The “digital TV converter box rebate” was a temporary federal coupon program announced by the U.S. Commerce Department in 2007. Beginning January 1, 2008, a requesting U.S. household could obtain up to two $40 coupons toward eligible stand-alone digital-to-analog converter boxes. The program is over; it is not a current rebate or recurring tax benefit.
What the converter-box rebate was
The benefit was a coupon, rather than cash paid directly to households. The National Telecommunications and Information Administration (NTIA), an agency of the Commerce Department, administered the program as the United States moved from analog over-the-air television broadcasting to digital transmission.
The coupon reduced the purchase price of an eligible converter box at participating retailers. It did not apply broadly to televisions, subscription TV service, antennas, or general consumer electronics.

Contemporary reporting described the plan as making two $40 coupons available to every U.S. household, while Congressional Research Service summaries specify that households could receive up to two coupons when they requested them.

What the coupon covered
Eligible equipment
The coupon was intended for a stand-alone device whose sole function was converting a digital broadcast signal to an analog television signal. In practical terms, it was used with an older analog TV receiving free over-the-air broadcasts through an antenna.
What it did not establish
- It was not a permanent federal rebate.
- It was not a general $40 discount on any television.
- It did not make cable or satellite service free.
- It did not establish reimbursement for unrelated purchases.
Application and operating timeline
- January 1, 2008: Consumers could begin applying to NTIA for up to two coupons.
- 2008–2009: Coupons were distributed and redeemed through participating retailers for qualifying converter boxes.
- July 31, 2009: The amended statutory coupon-issuance period ended.
- September 30, 2009: The scheduled closeout date for NTIA’s operating contract was reached.
The original announcement and later statutory changes matter because references to a 2007 “rebate” can otherwise be mistaken for an offer that remains open today.

Who ran the program
NTIA selected IBM for program operations in an award announced August 15, 2007. The Congressional Research Service records the contract’s total award as $119,968,468, with performance scheduled to close out September 30, 2009.
IBM’s contracted responsibilities included consumer education, coupon distribution, enrollment and records maintenance, participating-retailer operations, financial processing, and controls intended to limit fraud, waste, and abuse.

Was there a 2009 converter-box tax rebate?
H.R. 508, the DTV Converter Box Rebate Act of 2009, was introduced on January 14, 2009. The proposal described by the Congressional Research Service would have created a refundable federal income-tax credit for taxpayers who bought converter boxes without using coupons.
The cited legislative record establishes that the bill was introduced; it does not establish that the proposal became law. Therefore, it should not be treated as an enacted tax credit or as evidence of a current filing opportunity.

How to interpret old advertisements or claims
- Check whether the wording refers to a “coupon” issued during 2008–2009 rather than a current rebate.
- Look for the $40 amount and the limit of two per requesting household.
- Confirm that the product is described as a stand-alone digital-to-analog converter box.
- Be cautious with claims that a 2009 tax-credit bill automatically created a deduction or refund; introduction of H.R. 508 alone did not do that.
What replaced the benefit for consumers
There is no federal converter-box coupon application period to use now. Anyone evaluating replacement hardware today must assess the product itself—especially compatibility with the relevant broadcast standard, antenna input and television output connections, closed-captioning, electronic-program-guide support, remote-control usability, and the current selling price. Those are purchasing considerations, not benefits supplied by the historical federal program.
The Bottom Line
The federal digital TV converter-box benefit was a temporary NTIA coupon program: up to two $40 coupons per requesting household, available beginning January 1, 2008, with issuance ending July 31, 2009. It has ended, and the 2009 tax-credit proposal cited in connection with it is not shown here as enacted.
