What has been reported is a State Department memo, prepared for Secretary of State Marco Rubio, that proposed withholding about $115 million in support for Zambia’s HIV treatment programs unless the Zambian government gave U.S. companies greater access to its mineral wealth. Futurism described the memo on March 18, 2026, attributing the account to The New York Times, which said it had viewed the document. The memo has not been published, and Futurism says its exact demands were never made public.
A separate dispute surfaced in May 2026, when the Associated Press reported that Zambia’s foreign affairs minister accused Washington of tying a proposed $2 billion health-assistance agreement to access to critical minerals. The outgoing U.S. ambassador rejected that charge.
Why the headline overstates the reporting
- The speaker is not established as Trump. The sentence attributed to the memo is not a direct quotation from Trump, and the reporting does not say he wrote or approved the memo.
- The action is a proposal, not a confirmed cut. As described, the memo proposed withholding funds. The reporting does not establish that any Zambian HIV money has actually been withheld.
- The headline’s “something horrible” is vague where the reporting is specific. The reported measure is withholding roughly $115 million in HIV treatment support, and that is the element a reader needs to know.
The March 2026 memo report
Futurism’s March 18, 2026 article, written by Joe Wilkins, is the source of the memo account. It reproduces one sentence attributed to the memo:
“we will only secure our priorities by demonstrating willingness to publicly take support away from Zambia on a massive scale.”

Attribute that sentence to the memo as Futurism reported it. Because the memo text is not public, readers cannot check the wider wording, the full list of demands, or the context around the sentence.
What is at stake, as the reporting frames it
Futurism puts the amount at roughly $115 million in U.S. support for Zambia’s HIV treatment programs. It also cites a 2025 CDC fact sheet for two figures: 98 percent HIV treatment coverage supported by U.S. aid in Zambia, and a little over 1.3 million people. This article has not checked those figures against the fact sheet, so treat them as Futurism’s attributed numbers.

The May 2026 dispute over a $2 billion agreement
The Associated Press reported in May 2026 that Zambia’s foreign affairs minister, Mulambo Haimbe, accused the United States of tying health assistance to access to critical minerals. In his account, negotiations over a proposed $2 billion U.S. health-assistance agreement had stalled over two issues: data-sharing demands and insistence on preferential treatment for U.S. companies.
Zambia’s stated position
Haimbe told AP that Zambia “takes the view, first and foremost, that Zambians must have a say on how her critical minerals are used, and second that no one strategic partner is to be treated preferentially to others.”

The U.S. response
Outgoing U.S. ambassador Michael Gonzales rejected the mineral-access allegation, calling it “alarmist allegations” and “absolutely and patently false,” according to AP. These are the parties’ positions as reported. The reporting does not establish that the disputed terms were agreed, and it does not independently confirm either side’s account of the talks.

The sources do not show that the $115 million memo and the $2 billion agreement refer to the same arrangement. Treat them as separate accounts unless later evidence connects them.

The clearest on-record Trump statement in this coverage comes from a White House working lunch with African leaders on July 9, 2025, as recorded in the official transcript published by GovInfo. He said: “My administration is committed to strengthening our friendships in Africa through economic development efforts that benefit both the United States and our partners, and we’re shifting from a-i-d to trade.”

In the same remarks he referred to African countries’ valuable land, minerals and oil, and said new economic deals worth $2.5 billion had been generated at the U.S.–Africa Business Summit. These remarks concern Africa as a whole, not Zambia. They support the broader policy direction but do not verify the Zambia memo or show what conditions it contained.
Associated Press reporting from July 2025 described the administration’s “commercial diplomacy” approach and noted that African leaders offered minerals in discussions with the U.S. The same reporting describes uncertainty and concern among African governments about that approach.

How to read the next report on aid and minerals
- Identify the document type. A memo described secondhand, a government transcript and an on-record statement carry different weight.
- Check whether the figure is a proposal, a threatened cut, or money already withheld. The March 2026 account describes a proposal.
- Confirm the country. Zambia, the Democratic Republic of the Congo and Africa-wide summit figures are separate stories.
- Note the outlet and date, and check whether a later report has updated the status.
- Look for the other side’s account. In the May 2026 dispute, the Zambian minister and the U.S. ambassador gave opposing accounts, both attributed.
What this means for personal-finance readers
- Aid funding can become a negotiating issue. Health programs funded by foreign aid can be drawn into trade talks, which makes their funding levels harder to plan around. The reporting describes that risk; it does not establish that cuts will happen.
- Mineral policy is a commodity-exposure question, not a market forecast. Critical-mineral access is the stated issue. The reporting covered here says nothing about prices, company earnings or investment returns.
