Yes—but the $6.6 billion figure describes Rivian’s original federal loan, not the facility’s current maximum. The U.S. Department of Energy closed a $6.57 billion loan for the Georgia factory in January 2025. Rivian and DOE amended the agreement in April 2026, reducing the facility to up to about $4.5 billion including capitalized interest. Advances remain conditional on financial and project requirements.

“Conditional commitment,” “closed loan,” and “advance” describe different stages. The 2024 announcement was not a completed loan. Closing in 2025 established the loan agreement, but it did not mean Rivian had received the full amount. The amended $4.5 billion figure is the facility’s approximate maximum including interest, not an amount the company has already drawn.
Why are advances still conditional?
Rivian’s June 30, 2026 SEC filing says advances are subject to agreement requirements. These include financial measures such as gross-margin and vehicle-sales metrics, equity contributions and reserve requirements, security over project assets, execution of project agreements, and delivery of a project execution plan. The loan is therefore not unrestricted cash available simply because the agreement closed.
In its Q1 2026 presentation, Rivian said it expected to draw by early 2027, subject to conditions. That is the company’s expectation, not a guaranteed funding date. Rivian investor materials

What is the Georgia factory expected to build?
DOE identifies Project Horizon at Stanton Springs North near Social Circle, Georgia. DOE’s original January 2025 project description outlined a nine-million-square-foot site for R2 and R3 vehicles, with capacity of up to 400,000 SUVs and crossovers annually. That was the original project description—not the latest phase-one figure.
Rivian’s Q1 2026 presentation later described phase one as having annual capacity for 300,000 vehicles on the mid-sized platform, with production expected to begin in late 2028. The schedule is forward-looking, and the 300,000-unit figure is Rivian’s later phase-one plan. Rivian investor materials

What jobs and fuel savings did DOE project?
At the January 2025 loan closing, DOE described the following as expectations for the project—not results already achieved:
- Employment: Up to 2,000 construction jobs and 7,500 operations jobs by 2030.
- Local hiring: At least one quarter of employees were intended to be hired locally, under Rivian’s Community Benefit Plan.
- Petroleum savings: Approximately 146 million gallons annually at full factory capacity, according to DOE’s estimate of expected fuel-consumption savings.
Each figure is a projection tied to the project’s plans and assumptions. They should not be read as verified job totals, completed local hires, or measured fuel savings. DOE closing announcement

What the loan means for Rivian
The financing supports Rivian’s planned Georgia manufacturing project, but the amended facility is smaller than the original loan and remains conditional as the company meets the agreement’s requirements. Rivian CEO RJ Scaringe said in the company’s January 16, 2025 announcement: “This loan will help us accelerate the launch of our Georgia plant for R2 and R3, providing thousands of jobs in the state.” The current company plan calls for phase-one production to start in late 2028; both that schedule and DOE’s employment and savings figures are projections, not completed outcomes.
