Canada’s 25% counter-tariff on covered U.S.-origin vehicles took effect on April 9, 2025, and Canada’s current tariff-response page says the auto tariffs remain in place. But the 25% does not necessarily apply to the full price or value of every vehicle: for a vehicle that qualifies under CUSMA, the tariff applies to its non-Canadian and non-Mexican content; for a non-CUSMA-compliant vehicle, it applies to the full value.
What Canada’s 25% vehicle tariff covers
The Canadian measure responds to U.S. tariffs on Canadian automobiles that took effect on April 3, 2025. Canada’s counter-tariff began six days later and covers passenger vehicles and certain trucks originating in the United States under the applicable origin rules. The rules concern the vehicle’s customs classification and origin—not simply the brand name or the place where a consumer believes it was assembled. How CUSMA status changes the tariff base
- Non-CUSMA-compliant covered vehicle: the 25% tariff applies to the vehicle’s full value.
- CUSMA-compliant covered vehicle: the tariff applies to its non-Canadian and non-Mexican content, rather than automatically to the full vehicle value.
CUSMA is the Canada-United States-Mexico Agreement. A vehicle’s qualification and the value of its covered content are matters of customs origin and documentation; the consumer-facing description “U.S.-made” by itself does not establish the calculation.
How to assess a particular vehicle or shipment
A general article cannot determine an importer’s liability. For a specific shipment, the relevant facts include its tariff classification, origin under the applicable rules, CUSMA qualification, content valuation, and any applicable remission or exception.

- Identify the vehicle’s customs classification and confirm that it is within the covered passenger-vehicle or truck categories.
- Establish its origin under Canada’s applicable customs rules; do not rely on brand or assembly location alone.
- Determine whether it qualifies under CUSMA and, if it does, document the non-Canadian and non-Mexican content used in the calculation.
- Check the applicable order, tariff schedule, customs guidance, and transaction-specific evidence for remission or another exception.
Canada describes a remission framework for auto producers that reflects and incentivizes production and investment in Canada. That framework is not an automatic exemption for an individual consumer or importer; eligibility depends on the applicable requirements and circumstances. The federal response page provides the government’s current overview.
Why Canada imposed the counter-tariff
Canada announced its measure in response to U.S. tariffs on Canadian automobiles. In its order, the government described North American auto production as highly integrated and framed the response as reciprocal. Vehicles and parts move across the border within a connected supply chain, so tariffs can affect manufacturers, importers, retailers, workers, and consumers on both sides. The available figures below describe trade flows, not a measured change in vehicle prices.

The Department of Finance said Canada imported $35.6 billion in covered vehicles from the United States in 2024. The Canada Gazette also reported that Canada exported $44.4 billion in passenger vehicles and trucks to the U.S. that year. Those values illustrate the scale of the cross-border trade; they do not show how much a particular buyer’s vehicle will cost. Timeline and the separate 2026 surtax
- April 3, 2025: U.S. tariffs on Canadian automobiles took effect, according to Canada’s announcement and the Canada Gazette.
- April 9, 2025: Canada’s auto counter-tariffs took effect.
- September 1, 2025: Canada removed several other counter-tariffs on U.S. goods but retained measures on steel, aluminum, and autos, according to its current response page.
- September 8, 2026: A separate United States Surtax Order (2026) came into force. It applies listed rates to goods classified under its schedules and originating in the U.S., subject to exceptions. It did not replace the 2025 auto measure: Canada’s current response page continues to say auto counter-tariffs remain in place. See the August 2026 announcement and the 2026 surtax order.
What recent U.S. figures do—and do not—show
A July 2026 White House proclamation said U.S. motor-vehicle imports into Canada fell by approximately 22%, from approximately $25.9 billion to $20.3 billion, comparing April 2025–March 2026 with the prior corresponding period. The proclamation also reported that imports from Mexico rose approximately 23.6%, while imports from Japan, Korea, and Germany increased by approximately 10.1% to 13.5%, comparing April 2025–February 2026 with the corresponding prior period. These are figures and characterizations from the White House, not neutral estimates presented by Canada; the proclamation does not by itself establish that Canada’s tariff caused the reported changes.
