Did Trump’s One Big Beautiful Bill Pass Congress? Dates, Law and Key Provisions

H.R. 1 passed Congress on July 3, 2025, and became Public Law 119-21 the following day. Its provisions span several policy areas, but many widely cited estimates concern the House-passed version rather than the final law.

Yes. Congress passed H.R. 1 on July 3, 2025; President Donald Trump signed it the next day, making it Public Law 119-21. The law was a wide-ranging FY2025 budget reconciliation measure, not a single-issue bill. Some frequently cited estimates concern an earlier House-passed version, so they should not be treated as measured results of the law that took effect.

When did Congress pass the bill, and when did it become law?

Congress passed H.R. 1 on July 3, 2025, and Trump signed it on July 4. The enacted measure is Public Law 119-21. The Congressional Research Service (CRS) identifies it as an FY2025 budget reconciliation law. CRS’s overview of enacted Title III gives the passage, signing and public-law details.

What kind of bill was it?

H.R. 1 moved through Congress using the budget reconciliation process under the FY2025 budget resolution. Reconciliation describes the legislative procedure; it does not mean the law dealt with only one subject. Its provisions reached several policy areas, including health coverage, agriculture, and banking- and housing-related matters.

The word “controversial” in the original topic is an editorial description. The congressional sources cited here document the bill’s passage, provisions and selected fiscal or coverage estimates, but do not quantify public controversy or provide representative polling.

Which estimates apply to which version?

The legislative version and the measure being estimated matter. CRS’s health coverage and agriculture reports discuss the bill as passed by the House on May 22, 2025; they are not assessments of every provision in the final law. By contrast, the CRS Title III overview describes provisions enacted in Public Law 119-21.

House-passed H.R. 1, Title I agriculture CBO estimated roughly $238 billion in deficit reduction over 10 years for Title I. This is a title-specific estimate for the House-passed bill, not for the final enacted law. CRS agriculture report.
Enacted Public Law 119-21, Title III CBO estimated $1.7 billion in deficit reduction over 10 years for Title III’s provisions. This applies to Title III only; it is not an estimate of the entire law. CRS Title III overview.

The health-coverage figure of 10.9 million is a forecast for FY2034, not a count of people who were uninsured after enactment. The Congressional Record also noted that CBO had not completed its analysis of macroeconomic effects at that point. None of the estimates in the table should be presented as a currently observed outcome.

What policy areas did the law address?

Health coverage

CRS’s analysis of the House-passed version describes provisions affecting Medicaid, the Children’s Health Insurance Program (CHIP), private insurance and Medicare. Because that report compares earlier legislative text and draft language, it is useful for understanding the House proposal and its projected effects, but not as a provision-by-provision account of the final law. Agriculture

The House-passed bill’s Title I included changes to commodity support, agricultural disaster assistance, crop insurance and other farm programs—areas often addressed through farm-bill legislation. CRS’s account concerns the House-passed version, and its deficit estimate should be read with that version label. Read the CRS agriculture report.

Banking and housing-related provisions

For enacted Title III, CRS describes changes that included a revised funding cap for the Consumer Financial Protection Bureau, rescission of unobligated balances in the Green and Resilient Retrofit Program, and termination of the SEC Reserve Fund. What should readers take from the estimates?

  • Check whether a figure describes the House-passed bill, a Senate draft, or the enacted public law.
  • Check what the number measures: insurance coverage, federal outlays, revenues or the deficit are different measures.
  • Keep the stated time horizon attached to the estimate. A projection for FY2034 is not a present-day count.
  • Do not combine a title-specific estimate with other figures to imply a whole-law estimate unless a source provides that calculation.

The cited CRS materials establish the passage and enactment dates and summarize selected provisions and estimates. They do not provide a complete provision-by-provision guide to Public Law 119-21 or establish the implementation status of every provision as of October 8, 2026.
