Digital IDs: The Future of Identity Documents

Digital IDs are moving from pilots to regulated deployment, but the near-term future is hybrid: digital wallets will supplement rather than universally replace physical identity documents.

Digital IDs are becoming a practical new layer of identity documents, but they are not yet a universal replacement for passports, driver’s licenses, or national ID cards. The near-term future is hybrid: physical documents remain essential fallback credentials while digital wallets add cryptographically verifiable, selectively shareable proofs of identity and specific attributes.

What is a digital ID?

“Digital ID” describes several different technologies, and confusing them can lead to bad decisions.

  • A digitized document is a photo, scan, or PDF of a physical ID. It is easy to copy and usually cannot provide high-assurance proof by itself.
  • A digital identity account is a login or profile managed by a government, bank, platform, or identity provider.
  • A mobile driver’s license or mobile ID is a digitally signed government credential designed for presentation from a phone.
  • A verifiable credential is a digitally signed claim that a relying party can check cryptographically. It might prove identity, age, residence, education, employment, or a driving entitlement.
  • A digital identity wallet stores and presents credentials, either in an app or through an operating-system feature.
  • Decentralized or self-sovereign identity is a design philosophy emphasizing user control and portability. It is not synonymous with every government wallet.

The European Union defines its wallet as an electronic identification means that can securely store, manage, and validate identity data and electronic attestations of attributes. It can also support qualified electronic signatures and seals. The EU’s wallet definition is a useful example of how broad the category has become.

How digital IDs work

A typical digital credential follows this chain:

Issuer → Wallet → User approval → Verifier → Signature and status checks

  1. A government or trusted organization verifies the person against an authoritative record.
  2. The issuer creates a digitally signed credential.
  3. The credential is delivered to a wallet on the user’s device.
  4. A bank, airport, hotel, retailer, government agency, or other relying party requests particular information.
  5. The wallet shows the request and the user approves or rejects the presentation.
  6. The relying party checks the issuer’s signature, credential status, permitted use, and sometimes evidence that the presenter controls the credential.

This differs substantially from showing a screenshot. A cryptographic signature can reveal whether the credential came from the claimed issuer and whether its contents were altered. But it does not prove that the issuer’s underlying records are accurate, that the relying party is honest, or that the presenter is free from coercion.

For mobile driver’s licenses, NIST describes issuance processes in which a department of motor vehicles verifies the applicant against its records and may use a biometric comparison with the portrait held by the DMV before issuing the credential to a mobile device. NIST’s explanation of DMV-to-wallet issuance also distinguishes mobile-document standards from broader verifiable-credential systems.

What digital IDs could be used for

Potential and emerging uses include:

  • Accessing government, tax, benefits, health, and social-security services.
  • Opening bank accounts and completing customer-identification checks.
  • Proving age without necessarily revealing a full birth date.
  • Renting a car, checking into a hotel, or presenting a mobile driver’s license.
  • Proving residence, work authorization, student status, professional qualifications, or employment.
  • Signing documents electronically.
  • Supporting travel and digital travel credentials.
  • Account recovery, payments, and other high-assurance transactions.

The EU’s planned and pilot use cases include public and private services, mobile driving licenses, education credentials, travel, social security, payments, and legally binding signatures. These are pilots and implementation plans, not proof that every service already accepts a wallet. The European Commission lists the wallet pilots and use cases.

Are digital IDs replacing physical documents?

Generally, no. Whether a digital credential can replace a physical one depends on three separate questions:

  1. Legal recognition: Does the jurisdiction legally recognize the credential?
  2. Operational acceptance: Does the specific airline, police officer, bank, retailer, hotel, or government office have compatible equipment and procedures?
  3. Practical fallback: Can you still prove who you are if your phone is lost, broken, uncharged, offline, incompatible, or unsupported?

The European Union is the clearest large-scale regulatory example. Member States are required to make European Digital Identity Wallets available to citizens, residents, and businesses by the end of 2026. The requirement does not mean every service will accept a wallet uniformly on that date, nor does it create a worldwide identity system. The European Commission’s EUDI Regulation page explains the timetable and framework.

In the United States, adoption is more fragmented. States are developing mobile driver’s licenses and digital IDs through separate programs, platform wallets, transportation checkpoints, financial institutions, and private identity-verification systems. There is no single national consumer wallet. NIST’s 2026 work on mobile driver’s licenses for financial institutions reflects the remaining challenges around interoperability, privacy, security, and adoption. NIST SP 1800-42 is an Initial Public Draft, not a declaration that all U.S. financial institutions accept mobile IDs.

What makes a digital ID trustworthy?

A credible system depends on more than an attractive wallet app. Look for a complete trust chain:

  • Authoritative issuer: A DMV, passport authority, national ID agency, university, employer, or other recognized organization creates the credential.
  • Cryptographic signature: The recipient can verify the issuer and detect alteration.
  • Credential status: The system can identify credentials that are expired, suspended, revoked, or replaced.
  • Holder binding: The system provides evidence that the person presenting the credential is the legitimate holder.
  • Device protection: Screen locks, biometrics, secure hardware, and anti-tampering controls protect the credential.
  • Relying-party verification: The recipient validates the credential instead of accepting a screenshot or typed ID number.
  • Interoperability: Common technical and policy standards allow different wallets, issuers, and verifiers to work together.
  • Auditability: Users have access to logs, dispute processes, incident reporting, and independent oversight.

