Florida generally requires a recreational fishing license when you try to catch fish—even if you release what you catch. The license you need depends on the species you target, your residency, where and how you fish, and whether you qualify for an exemption. Check the Florida Fish and Wildlife Conservation Commission (FWC) rules and current fees before you go.
When does Florida require a fishing license?
The FWC says, “A license is required to attempt to take fish.” That includes casting a line and catch-and-release fishing, not just keeping a fish. The rule applies unless an exemption covers your situation. See the FWC’s license exemption guidance.
Do you need a freshwater or saltwater license?
Choose based on the fish species you are targeting, not simply the kind of water you are standing beside. For example, the FWC says a snook upriver may require a saltwater license, while a largemouth bass in a salt marsh may require a freshwater license. Estuaries can hold both kinds of fish, so check the applicable FWC guidance if you are fishing for mixed species or are unsure which category applies. If you plan to target both freshwater and saltwater species, check whether an FWC combination license is appropriate. Resident combination options are listed on the agency’s freshwater fishing license page.

Who is exempt from a Florida fishing license?
Exemptions are specific to the angler and the activity; being a senior, fishing from shore, or using a private pond does not automatically make every angler exempt. The FWC’s general exemptions include children under 16 and qualifying Florida residents age 65 or older who can show proof of age or residency. Other exemptions apply only in defined circumstances.
- Age: Anglers younger than 16 are generally exempt. Florida residents age 65 or older may qualify if they meet the conditions and have proof of age or residency.
- Fishing location or circumstances: Certain home-county, private-pond, charter, pier, licensed-vessel, and border-water situations have their own eligibility rules.
- License-free fishing days: Florida waives license requirements on specified dates, but other fishing rules still apply.
Review the relevant FWC freshwater and saltwater exemption rules before relying on an exemption.

Do visitors need a Florida fishing license?
Generally, nonresidents age 16 or older need the appropriate Florida fishing license. A license from another state does not substitute for a Florida license. Exceptions may apply—for example, in certain charter, pier, licensed-vessel, pond, border-water, or license-free-day circumstances—so confirm that the precise conditions fit your trip. Check the FWC’s visitor and exemption guidance.
Florida residency for fishing-license purposes has an FWC definition and proof requirements. A Florida driver license or ID is primary proof; the FWC lists alternatives for residents without those documents. Active-duty military orders have a separate role in residency documentation. What if you fish only from shore?
Eligible Florida residents who fish only in saltwater from shore, or from a structure attached to shore, can obtain a free shoreline-only license. It does not cover fishing from a vessel, or fishing from a shoreline reached by vessel, and nonresidents cannot use this license. If you plan to fish from a boat or switch between shore and vessel fishing, check which license applies to the full trip. See FWC saltwater license options.
How much do Florida fishing licenses cost?
The FWC’s freshwater and saltwater pages list the same prices below. These are agency-listed fees and may change; verify the current amount and any applicable terms through the official purchase channel before buying.

The FWC lists four ways to obtain a license: online, through a license agent or tax collector’s office, by phone, or with the Fish|Hunt FL app. Use the official state channel and make sure the license starts on the date you intend to fish. Visit the FWC recreational licensing page.

When are Florida’s license-free fishing days?
Florida has recurring freshwater and saltwater license-free fishing-day patterns. The dates are not fixed from year to year, so consult the FWC calendar for the current year before planning around them.

The waiver applies to residents and nonresidents, but seasons, bag limits, size limits, and other fishing rules remain in force. Check the FWC free fishing days page for the year’s dates and details.
Could you need a permit or designation in addition to a license?
A basic fishing license may not cover every species or method. Depending on what you target and the gear you use, the FWC may require an additional permit or designation. For example, its saltwater guidance includes blue crab trap registration and a State Reef Fish Angler designation for specified reef-fish harvests. Check the rules for your target species and gear on the FWC saltwater fishing page.
