Did Luan Santana Use Lei Rouanet Funds for His Tour? What the Record Shows

The R$4.1 million tied to Luan Santana’s proposed tour was a fundraising target. Here is what he said, what the official record shows, and what approval means.

Luan Santana said he did not receive or use money from Brazil’s Lei Rouanet for a proposed tour. Contemporary reports said his company, LS Music, had approval to seek R$4.1 million for the project, but that figure was a fundraising target—not proof that the money was raised or paid. Santana’s statement said the project was abandoned and archived in 2016 without funds being captured or used.

What Santana denied

In a video and public statement reported on November 5–6, 2018, Santana denied receiving or using Lei Rouanet funds. Metro1 quoted him saying, “A gente nunca pegou nem um centavo da Lei Rouanet” (“We never took even one cent from the Lei Rouanet”). VEJA reproduced his statement that the project was closed and archived at his request in 2016, “sem que tenha sido captado ou utilizado qualquer recurso” (“without any resources having been raised or used”). These are accounts attributed to Santana and reported by the outlets, not an independently audited finding.

The proposal concerned O Nosso Tempo É Hoje – Parte II, a proposed tour reported as planned for 15 cities. It should not be confused with other Luan Santana tours or later performances.

What the R$4.1 million figure means

VEJA reported that LS Music’s proposal was approved to seek R$4.1 million in support. The sum was an authorized fundraising target; the report did not say that R$4.1 million had been received. Under the Lei Rouanet incentive mechanism, supporters may contribute through donations or sponsorship, subject to applicable rules. A project’s technical approval allows its proponent to seek support; it does not itself transfer money to the artist or project.

How the project became a public issue

  • 2014: Contemporary reports say LS Music submitted the proposal through an agency, and it was approved for fundraising.
  • 2016: Santana’s later statement said LS Music abandoned the project and requested that it be archived without raising or using resources. The Câmara dos Deputados record also describes the project as archived at the proponent’s request.
  • March 2017: A request to invite company representatives to explain the proposal to the Lei Rouanet CPI was approved. The record names L S Music Produções Artísticas Ltda. as proponent and identifies the project as PRONAC 147328.
  • November 5–6, 2018: Santana issued the denial in a video and statement, which news outlets reported.

What the official record does—and does not—establish

The Câmara entry documents a parliamentary request for explanations about PRONAC 147328. It is not a finding that Santana received funds, misused them, or committed wrongdoing. The available reporting and the Câmara record support the distinction between approval to raise money and the project’s reported archival; they do not provide a complete financial audit or transaction ledger independently verifying every receipt and expenditure.

What the Lei Rouanet process is

Law 8.313/1991 established Brazil’s Programa Nacional de Apoio à Cultura (Pronac). In the fiscal-incentive mechanism, a cultural project is submitted for technical review. If approved, the proponent must then seek the resources needed from individuals or companies willing to support it. The Ministry of Culture distinguishes sponsorship, which can offer promotional association with a project, from donation, which carries no brand return, and describes deductions subject to rules and limits.

It is useful for understanding the approval-versus-fundraising distinction, but it does not establish which administrative rules applied to this proposal in 2014–2016.
