Digital Rubles vs. Bank Transfers: What’s Different for Payroll in Russia?

Bank transfers send wages to an employee-designated credit institution. Digital-ruble payroll would use a Bank of Russia platform account, but broad salary-register availability is not established in the cited materials.

For payroll in Russia, the key difference is where wages are held and how they get there. A bank transfer puts the money in the credit institution account the employee designates; a digital-ruble payment would put digital rubles in an account on the Bank of Russia platform, accessed through a participating bank. Both are rubles of equal value. Digital-ruble payroll should not be treated as a routine, broadly available replacement for salary deposits: the Central Bank’s June 2025 status report described salary payments by register as planned pilot functionality, and the cited materials do not confirm general availability as of 4 October 2026.

What changes for an employee

With a conventional transfer, wages arrive in the employee’s account at a credit institution. With a digital-ruble payment, the balance would be on the Bank of Russia’s platform rather than in that bank account. A participating bank provides access to platform services, but that does not make the digital-ruble account the same account as the employee’s ordinary deposit account. Consent is not automatic

The Bank of Russia states: “Whether to open a digital-ruble account (digital wallet) is for the person alone to decide.” It also says recipients’ payments are not made in digital rubles without their consent. What changes for an employer

A digital-ruble payment uses the Bank of Russia platform. For business access, the Central Bank says a Russian-resident legal entity must have an account or corporate electronic payment instrument at a bank participating in the platform; the organization can then access the platform through remote banking channels. The Bank of Russia’s June 2025 project-status report described payment by registers—mass, regular transactions such as salary payments—as functionality planned for the pilot. That is a dated roadmap statement, not confirmation that all employers can use digital rubles for payroll. The cited current business guidance explains access conditions, but does not confirm broad payroll-register rollout, participating employers, or payroll-specific enrollment requirements as of 4 October 2026. Payroll law still governs payday and wage information

Article 136 of the Russian Labour Code generally provides for wages to be paid at the workplace or transferred to the credit institution specified in the employee’s application. It also requires payment at least every half-month, on dates set by the applicable internal rules, collective agreement, or employment contract and subject to the statutory deadline. Employers must provide written information about the wage calculation. These obligations are separate from the Central Bank’s platform plans. Russian Labour Code, Article 136

An employee who changes the credit institution for salary payments must give the employer written notice at least 15 calendar days before payday. This is the Article 136 rule for changing the designated credit institution; it should not be confused with the separate question of consent and practical availability for digital-ruble payments. What to check before agreeing to digital-ruble payroll

  • Confirm the payment route. Ask whether the employer proposes an ordinary transfer to a credit-institution account or a payment to a digital-ruble account on the Bank of Russia platform.
  • Check availability with the employer’s bank. A legal entity’s platform access requires a relationship with a participating bank, but this alone does not show that salary-register payments are enabled for that employer.
  • Make your choice knowingly. The Bank of Russia says opening a digital-ruble account is voluntary and recipient consent is required for payment in digital rubles.
  • Keep the normal payroll rules in view. The payment route does not remove requirements for payment frequency, payday arrangements, or written wage information under Article 136.
