Generally, yes. Nonresidents age 16 or older need the applicable Florida freshwater or saltwater fishing license unless a specific exception covers their trip. Florida’s age-65 exemption is for qualifying residents, not visitors; being a senior or holding another state’s senior license does not exempt you. The exact answer can depend on where and how you fish, including certain charter, vessel, pier, and freshwater exceptions.
Why being 65 or older is not enough
Florida Fish and Wildlife Conservation Commission (FWC) states: “Non-residents who are 16 years of age or older are required to have Florida licenses and permits to participate in hunting, freshwater fishing and saltwater fishing.” See FWC’s Visitors’ Licenses page.
FWC exempts qualifying Florida residents age 65 or older from recreational fishing license requirements when they can show proof of age or residency, such as a valid Florida driver’s license or ID. An optional Resident 65+ Hunt/Fish certificate is available to eligible Florida residents, but it does not make a visitor a resident. A fishing license from another state also is not valid in Florida. FWC explains the exemption on its license and permit requirements page and in its recreational license FAQs.
Choose the license for the fishing you plan to do
Florida’s requirements depend on whether you are pursuing freshwater or saltwater species. A license can be required even if you intend to release your catch. FWC’s freshwater license page and saltwater license page describe the respective authorizations.

When an exception may apply
Saltwater: certain vessels and piers
FWC identifies exceptions for fishing from a for-hire vessel with a valid charter license, from a vessel whose operator holds a valid recreational saltwater vessel license, or from a pier with a valid saltwater pier license. These exceptions depend on the vessel or pier authorization and the trip circumstances; check FWC’s visitor guidance for the specific conditions.

Freshwater: narrower, location-specific exceptions
FWC lists exceptions that include fishing during a free freshwater fishing day; fishing in a qualifying private fish pond, subject to conditions for ponds at or above 20 acres; and fishing in the St. Mary’s River or Lake Seminole while holding a valid Georgia fishing license. The Georgia-license exception excludes Florida tributary creeks. Verify the current terms and location boundaries with FWC before relying on an exception.

A person who is aboard but not fishing does not need a fishing license. However, FWC says someone helping with the take may need one. Its guidance says a non-angler should not attach lures, net fish, or remove fish from hooks.

How to decide what you need
- Identify the fishing: freshwater or saltwater, including whether you will attempt to take fish or other covered marine organisms.
- Check your status: the age-65 exemption is for qualifying Florida residents; an out-of-state senior license does not substitute for Florida authorization.
- Check the setting: determine whether a valid charter, vessel, or pier license—or a specific freshwater exception—covers your circumstances.
- If no exception applies, choose the nonresident license: compare freshwater or saltwater authorization and the 3-day, 7-day, or annual duration.
- Confirm current rules and fees: use FWC’s visitor page and the relevant freshwater or saltwater page before fishing.