Standards behind the systems

ISO mobile-document standards

ISO/IEC 18013-5 and related mobile-document standards are important for mobile driver’s licenses and mobile identification documents. They address credential data, security, presentation, and device-to-device or remote interactions.

W3C Verifiable Credentials

W3C Verifiable Credentials provide a framework for digitally signed claims that can be issued, held, and presented. They can represent licenses, certificates, identity documents, or individual attributes. However, the word “verifiable” does not guarantee interoperability. Implementations can differ in data models, cryptographic methods, presentation protocols, governance, and legal effect.

OpenID protocols

OpenID4VCI and OpenID4VP are protocols relevant to issuing and presenting verifiable credentials. They are interoperability components, not consumer products.

The Digital Credentials API

The W3C Digital Credentials API is intended to let web browsers and other user agents mediate the issuance and presentation of credentials such as government IDs and driver’s licenses. The cited W3C document is a Working Draft, so it should not be treated as a finalized web standard.

Potential benefits for consumers

Selective disclosure

A well-designed wallet can let a person prove a narrow fact—such as being over 21—without revealing a full birth date, address, or document number. This can reduce unnecessary exposure compared with handing over a complete license or passport scan.

Less copying and storage

Instead of emailing a passport image or leaving a photocopy with a business, a user may be able to provide a verification result. That can reduce the amount of sensitive information a relying party receives and retains.

Better provenance and fraud resistance

Cryptographic verification can make altered or counterfeit documents harder to use. A verifier can check who issued a credential and whether it has been revoked or expired.

Convenience

One phone could hold several credentials and support remote verification, electronic signatures, government services, travel, and account recovery. Digital credentials may also reduce repetitive form-filling.

These are design possibilities, not automatic properties. The EU presents data minimization and user control as core goals of its wallet, but privacy depends on how issuers, wallets, verifiers, platforms, and regulators implement the surrounding system. The European Commission’s digital-identity Q&A describes those goals and qualifications.

Privacy risks

A credential can be privacy-preserving while the surrounding ecosystem is not. Important risks include:

  • A retailer or website requesting an entire identity profile when it needs only an age confirmation.
  • Businesses retaining transaction histories or copies of credential data.
  • Correlation of activity across unrelated services.
  • Centralized logs revealing where and when a credential was used.
  • Metadata leakage even when the credential itself is encrypted.
  • Government or private-sector function creep.
  • Dependence on wallet providers and mobile operating systems.
  • Fake apps, phishing pages, malicious QR codes, or fraudulent relying parties.
  • “Voluntary” use becoming practically mandatory because equivalent offline options disappear.

Zero-knowledge proofs and selective disclosure can reduce the information shared in some designs, but they do not automatically create anonymity. Issuers, verifiers, networks, devices, and platforms may still retain records or infer relationships between transactions.

Security benefits and new security risks

Digital IDs can improve security through tamper detection, device authentication, faster revocation, reduced exposure of full documents, and more consistent verification than visual inspection. NIST describes mobile driver’s licenses as potentially improving security, privacy, usability, and reliability while also identifying adoption and interoperability barriers. NIST’s mobile-driver’s-license project focuses specifically on implementation by financial institutions.

They also create new failure modes:

  • Stolen, compromised, or malware-infected phones.
  • SIM-swap and account-takeover attacks during enrollment or recovery.
  • Biometric spoofing or false matches.
  • Lost access after a phone replacement, factory reset, or damaged screen.
  • Cloud-backup exposure and platform-account dependence.
  • Weak revocation or status checking.
  • Government, wallet, network, or identity-provider outages.
  • Incompatible devices, operating systems, or wallet versions.
  • Coercion to unlock and present a credential.
  • Discrimination against people without modern smartphones, reliable connectivity, or compatible biometric hardware.

Cryptography proves the credential’s origin and integrity. It does not, by itself, prove that the presenter is the rightful person, that the official record is correct, that the phone is uncompromised, or that the relying party is legitimate.

What happens if your phone is lost, dead, or offline?

Offline behavior differs by credential, issuer, presentation protocol, verifier, and policy. Before relying on a digital ID, find out:

  • Whether the credential can be presented without internet access.
  • Whether the verifier—not just the phone—needs connectivity.
  • Whether the credential remains valid while offline.
  • Whether a second device can hold the credential.
  • How the old device is revoked after loss or theft.
  • How quickly a replacement credential can be issued.
  • Whether recovery requires an in-person identity check, a cloud account, a recovery code, or a hardware security key.
  • Whether a physical document remains accepted for essential services.

Do not discard a physical passport, license, or national ID simply because a digital version is available. A dead battery, damaged phone, unsupported device, border crossing, poor connectivity, or unprepared verifier can make the physical document the only workable option.

