Re:

Do You Owe Taxes on Public Service Loan Forgiveness or Income-Driven Repayment Forgiveness?

PSLF forgiveness is not federally taxable under current Federal Student Aid guidance. IDR forgiveness depends on the last payment date: 2021–2025 discharges receive the temporary federal exclusion, while dates from January 1, 2026, are treated as taxable income, subject to exceptions and state rules.

Short answer: Public Service Loan Forgiveness (PSLF) is not federally taxable under current Federal Student Aid guidance, although your state may tax the discharged balance. Income-driven repayment (IDR) forgiveness is date-sensitive: Federal Student Aid’s August 2026 guidance treats an IDR discharge associated with a last payment from January 1, 2021, through December 31, 2025, as federally untaxed under the temporary rule, while a last payment on or after January 1, 2026, is treated as taxable income. Your loan type, notice dates, state of residence and any exception such as bankruptcy or insolvency can change the result.

PSLF and IDR forgiveness are different programs

The first tax question is which program actually discharged your debt. PSLF and IDR forgiveness can both eliminate a remaining federal student-loan balance, but they use different eligibility tests and have different federal tax treatment.

Feature Public Service Loan Forgiveness (PSLF) Income-driven repayment (IDR) forgiveness
How you qualify Qualifying employment in government or an eligible nonprofit, plus qualifying payments and other PSLF requirements. Payments calculated from income and family circumstances, followed by possible discharge of an eligible balance after the plan’s repayment period.
What determines the route Your public-service employer, loan and payment history, and certification of qualifying work. Your IDR plan, annual income and family information, repayment-period rules and eligible loan balance.
Federal tax treatment Federal Student Aid says PSLF forgiveness is not federally taxable. The federal result depends on the date of the last payment in the IDR repayment period. The 2021–2025 interval is treated as not taxed under the temporary rule; a last payment on or after January 1, 2026, is treated as income in the August 2026 FAQ.
State tax treatment A state may tax the forgiven amount even though it is not federally taxable. State rules vary and can change; check the tax agency for the state where you are resident for the relevant tax year.

An IDR payment can count toward PSLF when you also meet PSLF’s employment, loan and payment requirements. That overlap does not turn an IDR discharge into PSLF. The program that legally produces the discharge, along with the applicable dates and exceptions, controls the tax analysis.

Is PSLF forgiveness taxable?

Federal income tax

Federal Student Aid’s current PSLF questions and answers state that PSLF forgiveness is not subject to federal income tax. In practical terms, the balance discharged through PSLF is not added to your federal taxable income under that guidance.

State income tax can be different

Federal tax treatment does not bind every state. A state can conform to the federal rule, use a different definition of taxable income or change its policy later. Keep the PSLF discharge notice and check the state tax agency’s instructions for the year in which the discharge occurred. Do not assume that “tax-free PSLF” means tax-free everywhere.

Will you owe federal tax on IDR forgiveness?

The last-payment date is central

Federal Student Aid’s August 2026 FAQ classifies IDR forgiveness by the date of the last payment of the repayment period, not simply by when you first expected forgiveness. Under that table:

  • Last payment from January 1, 2021, through December 31, 2025: the discharge is shown as not federally taxed under the temporary rule.
  • Last payment on or after January 1, 2026: the discharged balance is shown as taxed as income.

The Internal Revenue Service’s Publication 4681 (2025) describes the temporary federal exclusion for qualifying student-loan discharges during 2021 through 2025. It does not establish a blanket exemption for discharges after 2025. Therefore, a borrower receiving IDR forgiveness in 2026 or later should not rely on the earlier exclusion without checking the controlling dates and current instructions.

Do not use a projected forgiveness date as your only evidence

Loan servicer estimates can change as payment counts, qualifying months, servicing transfers or legal rules are corrected. Federal Student Aid’s timing table refers to the last payment in the repayment period, while the actual discharge and tax documents may be processed later. Read the official notice, confirm the payment history and retain the discharge documentation before preparing a return.

How IDR forgiveness is notified and documented

When Federal Student Aid determines that an IDR borrower is eligible for discharge, its August 2026 FAQ says the agency will notify the borrower and provide 21 days to opt out. An opt-out decision can matter if you need time to evaluate state tax, an exception or another consequence of the discharge.

  1. Open the Federal Student Aid notice. Record the program named, the balance proposed for discharge and every date shown.
  2. Verify the last payment date. Compare it with your payment history and the 2021–2025 versus 2026-and-later intervals in the current federal guidance.
  3. Confirm the discharge date and loan details. Check the loan type, whether the entire balance or only part was canceled, and whether a servicing transfer affected the record.
  4. Save tax forms and account statements. Keep the notice, payment history, discharge confirmation and any Form 1099-C or other tax document with your records.
  5. Use the 21-day window deliberately. If the notice is unclear or an exception may apply, obtain advice before the opt-out deadline rather than ignoring the notice.

