category, validity is one day for a distance up to 200 kilometres and one additional day for every further 200 kilometres or part of that distance. The calculation is tied to the distance and the category of movement, not simply to the number of calendar dates visible on a printed copy.

| Movement category | Current rule position | Dispatch implication |
|---|---|---|
| General movement | One day up to 200 km, then one additional day for every further 200 km or part | Measure the planned route realistically and allow for the next 200-km block whenever the distance is not an exact multiple |
| Over-dimensional cargo and other specified categories | Separate intervals apply under Rule 138 | Confirm that the movement qualifies for the special category before using its validity treatment |
| Specified multimodal transport involving a vessel | Separate rule treatment applies | Use the category and transport data required by the current portal workflow |
An official GSTN FAQ still contains a one-day-per-100-km description. That entry is inconsistent with the amended central rule text. For a current calculation, follow the amended Rule 138 table and verify the live portal display rather than relying on the stale interval.
Calculate from the real route
Use the route the vehicle is expected to travel, including the delivery location, rather than a straight-line map distance or a convenient lower figure. If the planned destination changes, the original validity calculation may no longer cover the remaining movement. Record the route assumption used by the dispatch team so that a later extension request can explain the delay and remaining distance.
Can I edit an e-way bill after generating it?
No. The GSTN E-Way Bill System FAQ states: “If there is a mistake, incorrect or wrong entry in the e-way bill, then it cannot be edited or corrected.” There is no general edit-in-place facility for changing the invoice, parties, goods, value, destination or vehicle number after submission.

If the vehicle number is wrong
- Stop the dispatch if the goods have not left or if the incorrect bill has not been used for the movement.
- Check whether the bill is still eligible for cancellation. Where the goods are not transported, or are not transported as described, cancellation and regeneration may be possible within 24 hours of generation.
- Cancel the incorrect bill through the permitted portal process and generate a new bill using the correct transaction and conveyance data.
- Give the transporter and driver the corrected bill number and remove the cancelled copy from the dispatch packet.
- If the goods have already moved, or an officer has verified the bill in transit, do not attempt to cancel it as though the movement had not occurred. Preserve the records and obtain compliance advice on the proper response.
A transporter may be able to update conveyance information for an actual vehicle change through the relevant “update vehicle” or equivalent function. That is not the same as editing Part A or silently replacing a vehicle that was never used. The current portal permissions and the facts of the transfer control what can be done.

What to do when the transport plan changes
Vehicle change or trans-shipment
Breakdowns, route restrictions and trans-shipment are common operational events. Before the goods continue, reconcile the new conveyance with the bill using the facility available to the person responsible for the movement. Make sure the new vehicle is carrying the same goods and documents and that the current transporter is using the correct bill number.
Destination, consignor or goods change
A change to the delivery party, delivery address, document, description, quantity or value is not a routine vehicle update. If the original bill no longer describes the movement, stop and determine whether the transaction itself must be replaced or re-documented. A fresh bill may be required, and the original may not be cancellable once the 24-hour limit has passed or transit verification has occurred.
Delay before expiry
Do not wait until the truck is stopped at a checkpoint. The transporter should monitor the remaining validity, location, distance left and cause of delay. If the portal offers an extension for the particular movement, prepare the required data while the bill is still within the permitted window.
How extension works and why it is not automatic
Current API documentation describes an extension window beginning eight hours before expiry and continuing for eight hours after expiry. In the ordinary case, the current transporter must submit the request with the reason, current location, remaining distance and updated conveyance or transport-document information. The documented API version also lists a restriction on extending beyond 360 days from generation.

