The available California regulator pages explain how psychologist licenses work, but they do not establish Phil McGraw’s current license status or document his academic degrees. An earned doctorate and an active professional license are different things: the degree is an academic credential, while a license is authorization to perform regulated work in a particular jurisdiction and profession.
What can be confirmed about Dr. Phil’s license?
The California Board of Psychology’s general guidance does not establish whether McGraw currently holds an active, inactive, retired, or other status. A claim about his present status needs to be checked against his individual record, including the effective date shown there. The Board says its BreEZe search reflects primary-source licensing information, while warning that posting delays or human or mechanical errors can occur. - Open the California Board of Psychology’s License Verification page and follow its link to the BreEZe search.
- Search for the individual record and confirm that the name and profession match.
- Read the status and its effective date. If the record links to public disciplinary documents, review those documents before making a claim about discipline.
Do not treat an old biography or an unsourced summary as proof of a current status. Nor should the terms “inactive,” “retired,” “expired,” “surrendered,” and “revoked” be used as if they meant the same thing.
What do inactive and retired mean in California?
The Board distinguishes inactive from retired status. These are general California psychologist-license categories; the definitions do not show which, if any, applies to McGraw.

Does a doctorate prove someone is licensed to practice psychology?
No. A doctoral degree is an academic credential; it does not by itself establish current authorization to practice psychology in California. The Board’s published psychologist-licensure requirements include a qualifying doctoral degree, supervised professional experience, required coursework, and examinations.
California’s stated supervised-experience requirement is 3,000 hours, including 1,500 postdoctoral hours. Those are regulatory requirements, not facts about McGraw’s training or a statistic about psychologists generally. The Board describes the requirements in its Licensure as a Psychologist FAQ.

Are psychology and medical licenses the same?
No. Psychologist and physician licenses are issued under separate regulatory regimes. The Medical Board of California says a physician with an inactive physician license may not practice medicine in California. That rule applies to physician licensure; it does not determine a person’s psychologist-license status or establish that the person has a medical degree. A license record and an academic record answer different questions. The California Board of Psychology says its certified verification provides the licensee’s current status and the effective date of that status, but does not include periods of non-practicing status or the licensee’s school and degree information. Its Certified Verification of Licensure page explains what that record contains. To substantiate a named person’s education, use an authoritative source that documents the degree itself; the cited Board pages do not document McGraw’s schools, degrees, or graduation dates.
