OEM Office stays with the computer it was supplied with; FPP (Full Packaged Product) is bought separately and can generally be transferred to another computer under Microsoft’s limits. The applications depend mainly on the Office edition—such as Home 2024 or Home & Business 2024—not on the OEM or FPP channel. That distinction affects portability, support, warranties and the risk of buying an unauthorized key.

Microsoft’s Office 2024 OEM terms and retail terms establish these transfer rules. This comparison uses the United States consumer context; regional law and purchase terms can differ.
What OEM Office means
OEM means Original Equipment Manufacturer. In a legitimate arrangement, Office is supplied with a new PC by the manufacturer, an authorized system builder or an installer. The license is tied to that supplied device rather than sold as a free-standing asset.
That is different from a website emailing a stand-alone key and calling it “OEM.” Microsoft describes OEM system-builder software as one licensing channel, alongside retail and other channels, and warns that unsolicited unusually cheap Microsoft software is often illegal or counterfeit. Do not import Windows OEM assumptions into Office automatically. Office has its own license terms, and “OEM” does not by itself mean fewer features or lower-quality applications.
What FPP Office means
FPP stands for Full Packaged Product. It is stand-alone retail Office bought independently of a computer, including a boxed copy, product-key card or authorized electronic purchase. Consumer pages may simply call it a “one-time purchase” rather than using the FPP acronym.
A retail Office 2024 license is for one computer at a time, but Microsoft permits the license holder to move it to another owned computer under the stated interval and hardware-failure exception. FPP is therefore portable, not a license for simultaneous use on every computer you own.
The biggest difference: moving Office to another PC
Replacing an OEM computer
If Office came with a laptop and you build a new desktop, assume the OEM Office license stays with the laptop. You generally cannot keep the laptop and detach its Office license for the desktop. If you sell the laptop, the Office license can generally go with that licensed computer; it does not become a separate key for you to retain.

Replacing an FPP computer
For stand-alone Office 2024, Microsoft’s terms allow a transfer to another device you own no more than once every 90 days. A hardware failure is an exception to that interval. The old computer must stop using the software, and one copy cannot remain active for two people or two computers.
- Install Office on the replacement PC or Mac.
- Sign in with the Microsoft account associated with the purchase, or enter the retail product key.
- If activation says the maximum has been reached, follow Microsoft’s activation and telephone-activation guidance.
- Uninstall Office from the old computer and confirm it is no longer being used.
- Keep the invoice, product key and account record.
Signing out of an account, deactivating a device in a web dashboard and uninstalling Office are technical actions; none overrides the license terms or proves that a seller transferred lawful rights.
Transferring to another person
Retail transfer to another person is permitted when the original licensed user transfers the software and the new user accepts the terms. OEM software can change hands only with the licensed computer.
Are the applications different?
The edition, version, platform and use restriction determine the applications. When the SKU and version are the same, OEM and FPP copies can have substantially the same core programs; their ownership and support rights differ.

Check the exact edition before paying. “Professional Plus” commonly identifies a volume or commercial channel rather than an ordinary consumer retail product; the seller should identify the channel and terms.
Activation, reinstallations and hardware changes
Activation can be requested again after a transfer, reinstall or significant hardware change. Microsoft notes that an activation error may report that the maximum number of activations has been reached.
- Minor repair: Replacing storage, RAM or another component may trigger reactivation in some cases, but it does not automatically transfer the license to a new device.
- Motherboard replacement: A major hardware change can alter the device characteristics used for activation. Microsoft may not always restore activation automatically, and technical reactivation is separate from legal transfer rights.
- Drive replacement: Reinstalling on the same licensed computer may be possible; the license remains tied to that computer for OEM software.
- New computer: Treat OEM as device-bound and use the documented FPP transfer process for retail software.
Successful activation is not proof that a marketplace seller supplied a genuine, properly licensed copy. Microsoft’s retail terms expressly separate activation from proof of authenticity.
Support and warranty differences
For preinstalled Office, the manufacturer or installer is normally the first support contact, especially for the bundled activation process. A retail purchaser has a clearer Microsoft support relationship for properly licensed and activated software. A marketplace seller may provide no meaningful support after selling a key.

The Office 2024 terms describe a one-year limited warranty for software acquired from Microsoft and a 90-day limited warranty when acquired from a device manufacturer or installer, subject to local law. These are warranty signals, not promises that every hardware repair will preserve activation.
Is a cheap OEM Office key safe?
“OEM” is not automatically illegal, but a dramatically cheap stand-alone key deserves scrutiny. Microsoft says unsolicited offers for cheap software are most likely not legal and may involve counterfeit software.
- The seller provides a key without a computer or authorized system-builder context.
- The price is far below Microsoft’s normal one-time purchase price.
- The listing promises unlimited transfers or a “lifetime” license without Microsoft terms.
- The seller cannot name the exact edition, region, channel or original invoice.
- It instructs you to use KMS emulators, scripts, unauthorized activation tools or telephone workarounds.
- It calls Professional Plus a consumer retail product without explaining its licensing channel.
A key that activates can later be blocked and may still lack lawful transfer rights. Buy from Microsoft, a reputable computer manufacturer or an authorized seller, and retain an invoice identifying the product and channel.

Genuine OEM and retail Office 2024 installations receive security updates and bug fixes. Neither channel automatically includes the next major Office release. Microsoft 365 subscriptions receive ongoing feature updates and the latest versions; Office 2024 is a one-time purchase without a free upgrade entitlement to future major releases. Cost: compare ownership, not just the key
Bundled OEM software is often cheaper because its cost is negotiated with the PC purchase. That does not make every “OEM key” legitimate, and it may become more expensive if you replace the computer and must buy Office again.
Microsoft’s US page displayed these price signals on August 18, 2026; prices, taxes, promotions, regional availability and billing can change:

Use Microsoft’s official purchase page for current terms. Include the computer price, likely replacement date, support value, required applications and number of users in your calculation.
Which option fits your situation?
Choose OEM when
- Office is genuinely included with a new PC from a reputable manufacturer.
- You expect to keep that computer for its useful life.
- The bundled price is meaningfully lower and portability is unimportant.
- The included edition matches your use, especially Home versus Home & Business.
Choose FPP when
- You may replace or upgrade the computer.
- You are building a desktop and want a separate Office license.
- You want Microsoft retail support and a documented transfer path.
- You are buying Office independently of hardware.
Choose Microsoft 365 when
- You need Office on several devices or for several people.
- You want continuous feature updates, OneDrive and cloud-connected services.
- You need centralized accounts and administration for a small business.
A growing organization may be better served by Microsoft 365 Apps for business, Business Standard or volume licensing than by one-device consumer FPP. Office Home’s commercial-use restriction also makes Home a poor choice for revenue-generating work.
Buying checklist
- Confirm the exact edition and Office version.
- Identify the channel: OEM, retail/FPP, volume or subscription.
- Check whether your use is commercial, nonprofit, academic or home use.
- Verify the number of licensed devices and the transfer rule.
- Ask who provides activation and technical support.
- Require an invoice and evidence of authorized acquisition.
- Confirm Microsoft account association and keep proof of purchase.
- Read the return policy before entering a product key.
The Bottom Line
Buy OEM with a new computer only when you are comfortable leaving Office on that device. Buy FPP when portability and a documented transfer path matter. Choose Microsoft 365 for multiple devices, multiple users or continuously updated features—and avoid stand-alone “OEM” keys whose seller cannot prove a lawful licensing channel.
