Is there an annual property tax in Dubai?
The DLD sale-registration charge is a transaction fee, not an annual property tax. The official sources cited here establish the listed registration fees and certain VAT rules, but do not settle every recurring municipal or community charge. Check the current costs for the specific property, development and ownership arrangement rather than assuming that the transaction fee is the only cost after purchase.
What DLD fees apply when you buy?
DLD’s Property Sale Registration service lists a fee of 2% of the sale value for the seller and 2% for the buyer. The page also lists the following charges:
- AED 250 for issuing a title deed certificate.
- AED 225 for a unified map under Dubai Municipality, AED 100 for a land map outside Municipality jurisdiction, or AED 250 for a villa or apartment map, as applicable.
- AED 10 each for knowledge and innovation charges.
- A service-partner charge of AED 4,000 plus VAT when the sale value is AED 500,000 or more, or AED 2,000 plus VAT when it is below AED 500,000.
These are the amounts listed on that DLD service page. Its schedule should not be assumed to describe every possible transfer route or item on a transaction bill. DLD’s FAQ separately says registration at a Real Estate Registration Trustee office costs AED 4,000 in addition to the required service fee. Ask for an itemized bill for the channel and transaction you will use, and confirm which charges apply and who is responsible for each one. See the DLD FAQ.

How does a mortgage change the fees?
A mortgage adds a DLD registration charge based on the mortgage amount, separate from the sale-registration fee. For the initial-mortgage service it covers, DLD lists a charge of 0.25% of the mortgage value. Its provisional sale registration with initial mortgage page also lists sale-related charges and deed, map, knowledge and innovation charges; the service description is specific to that procedure, so do not assume every detail applies to all mortgage transfers.
The DLD mortgage charge is not the same as lender costs. Arrangement, valuation, insurance and other bank charges are set by the lender, not by the DLD fee schedule. Request the lender’s written breakdown and compare it with the DLD transaction estimate before committing.

When does VAT apply to Dubai property?
VAT treatment depends on whether the property is residential or commercial and, for residential property, whether the transaction is the qualifying first supply of a new property. The Federal Tax Authority (FTA) says commercial property supplies are generally subject to the standard 5% rate. Residential supplies are generally exempt, while a qualifying first sale or lease of a new residential property within three years of completion is zero-rated. The FTA explains the distinction in its VAT real-estate guidance and VAT FAQ.

Zero-rated and exempt are different VAT treatments; neither should be used as a shortcut for saying every residential transaction is “VAT-free.” In particular, an ordinary resale should not be assumed to qualify for zero-rating. Confirm the property’s classification, completion date and supply history for the transaction in question.

Yes. The FTA treats charges for upkeep and operation of communal areas as payment for services, which is subject to standard-rate VAT. That treatment is separate from the VAT classification of the dwelling itself. It does not establish what a particular building charges: request the applicable service-charge schedule and clarify whether quoted amounts include VAT. The FTA addresses communal-area charges in its real-estate guidance.

How to build a realistic purchase budget
- Start with the DLD sale-registration estimate. Use the sale value, identify the applicable map and service route, and confirm the listed charges against an itemized transaction bill.
- Add mortgage registration if borrowing. Apply the DLD’s listed 0.25% to the mortgage value for the initial-mortgage service it covers, then add the lender’s separately quoted charges.
- Establish the VAT classification. Confirm whether the property is residential or commercial; for a new residential property, establish whether the transaction is the qualifying first supply within three years of completion.
- Collect property- and contract-specific quotes. Confirm broker terms, conveyancing costs, municipal charges and community fees directly with the relevant provider or property documents.
- Keep one-time and recurring costs separate. A completion estimate does not by itself show the costs of owning the property over time; verify recurring charges and payment schedules for the specific home.
