Whether you need a fishing permit in Mexico depends on how you fish: CONAPESCA says shore-based sport fishing does not require a permit, fishing aboard a vessel requires the applicable permit, and underwater sport fishing requires an individual permit. Mexican and foreign individuals can apply. A permit does not exempt you from catch, gear, size, seasonal, or protected-area rules.
When do you need a fishing permit in Mexico?
CONAPESCA’s CONAPESCA-01-016 procedure distinguishes three methods:
| How you fish | Permit requirement |
|---|---|
| From shore | No permit is required for shore-based sport fishing, according to CONAPESCA. |
| Aboard a vessel | The applicable sport fishing permit is required. |
| Underwater | An individual sport fishing permit is required. |
These are method-based distinctions, not a blanket rule that every person fishing in Mexico needs a license. For a charter, ask the operator which permits apply to the trip and what each passenger must obtain; do not assume that booking a boat settles your individual permit requirement.
Who can apply, and how do you get the permit?
The federal individual sport fishing permit trámite says both Mexican and foreign individuals may obtain a permit. It lists payment of the applicable fee as the required document and directs applicants to generate a payment reference so that payment can be registered.

- Identify the fishing method, destination, and permit period or category you need.
- Use CONAPESCA’s official payment-reference process or check with the relevant state office for the current application route and fee.
- Pay the applicable right and follow the official instructions to register the payment and obtain the permit.
- Keep the permit available while fishing and confirm any additional requirements with the charter, destination authority, or protected-area manager.
Do not rely on a single nationwide price quoted without checking the current official payment flow. The federal trámite and older procedure pages display figures that conflict or may be out of date. A 2026 Baja California government portal lists individual permits at MXN 204 for one day, MXN 510 for one week, MXN 766 for one month, and MXN 1,021 for one year; those are figures shown by that state portal, not a verified national fee schedule. Check the current price, permit category, and payment instructions immediately before applying.
What fishing rules still apply with a permit?
A sport fishing permit is not a general authorization to take any species in any quantity. CONAPESCA says sport fishing remains subject to applicable size limits, closed seasons, catch limits, and gear provisions. Regulations can depend on species and location, so check current rules for the waters where you plan to fish.

The 2016 CONAPESCA guide identifies six species reserved exclusively for sport fishing within 50 nautical miles of the baseline used to measure Mexico’s territorial sea: marlin, sailfish, swordfish, tarpon, roosterfish, and dorado. Treat that as the guide’s summary of the described zone, not a substitute for checking current species-specific and area-specific rules.

A sport fishing permit and permission to enter Mexico are separate matters. The Instituto Nacional de Migración’s maritime-arrival guidance concerns foreign visitors arriving by sea on privately owned recreational vessels. It says the person responsible for the vessel should provide arrival and departure information and a list of people aboard. Under the visitor process described there, the stay may not exceed 180 days, and the authorization does not permit remunerated activities or multiple entries and exits.