How canceled-debt reporting works

The IRS says lenders generally report reportable canceled debt to both the borrower and the IRS on Form 1099-C. A form may show the amount canceled and the relevant date, but receiving one does not automatically decide whether the amount is taxable. Conversely, not receiving a form does not prove that no tax is due. Follow the IRS instructions for your circumstances and reconcile the form with the official student-loan notice.

Cancellation-of-debt treatment is fact-dependent. The general federal rule is that canceled debt can be income unless an exclusion or exception applies. The program-specific PSLF rule and the temporary 2021–2025 IDR exclusion are examples of rules that can override the general result for qualifying discharges.

Exceptions that can change the federal result

IRS guidance identifies several exceptions or exclusions, but each has its own eligibility tests. They are not automatic simply because your loan was forgiven.

Bankruptcy

Debt canceled in a bankruptcy case can qualify for an exclusion when the statutory requirements are met. The bankruptcy filing, court process and type of discharge must support the claim.

Insolvency

If you were insolvent immediately before the cancellation, an insolvency exclusion may apply to some or all of the canceled debt. Insolvency generally requires a comparison of liabilities with the fair market value of assets at the relevant time, with records supporting the calculation.

Work-service requirements

Publication 4681 discusses certain student-loan cancellations tied to work requirements. The exclusion depends on the specific loan program and service conditions; it should not be assumed for every job-based forgiveness arrangement.

Death or total and permanent disability

Some discharges because of the borrower’s death or total and permanent disability receive special treatment under IRS rules. The applicable documentation and statutory conditions determine whether an exclusion is available.

What state taxes might you owe?

State treatment is not uniform. Some states follow federal income definitions; others decouple from federal exclusions or issue their own administrative guidance. Rules can change between the year of discharge and the year you file.

Federal Student Aid’s August 2026 FAQ specifically notes that residents of Alaska, Florida, Nevada, New Hampshire, South Dakota, Tennessee, Texas, Washington and Wyoming have no state individual income tax and therefore will not owe state income tax on discharged federal student loans. That statement concerns state income tax; other state taxes or filing obligations are separate questions.

If you live elsewhere, use the current guidance from your state tax agency for the discharge year. Consider where you were resident when the discharge occurred, whether you moved during the year and whether the state treats the federal exclusion as controlling. Keep a copy of the agency’s instructions with your tax records.

A practical decision checklist

  • Identify the discharge route: PSLF, IDR or another cancellation program.
  • Match the dates: for IDR, find the last payment of the repayment period, the official discharge date and the tax year involved.
  • Read the notice: use the Federal Student Aid notice rather than a projection alone, and note the 21-day opt-out period.
  • Check state law: consult the tax agency for your state of residence and the relevant year.
  • Review exceptions: determine whether bankruptcy, insolvency, qualifying work service, death or total and permanent disability could apply.
  • Reconcile tax documents: compare any Form 1099-C with the discharge records and IRS instructions.
  • Get individualized help when needed: seek a qualified tax professional if the amount is substantial, the dates conflict or an exception is complicated.

Common mistakes to avoid

Calling every public-service discharge PSLF

Working for a government agency or nonprofit does not by itself establish PSLF. You still need the qualifying loan, payment and employment requirements. An IDR discharge earned while working in public service remains an IDR discharge unless PSLF actually produced the forgiveness.

Assuming the 2021–2025 exclusion continues forever

The temporary federal exclusion described by Publication 4681 covers qualifying discharges in 2021 through 2025. It is not a general promise that all IDR balances forgiven after 2025 are tax-free.

Using the year a letter arrived instead of the controlling payment date

The August 2026 IDR table uses the last payment date of the repayment period. A letter, account update or tax form may arrive in a different year, so preserve the full timeline.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Treating a missing 1099-C as a tax exemption

Form reporting and taxability are related but not identical. Follow the IRS rules even if a form is delayed, corrected or absent.

Bottom line for 2026 filers

Under Federal Student Aid’s guidance current on October 12, 2026, PSLF forgiveness is federally tax-free, but state tax may still apply. IDR forgiveness tied to a last payment between January 1, 2021, and December 31, 2025, is shown as federally untaxed under the temporary rule; a last payment on or after January 1, 2026, is shown as taxable income. Verify the actual notice, payment and discharge dates, apply any qualifying exception and check your state’s current rules before filing.
