The official records available do not confirm that the Department of Posts (DoP) held its two-day “One State One GST” workshop in Srinagar. The National Communications Academy–Finance (NCA-F) announced a two-day programme for DoP officers, but its notice gives the academy’s address in Ghitorni, Gurugram—not the workshop venue. A separate Ministry of Communications release reports a DoP workshop in Ahmedabad on 15 May 2026. The records should not be treated as evidence of a Srinagar event.
What the official notice confirms
NCA-F describes a two-day workshop on implementing “One State One GST” (OSOG) for Department of Posts officers. The academy says the training is intended to equip officers for the new GST framework. Its page was last updated on 17 June 2026, but the notice, as described in the available official material, does not establish that the workshop took place in Srinagar or specify a Srinagar venue. What “One State One GST” means for the Department of Posts
The framework described by the Ministry of Communications is a move away from separate GST and GST-TDS registrations for each Drawing and Disbursing Officer (DDO). Under the arrangement being implemented, the Department of Posts is to have one integrated GST registration in each state. The Ministry’s release also says the Department obtained a centralized single PAN linked with the respective GST registrations. These are administrative changes to how the department registers and manages GST obligations; they do not mean that India has one GST registration nationwide for the Department.
The Ministry presented improved use of Input Tax Credit and more centralized tax payment and compliance procedures as expected benefits. Those are stated aims, not reported measurements of savings or improved compliance. Postmaster General Krishna Kumar Yadav said, “One State, One GST” will bring simplicity, uniformity and efficiency in the functioning of the Department of Posts. What officers are expected to learn
The NCA-F notice lists both GST processes and internal departmental responsibilities. The curriculum includes:
- GST registration reforms and migration to new GSTINs (GST identification numbers).
- Return filing and compliance requirements.
- Input Tax Credit (ITC), which concerns credit for eligible GST paid on inputs, and the Reverse Charge Mechanism (RCM), under which the recipient is liable to pay tax in specified cases.
- GST-TDS, or tax deduction at source under GST, along with reconciliation and record maintenance.
- Revised responsibilities for Circle Offices, Pay and Accounts Offices (PAOs), and DDOs.
- Use of the department’s Taxation Module and Query Management System.
The notice also identifies implementation challenges, audit observations and practices intended to support GST administration and compliance. It is a description of the training and its subjects; it does not report that the workshop produced measured changes in compliance or financial outcomes.

Was the workshop held in Srinagar?
The official material cited here does not verify the Srinagar location in the headline. NCA-F’s Gurugram address identifies the academy, not necessarily the place where its workshop was held; the notice details available here do not name a workshop venue. The Ahmedabad release describes another event, dated 15 May 2026. Without a Srinagar-specific official notice or report, it would be inaccurate to identify either record as proof of a Srinagar workshop.
No named attendance figure, quantified savings, error-rate reduction or other measured workshop outcome is reported in these two official records.
