Draft MAHA Strategy Report Showed No New Pesticide Restrictions

The August 6, 2025 MAHA strategy draft proposed no new pesticide restrictions. It described existing pesticide review procedures as “robust” and discussed research into pesticide-reduction technologies and cumulative chemical exposure. That draft was pre-decisional and not verified by the White House; the final strategy, released September 9, 2025, used different language on reducing pesticide use.

What did the draft say about pesticides?

The August 6 document reviewed by The New York Times and described by Successful Farming/Farmdoc was labeled “pre-decisional.” The White House did not verify it when asked, and said drafts go through revisions before finalization. According to the report’s account, the draft proposed no new pesticide restrictions. Instead, it called for environmental regulators to work with food and agricultural stakeholders to build public awareness and confidence in existing pesticide review procedures, which it characterized as robust. The draft also discussed federal research into technologies that could help farmers reduce pesticide use, along with research into the health effects of cumulative chemical exposure. The coverage said the draft did not specify how the proposed work would be funded.

How did the final MAHA strategy differ?

The White House released the final Make Our Children Healthy Again Strategy Report on September 9, 2025. It is a separate, official document—not confirmation that every provision in the earlier draft became policy. Read the final strategy report.

Civil Eats reported that the final strategy retained language about making innovative growing solutions available, building public awareness and confidence in EPA pesticide review, and prioritizing EPA and USDA research and programs supporting precision agriculture. But it changed a key phrase: the draft’s direction to research techniques to “further reduce pesticide usage” became language about “further optimize crop applications.” The final report also retained discussion of precision technology’s potential to decrease pesticide volumes, improve the soil microbiome, and provide financial benefits to growers. What else did the final report say about chemical exposure?

The final strategy called for agencies to develop a research and evaluation framework for cumulative exposure across chemical classes. It also called for CDC to update recommendations on fluoride and PFAS in water using data and scientific review from EPA and NIH. Why did advocates criticize the pesticide language?

Some pesticide-policy advocates objected that asking agencies and agricultural stakeholders to build public confidence in pesticide review could amount to public relations rather than regulatory change. Lori Ann Burd, environmental health director at the Center for Biological Diversity, called the proposed coordination “frankly insulting,” arguing that confidence-building would not fix what she views as flaws in the pesticide regulatory process. Civil Eats also reported concern among MAHA supporters that the report did not name pesticides such as glyphosate and atrazine. Their concern reflects the report’s specificity; it does not establish a safety conclusion about either chemical.

What is not established about follow-through?

The cited reporting describes what the draft and final strategy said, but it does not establish how far agencies have implemented each recommendation or what final budget was assigned specifically to pesticide-related research and precision agriculture. The draft coverage expressly said it did not specify proposed funding amounts. The text therefore supports a conclusion about the strategy’s language, not a claim that particular programs have been funded or completed.
