Did the State Department Plan to Buy $400 Million in Armored Teslas? What the Forecast Actually Said

A State Department forecast listed a five-year, $400 million armored-vehicle opportunity as “Armored Tesla.” The department later used a generic label; no award had been made, according to a February 2025 report.

What did the $400 million figure mean?

It was the estimated value of an anticipated procurement opportunity in the State Department’s FY2025 forecast—not a confirmed purchase, money already spent, or a contract awarded to Tesla. The distinction matters: a forecast signals that an agency may pursue a requirement; it does not by itself authorize a purchase or select a supplier. The $400 million figure was described as covering five years, but it should not be read as a finalized budget or confirmed expenditure.

Did the State Department award Tesla a contract?

No award to Tesla—or to any other manufacturer—was reported. The Associated Press reported on February 13, 2025, that a State Department spokesperson said the solicitation was on hold and there were no plans to issue it at that time. Keep three procurement stages separate:

  • Forecast: An agency projection of a possible contracting opportunity. This is the stage represented by the December 2024 listing.
  • Solicitation: A formal invitation for suppliers to submit bids or proposals. AP reported that the planned solicitation was on hold.
  • Award: The contract grant to a selected supplier. The department said no such award had been made.

Were the vehicles definitely Tesla Cybertrucks?

No. The earlier forecast entry used the phrase “Armored Tesla,” but the exact vehicle was not established. After public reporting in February 2025, the listing was changed to the generic category “Armored Electric Vehicles.” A Cybertruck was speculation, not confirmed procurement scope. How did the listing change?

  1. December 2024: The State Department’s FY2025 forecast listed “Armored Tesla” as a five-year opportunity valued at $400 million, with a start in 2025.
  2. February 12–13, 2025: After reporting brought attention to the entry, the forecast wording changed to “Armored Electric Vehicles.”
  3. February 13, 2025: AP reported the department’s position that no manufacturer had received an award and the solicitation was on hold with no current plans to issue it.

The available reporting establishes those events and the agency’s statement on that date; it does not establish a later formal cancellation, revival, or reissue.

Why did the proposal draw conflict-of-interest scrutiny?

The criticism centered on Elon Musk’s roles as Tesla’s chief executive and as a leader of the Department of Government Efficiency (DOGE), which was overseeing efforts to reduce federal spending. That overlap prompted political and ethics questions about the appearance of a government procurement connected to a company led by a figure involved in scrutinizing government expenditures. It is a reason for scrutiny, not proof that Musk or Tesla acted improperly.

Tesla reportedly expressed interest in May 2024, while the Biden administration was in office. Interest in a possible opportunity does not show that Tesla was selected or that a contract was made.

What did Musk say about the reported opportunity?

Futurism reported that Musk posted, “I’m pretty sure Tesla isn’t getting $400M,” followed by, “No one mentioned it to me, at least.” Those remarks do not change the procurement record: the forecast listing was not an award, and the department’s reported position was that no manufacturer had received one.

Some public criticism used vivid language. For example, Futurism quoted The Onion CEO Ben Collins describing the issue as “Pillaging Medicaid to pay for armored Teslas.” That was a social-media reaction, not established evidence about the source of funding; the materials cited here do not substantiate that claim.
