Yes. During the DHS funding lapse that began in February 2026, many TSA employees continued working while their pay was delayed. TSA senior official Ha Nguyen McNeill told Congress that around 95% of TSA employees were deemed essential and had to keep working without pay in that shutdown context. That does not establish that TSA employees are missing paychecks today: the documented lapse ended April 30, 2026, and the available sources do not confirm an October 2026 payroll interruption.
What happened to TSA workers’ pay during the 2026 lapse?
DHS guidance distinguishes employees who are furloughed from those who are excepted during a funding lapse. Furloughed employees generally do not perform their regular duties; excepted employees continue required work. DHS says neither group receives payment during the lapse for scheduled furlough hours or hours actually worked by excepted employees. The guidance says payment comes after the lapse ends. DHS’s lapse-in-appropriations guidance describes the general distinction.
McNeill’s February 11, 2026 testimony put the share of TSA employees deemed essential at around 95%. That was a statement about the 2026 shutdown context—not a current staffing count or a rule that every individual employee had to report.
What changed during the shutdown?
March 27: a conditional directive on compensation
On March 27, President Donald J. Trump directed the Department of Homeland Security, in coordination with the Office of Management and Budget, to use funds with a reasonable and logical connection to TSA operations for compensation and benefits that would have accrued during the lapse. The White House memorandum described more than 60,000 TSA employees, including approximately 50,000 transportation security officers, as unpaid at that time. Those are figures stated by the White House in the March 27 memorandum, not a current headcount.

The directive was subject to applicable law and the availability of appropriations. The memorandum also says it creates no enforceable right or benefit. It therefore should not be read as proof that every employee received a deposit on a particular date or that payment timing was guaranteed. Read the March 27 White House memorandum.
April 30: DHS funding restored for FY2026
The documented DHS shutdown ended on April 30, 2026, when the President signed funding legislation for DHS operations for the rest of FY2026, with exceptions for immigration enforcement operations at two agencies. Representative Ed Case’s announcement said paychecks for airport employees would restart. That announcement does not establish the date each individual worker was paid. Does that mean TSA agents are missing paychecks today?
Not on the evidence available here. The cited shutdown ended April 30, and the stated FY2026 funding period ran through September 30, 2026. The cited sources do not establish whether a new funding lapse or payroll disruption began after that date, so they cannot confirm that TSA employees are missing paychecks on October 8, 2026. The Government Publishing Office’s record for the Consolidated Appropriations Act, 2026 identifies the FY2026 law and its funding period.

In any funding lapse, the practical answer depends on the employee’s status and any later funding action. “Essential” or “excepted” work does not mean an employee is paid on the usual payday while appropriations are unavailable. Agency guidance and subsequent law or executive action determine what work continues and when compensation can be provided.
