Bill Shorten’s 23 May 2016 election pledge paired a proposed $1 billion federal contribution to WA Labor’s METRONET rail program with Labor’s plan to withdraw federal support for the Perth Freight Link. But the announcement did not prove that the Freight Link’s entire funding commitment would transfer to rail. The later, broader 2017 infrastructure package reallocated Freight Link funds among METRONET and road projects.
What Shorten announced in 2016
On 23 May 2016, then federal opposition leader Bill Shorten said a Labor government would contribute $1 billion to WA Labor’s METRONET program if Labor won the federal election. The reported schedule was $760 million by 2020, followed by $240 million over 2020–22. The funding was subject to Infrastructure Australia approval, according to ABC News’ 23 May 2016 report and a WA parliamentary record.
Labor also said it would withdraw federal support for the Barnett government’s Perth Freight Link, a proposed road project that included a 3.3-kilometre tunnel. At the time, the Coalition had committed more than $1 billion to the project, ABC News reported. The report said Labor expected at least some of that funding to be redirected to METRONET; it did not establish a dollar-for-dollar transfer of the full commitment.
What happened after the election pledge
In May 2017, after the WA government decided not to proceed with the Perth Freight Link, the Commonwealth and WA announced a $2.3 billion infrastructure package. The Prime Minister’s announcement described $1.86 billion as reallocated from the Freight Link, including $1.2 billion in federal funding. It listed a combined $1.2 billion for METRONET, with some projects dependent on positive business cases, as well as funding for other package items.

A separate federal account gives a different breakdown because it describes a different scope. The Australian Government’s response to a Senate inquiry said the Commonwealth’s $1.6 billion contribution to the $2.3 billion package included $792 million toward the METRONET proposal and $760.1 million for priority new roads. These figures should be read as components of that package account, not added to the May announcement’s figures or treated as a final accounting of Shorten’s original pledge.
The WA government separately said it allocated $1.34 billion in its 2017–18 budget for stage-one METRONET priorities. That state budget figure is not another measure of the federal pledge. (See the WA government’s budget announcement.)

Why the figures are not one transfer total
The 2016 announcement was an election pledge with a proposed payment schedule and approval condition. The 2017 announcements described a larger infrastructure package after the state cancelled the road project. They use different scopes: the overall package, its federal contribution, allocations for rail and roads, and state budget priorities. Some METRONET allocations also remained conditional on business cases.
The cancelled Perth Freight Link was the subject of a Senate committee report published on 3 May 2016, which covered its background, costs, claimed benefits and implementation. It provides context for the road proposal, not a ledger of where funds went after cancellation.

Was the original $1 billion pledge fulfilled?
The announcements establish what Labor proposed and how governments later described the broader package. They do not establish a final project-by-project ledger showing that exactly $1 billion from the 2016 pledge became delivered METRONET work. The pledge was conditional on Labor winning office and Infrastructure Australia approval; later package figures had their own scope and conditions. It is therefore more accurate to say the 2016 pledge linked withdrawal of support for the Freight Link with a proposed METRONET contribution, and that Freight Link funding was later reallocated within a broader package, than to claim the entire amount was directly transferred to rail.

WA Transport Minister Dean Nalder objected that the announcement involved reprioritising existing commitments rather than bringing new funding to the state. Federal Finance Minister Mathias Cormann criticised Labor’s plan to withdraw support from what he described as key economic infrastructure. Their comments, reported by ABC News on 23 May 2016, reflect the campaign dispute over priorities; they do not resolve how much was eventually spent on particular projects.