Inclusion and accessibility

Digital IDs can reduce friction for people who struggle with paper records, but they can also exclude people without smartphones, stable internet, compatible devices, phone service, cloud accounts, or sufficient digital literacy. Accessibility problems may affect people with disabilities involving biometrics, vision, hearing, or touchscreen use.

Other problems arise when official records contain incorrect names, addresses, photographs, or sex markers, or when a person cannot safely use a phone because of domestic abuse or coercive monitoring. Non-digital alternatives and human support should therefore be treated as core requirements, not temporary conveniences.

Who controls a digital identity?

“User-controlled identity” usually means the user controls when to present a credential. It does not necessarily mean the user created the identity, can change the underlying record, or can operate without an issuer or trust registry.

  • Issuer: Creates the credential.
  • Holder: Stores and presents it.
  • Verifier: Requests and checks it.
  • Wallet provider: Supplies the software or secure storage.
  • Trust-list operator: Determines which issuers and verifiers are recognized.
  • Identity registrar: Maintains authoritative records.
  • Regulator: Defines legal and technical requirements.

A wallet may store credentials locally while still depending on a central government registry, an issuer’s status service, a mobile operating system, a cloud account, a national trust framework, or a relying party’s transaction logs. “Decentralized” is not a guarantee that no central organization exists.

What digital IDs mean for businesses

Businesses may benefit from faster customer onboarding, lower document-processing costs, reduced counterfeit exposure, reusable credentials, age and eligibility checks, cross-border verification, and electronic signatures.

They also face integration and compliance obligations. A business may need to support multiple wallet ecosystems, trust lists, credential formats, accessibility requirements, privacy rules, fraud investigations, outage procedures, and physical alternatives. It must also decide which credentials are legally sufficient and what liability follows from accepting or rejecting one.

For a business evaluating a system, the key questions are:

  1. Which jurisdictions and credential types must it support?
  2. Can it cryptographically verify credentials rather than inspect images?
  3. How are issuer trust lists and revocation status maintained?
  4. What data is collected, retained, and shared?
  5. What happens during an outage or offline transaction?
  6. How are accessibility and non-digital alternatives handled?
  7. Who is liable for an incorrect acceptance, rejection, or data breach?

Will there be one global digital ID?

No single global system should be assumed. A more realistic outcome is interoperability among national identity systems, regional trust frameworks, mobile-document standards, verifiable-credential ecosystems, travel systems, private identity providers, and device wallets.

The EU is pursuing cross-border recognition within its regulatory area, but that does not create a worldwide identity standard or guarantee acceptance in the United States, Asia, Africa, or elsewhere. Acceptance remains jurisdiction- and verifier-specific. The Commission’s electronic-identification overview explains the EU’s cross-border ambitions.

How to evaluate a digital-ID wallet

Before enrolling, check:

  1. Legal acceptance: Who is required to accept it, and where?
  2. Issuer quality: Is the credential issued by an authoritative body?
  3. Verification: Does the recipient verify it cryptographically or merely view an image?
  4. Data minimization: Can you disclose only the required attribute?
  5. Offline support: Does it work without connectivity, and under what conditions?
  6. Recovery: How quickly can access be restored after loss or theft?
  7. Revocation: Can compromised or invalid credentials be canceled?
  8. Interoperability: Can the credential work with more than one wallet or verifier?
  9. Accessibility: Are there non-smartphone and disability-friendly alternatives?
  10. Transparency: Can you see what is requested, where it goes, and how long it is retained?
  11. Governance: Who audits issuers, wallets, and verifiers?
  12. Fallback: Is a physical document or human process still available?

Three possible futures

Best case

Portable credentials use selective disclosure, work across trusted ecosystems, provide rapid recovery, limit data retention, and preserve meaningful physical and human alternatives.

Most likely near-term case

Digital IDs become convenient but fragmented. Physical documents remain necessary for travel, outages, unsupported services, and people who do not use compatible devices.

Worst case

Digital credentials become de facto mandatory while logging is opaque, alternatives disappear, organizations request excessive information, and access depends on a small number of wallet and platform providers.

Digital IDs versus related tools

Digital credentials do not solve every identity problem.

  • Passkeys authenticate users to online accounts; they do not replace passports or prove age.
  • Physical IDs have broad compatibility and remain essential fallback credentials, but are easy to photocopy and often reveal more information than necessary.
  • Government login systems can provide access to public services without becoming portable document wallets.
  • Bank or credit-bureau verification can support financial onboarding but is not equivalent to a government credential.
  • Hardware security keys provide strong account protection and recovery but are not identity documents.

Bottom line

Digital IDs are likely to become common because they can reduce counterfeit-document fraud, simplify verification, and let people prove specific attributes without disclosing an entire document. But their quality depends on implementation and governance, not on the word “digital.”

The strongest systems will combine authoritative issuers, cryptographic verification, selective disclosure, secure devices, reliable revocation and recovery, interoperability, independent oversight, accessibility, and genuine physical alternatives. For consumers, the sensible approach is to treat a digital ID as a useful additional credential—not yet as a universal replacement for the documents and fallback processes that already work.
