The Department of Labor and Employment’s Bureau of Working Conditions (DOLE-BWC) Handbook on Workers’ Statutory Monetary Benefits, 2024 Edition is a free English reference to Philippine labor benefits. It covers subjects such as minimum wage, holiday and overtime pay, leave, 13th-month pay, separation and retirement pay, and statutory social-insurance programs. It is a guide to the rules—not a substitute for the laws, implementing rules, or newer agency issuances that control a particular claim or payroll decision.
What the handbook covers—and what it does not
The 2024 handbook is an 81-page reference intended to explain statutory monetary benefits and related programs for workers in the Philippines. Its subjects span day-to-day compensation, leave, employment separation, and social insurance. It can help a worker identify which rules to investigate or help an employer locate the relevant compliance topic.

The handbook is not itself the law. A summary cannot settle every worker’s eligibility, and the handbook’s publication date matters: rules or figures may be changed by later legislation, agency issuances, or regional wage orders. Use the handbook to orient yourself, then confirm the rule and any current amount through the governing law and the responsible agency.

Check whether the rule applies before calculating a benefit
Not every listed benefit applies identically to every worker. Eligibility and the method of calculation can depend on the benefit involved, the employee’s actual duties, the kind of employer and establishment, and other facts. Some small retail and service establishments and certain worker categories may be subject to exceptions or exclusions. Those exceptions are benefit-specific; an exception applicable to one entitlement should not be assumed to remove another.
For an individual question, gather the facts that can change the answer:
- Work and supervision: record the employee’s actual duties, level of responsibility, and degree of supervision. A job title alone may not determine how a worker is classified.
- Employer and establishment: identify whether the employer is private or governmental, the establishment’s type and size, and any other circumstance relevant to the benefit’s coverage rule.
- Location and schedule: note the work location, applicable regional wage order, workdays, rest day, hours worked, and the way the day in question is classified.
- Service and pay records: collect the employment dates, payroll records, wage basis, and the details needed for the specific calculation.
- Better terms: review the employment contract, company policy, or collective agreement. A worker may have a more favorable benefit than the statutory minimum.
Then identify the chapter and governing rule for the specific benefit. If classification or coverage is disputed, doing the arithmetic first will not resolve that underlying issue.

Benefits and programs addressed in the handbook
The following map shows the handbook’s subject areas. It is a list of topics, not a promise that every worker qualifies for every item or that every item is paid directly by an employer.

| Topic | What to establish for a worker-specific answer |
|---|---|
| Minimum wage | Work region, worker category, applicable wage order, and its effective rate. |
| Holiday and premium pay | Whether the worker is covered, how the day is classified, and the hours worked. |
| Overtime and night-shift differential | Coverage, the relevant hours and schedule, and the applicable calculation rules. |
| Service charges | Whether the establishment and worker fall within the applicable rules. |
| Service incentive leave and statutory family or special leaves | The particular leave entitlement, eligibility conditions, and any applicable exception. |
| 13th-month pay | Basic salary earned during the calendar year and the rules defining what counts as basic salary. |
| Separation and retirement pay | The reason and circumstances of separation, service period, and applicable legal or contractual rule. |
| Employee’s Compensation, PhilHealth, SSS, and Pag-IBIG | Membership or coverage, the agency’s current rules, and the applicable contribution or benefit schedule. |
The handbook’s broad scope is useful for finding the right subject, but each row has its own coverage requirements. Do not transfer a test, exception, or formula from one benefit to another without checking that benefit’s rule.
Find the current regional minimum wage
The 2024 handbook does not provide one universal peso amount for minimum wage. Rates depend on the relevant regional wage order and worker category, and regional orders can change after a handbook is published. A national headline figure may therefore be irrelevant to a worker in a particular locality or category.
- Determine the region where the employee works and the worker category used by the applicable wage order.
- Look up the current regional order and its effective date through the National Wages and Productivity Commission (NWPC) or the relevant Regional Tripartite Wages and Productivity Board.
- Check the order’s coverage, classifications, and any conditions before comparing the rate with the employee’s pay.
- For a payroll decision, verify that no later order has taken effect and retain the order or official rate information used for the calculation.
Use a current regional source for the amount; use the handbook as a guide to the topic and the kinds of rules to check.

