Sometimes—but a scam report does not guarantee a PayPal refund. The right process depends on whether you did not authorize a payment, never received an order, or received an item significantly different from its description. PayPal’s US Purchase Protection may reimburse eligible purchases after review; other cases follow separate procedures. These rules are for US accounts. If you are elsewhere, check the terms for your country.
Which PayPal process fits what happened?
Start by checking the transaction in your account. A payment you did not make is different from a purchase you authorized that went wrong, and each has a distinct reporting route.

For the first three purchase problems, Purchase Protection is not automatic: PayPal assesses eligibility, the evidence, and the circumstances. Its US terms say an eligible claim may cover the purchase price and original shipping.
How to report the problem
- Sign in to PayPal and open the Resolution Center.
- Select Report a Problem, choose the transaction, and select the reason that matches the facts: unauthorized activity or an issue with your purchase.
- For a purchase dispute, contact the seller through the dispute process and provide the information PayPal requests by its deadline. Keep relevant order, delivery, and seller communications.
- If you and the seller do not resolve the dispute, escalate it to a claim before it closes. Follow the prompts shown in your account, since the interface can change.
A purchase dispute can close automatically after 20 days if it is not escalated to a claim. PayPal says it often requires at least seven days after payment before escalation is available. Do not wait until the last day to review the dispute status.

What can affect a purchase-protection claim?
For a US claim, PayPal’s terms require, among other things, an account in good standing, an eligible item bought through PayPal, an attempt to contact the seller, timely filing in the dispute process, and timely replies to PayPal’s requests for information. PayPal may require you to return an item. Return shipping is not covered under the terms.
Some transactions and items are excluded. Examples in the US terms include Friends and Family payments, motor vehicles, real estate, industrial machinery, prepaid cards, and items intended for resale. This is not a complete list; check the current US Purchase Protection terms for all exclusions and exceptions.
For an Item Not Received claim, PayPal may decide for the seller if the seller provides proof of delivery. In-person collection is generally excluded for this type of claim, subject to stated QR-code exceptions.

If a credit or debit card funded the PayPal payment, your card issuer may offer a separate dispute route. PayPal notes that applicable card chargeback rights can be broader for some unsatisfactory-purchase cases. The issuer has its own requirements and deadlines, so check its instructions before deciding how to proceed; do not assume the two providers use the same process or timetable.