These are portal guidance conditions, not a guarantee that every bill qualifies. Portal validations and fields can change. Check the live extension workflow and confirm that the request is accepted before moving on an expired or nearly expired bill. An extension should explain a genuine operational delay and update the authorities’ view of where the goods are and how far they still have to travel.
Extension preparation checklist
- Bill number and current validity timestamp
- Current transporter credentials and authority to file the request
- Reason code and a concise explanation of the delay
- Actual current location, not the planned location
- Remaining distance to the delivery point
- Current vehicle or transport-document details
- Evidence supporting the delay, such as a breakdown, route closure, weather event or detention record
An expired bill does not itself authorise continued movement. If the extension is unavailable or rejected, hold the goods where lawful, contact the responsible tax and transport personnel, and document the steps taken rather than continuing without a valid movement record.
Can goods be detained for an e-way bill mistake?
Yes. Section 129 applies when goods are transported or stored in transit in contravention of the Act or rules. It makes the goods and the conveyance liable to detention or seizure. A missing Part B entry, a document that does not describe the goods, an expired bill or a vehicle and route that cannot be reconciled can all become relevant facts.
Detention is not the same as an automatic, identical fine for every clerical mistake. The statutory process includes a notice and an opportunity to be heard before the tax and penalty consequences are determined. The amount and conditions for release depend on the current law, the nature of the contravention, the owner’s position and the facts found by the proper officer.
What to do at interception
- Ask for and preserve the notice, inspection record and details of the alleged discrepancy.
- Provide the invoice or other movement document, e-way bill, transporter records and evidence of the actual vehicle and route.
- Explain a genuine typographical or operational error accurately; do not alter records or create a backdated document.
- Use the statutory opportunity to submit a written response and supporting evidence.
- Obtain professional GST advice before agreeing to release terms or making a payment, especially where the goods, vehicle or ownership are disputed.
CBIC Circular 64/38/2018-GST is useful background on carrying prescribed documents and the significance of Part B, but it is not a substitute for the current consolidated Act, rules, notifications and case-specific order.
A dispatch-to-delivery control workflow
- Classify the movement. Identify the supply or non-supply reason, the parties, the route, the goods category and any notification or state instruction.
- Confirm the threshold and exception. Apply the ₹50,000 general central threshold and check whether the particular movement is exempt, specially covered or subject to a different requirement.
- Collect source documents. Keep the invoice, bill of supply, delivery challan, bill of entry or other applicable record with the transaction owner and transporter.
- Prepare Part A. Enter the exact GSTINs, addresses, document details, goods, classification, quantity, value, tax and destination from the source document.
- Run a second-person or system check. Compare the draft with the source document and the purchase or sales order; resolve any mismatch before generation.
- Confirm the conveyance. Obtain the final vehicle or transport details from the transporter and complete required Part B fields.
- Generate and distribute. Give the bill number or copy to the driver, transporter, consignor and consignee, and retain an audit copy.
- Reconcile at loading. Check that the goods, packages, document and vehicle match the bill before the vehicle departs.
- Monitor transit. Track vehicle changes, route deviations, delays, validity and any transfer between conveyances.
- Act on exceptions. Use the permitted update or extension process, or stop and regenerate where cancellation is legally available; never assume the submitted bill can be edited.
- Close the movement. Retain delivery evidence, transporter messages, extension records, cancellation details and any interception notice with the transaction file.
Common mistakes and the appropriate response
| Situation | Risk | Immediate response |
|---|---|---|
| Invoice number or date entered incorrectly before dispatch | Part A does not match the source document | If eligible, cancel within 24 hours and generate a corrected bill; do not edit the submitted bill |
| Wrong vehicle number discovered before loading | Part B does not identify the conveyance carrying the goods | Stop dispatch, use the permitted cancellation/regeneration route or update function, and issue the corrected number |
| Vehicle breaks down and goods move to another truck | Original conveyance no longer matches the live movement | Update conveyance details through the applicable portal process before further movement and retain breakdown evidence |
| Part B omitted for a normal road journey | The e-way bill may be invalid, outside the limited short-distance exception | Complete the required information before movement; if already intercepted, respond through the statutory process |
| Destination changes after loading | The bill may no longer describe the consignment or delivery | Stop and determine the correct transaction document and whether a new bill is required; do not overwrite the original |
| Bill expires during a delay | Continued movement may be treated as unauthorised | Check eligibility and submit an extension in the live portal window; if unavailable, hold and seek compliance direction |
| Bill already verified by an officer | Cancellation is no longer available under the FAQ guidance | Preserve records and use the notice-and-hearing process; do not create a false cancellation trail |
Portal and rule changes to watch
Portal labels, validations and API fields are operational controls that can change without changing the underlying commercial facts. A GSTN announcement dated 30 July 2026 said certain planned closure and mandatory ship-to GSTIN changes were put on hold. That announcement does not remove the need to verify the current screen immediately before generation. Recheck the live portal and the latest consolidated statutory text when a new field, validation or error message appears.
For a route, commodity or state-specific movement, confirm the applicable notification rather than relying on a generic checklist. The central rule, the portal workflow and a state instruction may each address a different part of the same dispatch.