The handbook summary gives two conditional examples for a covered employee who works the first eight hours: 200% of the daily wage for work on a regular holiday, and 260% when that regular holiday also falls on the employee’s rest day. These figures are not a universal multiplier for any day off or any employee.
Rank #3
Before applying either example, verify that the employee is covered by the applicable holiday-pay rule, that the date is classified as a regular holiday, that it is also the employee’s scheduled rest day when using the second example, and that the hours being calculated are within the first eight. A different classification or hours worked can lead to a different rule. The stated examples alone do not establish a complete calculation for every shift or circumstance.
Keep the calendar or schedule, time records, wage basis, and applicable holiday classification together. If any of those inputs is uncertain, resolve it before multiplying a wage figure.
How to compute 13th-month pay
The general formula stated in the handbook summary is:
Total basic salary earned during the calendar year ÷ 12
Rank #4
The 13th-month pay is payable by December 24. The key input is not simply every amount shown on a payslip: the definition of basic salary and the rules for including or excluding particular pay items matter. A worker-specific answer therefore requires the full applicable rule and payroll facts.
Illustrative arithmetic
If the total qualifying basic salary earned in the calendar year were PHP 240,000, the arithmetic under the stated formula would be PHP 240,000 ÷ 12 = PHP 20,000. This illustrates only the division; it does not determine which individual pay items count toward the qualifying total.
Records to assemble
- Payroll records for the calendar year, including the basic-salary amounts used in each pay period.
- A record of any periods when the salary earned differed, so the annual total reflects what was actually earned.
- The applicable rule on what is included in or excluded from basic salary.
- The employer’s payment record, to compare the resulting amount with what was paid by the deadline.
Do not substitute total annual compensation for the formula’s basic-salary base unless the governing rule supports including the item in question.
Use current figures for SSS and PhilHealth
Some figures relevant to social-insurance contributions have changed since the handbook’s 2024 edition. These dates and amounts should be treated as dated agency information, not as timeless contents of the handbook.

| Program and figure | Date and qualification | Practical use |
|---|---|---|
| SSS contribution rate: 15%; minimum Monthly Salary Credit: PHP 5,000; maximum Monthly Salary Credit: PHP 35,000. | Social Security System figures effective January 2025, described as the final tranche of scheduled increases under RA 11199. | Check the current SSS contribution table and applicable salary credit before calculating a live payroll deduction or contribution. |
| PhilHealth premium rate: 5%; employed members share the premium equally between employee and employer. | For 2026, reported by the Philippine Information Agency. The report gives PHP 500 per month at PHP 10,000 income and PHP 5,000 per month at PHP 100,000 and above. | Confirm the current PhilHealth instructions and contribution basis before using the reported rate or examples for payroll. |
The PhilHealth amounts are reported examples at the stated income levels, not a replacement for checking the current contribution rules for a particular member. Likewise, the SSS rate and salary-credit bounds do not by themselves provide every detail needed to calculate an individual contribution. Use the agencies’ current tables and instructions for payroll decisions.
A reliable way to resolve a benefits question
- Name the benefit. Distinguish, for example, a minimum-wage issue from a holiday-pay or leave question; different rules may govern each.
- Establish coverage. Check the worker’s actual classification and the employer or establishment circumstances relevant to that benefit.
- Collect the required facts. Depending on the issue, this can include region, wage order, schedule, hours, service period, payroll details, and contractual or collective terms.
- Find the controlling, current rule. Use the applicable law and implementing rule or official agency issuance. For regional wage amounts, check the current wage order rather than relying on a general figure in a 2024 publication.
- Calculate only after confirming the inputs. Keep the records and state which wage base, day classification, period, and rule you used.
- Seek case-specific help if facts are contested. A general handbook cannot decide a classification dispute or resolve an individual claim from incomplete records.
This sequence avoids a common mistake: treating a formula as proof of entitlement. First determine whether the rule applies; then establish its inputs; only then calculate the amount.
How to read the handbook alongside later information
Use the 2024 edition for its broad explanation of benefit topics, but distinguish an explanatory reference from the legal authority and from current figures. When sources appear different, compare their authority, publication date, jurisdiction, worker category, and the particular benefit addressed. A later official issuance may change a number without changing the handbook’s value as an introduction to the subject.
