Dr. Kabir Ahmed Sidhu assumed charge as Chairman of Pakistan’s Securities and Exchange Commission (SECP) on January 28, 2026. SECP says the federal cabinet accepted his resignation as Chairman of the Competition Commission of Pakistan (CCP) the previous day. His appointment was reported earlier as taking effect following a Finance Division notification, but the formal assumption-of-charge date given by SECP is January 28.

What the SECP chairman oversees

SECP is Pakistan’s apex regulator for capital markets, the corporate sector, insurance, non-banking financial companies (NBFCs), and private pensions, according to its official overview. The commission is a collegiate body with collective responsibility. Its Chairman is also its chief executive, with operational and executive authority vested in that office, as described on the Commission page.

Who is Kabir Ahmed Sidhu?

SECP’s official biography describes Sidhu as a legal, regulatory, and policy professional with more than 20 years of experience in Pakistan and the United Kingdom. His qualifications include a law degree, an LLM in Banking, Insurance and International Business Law, and a PhD from the University of Manchester. SECP says his doctoral research covered investor protection, market abuse, and stock-exchange regulation. The biography also lists a postgraduate diploma in Civil Litigation and professional certifications from the London Institute of Banking and Finance.

His previous roles included senior legal and compliance work in insurance, financial institutions, law firms, and government ministries, as well as a Senior Legal Consultant post at Pakistan’s Ministry of Law and Justice. Before joining SECP, he chaired CCP. The competition regulator says he took charge there following a federal notification dated August 8, 2023; it also records that the government appointed four CCP members on July 17, 2023, before Sidhu was subsequently nominated as chairman. The supplied headline spells his first name “Kabeer,” while SECP and CCP use “Kabir.” This article follows the spelling used by the official institutions.

What priorities did he announce for SECP?

In its January 28, 2026 announcement, SECP framed Sidhu’s appointment and agenda as aligned with the Prime Minister’s Economic Governance Reforms. The stated vision was for a fair, transparent, and inclusive financial market that channels savings into investment and supports innovation and sustainable growth. These are announced priorities, not evidence that reforms have been completed.

Simpler rules and digital regulation

The announcement set out plans to simplify regulations and procedures, reduce the cost of doing business, and accelerate digital transformation across corporate and financial regulation. SECP attributed this statement to Sidhu: “He emphasized that SECP will prioritize reducing the cost of doing business by simplifying regulations, streamlining procedures, and accelerating digital transformation across the corporate and financial regulatory framework.”

More participation and a broader range of market products

SECP said the agenda included broadening the investor base, encouraging new listings, and enabling a wider range of financial products. The examples named were derivatives, real estate investment trusts (REITs), green bonds, and fractional investment options. Their inclusion describes potential areas of market development; it is not a recommendation to buy any of these products.

NBFC growth and access to finance

The announced NBFC priorities included developing leasing, digital lending, mortgage and housing finance, and peer-to-peer platforms, with attention to small and medium-sized enterprises (SMEs), first-time borrowers, and underserved groups. The release presents these as areas for sector development, rather than reporting completed changes or results.

Insurance and digital services

SECP also named digital micro-insurance, Takaful, and parametric climate insurance among its aims for increasing insurance penetration. The agenda called for greater transparency in policy offerings and claims.

LEAP and smarter compliance

The announcement described continued digital transformation through SECP’s LEAP project, with digitized licensing and a smart compliance system as goals. It did not establish that either goal had been delivered by the time of the announcement.

What is known about progress?

A June 2026 SECP release later described Sidhu presenting a reform agenda on his first official visit to the Pakistan Stock Exchange, focusing on expanding the investor base, financial literacy, and capital-market development. The available official statements document priorities and later agenda-setting; they do not provide measured results attributable to those plans.
