On March 30, 2023, President Gustavo Petro said he had ordered Colombian Air Force aircraft, including the presidential plane, made available to passengers affected by the shutdowns of Ultra Air and Viva Air. He also said he would suspend his own trips. That announcement was separate from the formal contingency steps the transport regulator required Ultra Air to take, including refunds and rebooking.
What happened when Ultra Air stopped flying?
Ultra Air told Colombia’s Superintendence of Transport on March 29, 2023, at 3:39 p.m. that it would suspend operations starting at 11:59 p.m. that night, according to the Superintendence notice. Viva Air had already ceased operations on February 28, according to El Universal’s contemporaneous report.
The abrupt loss of both airlines disrupted travel ahead of Holy Week. El Universal reported that their closures reduced commercial flight supply for Holy Week by 24%; the report did not provide the underlying calculation, so that figure is best understood as the publication’s reported estimate, not an independently verified measure.
What did President Petro announce?
On March 30, Petro said he had ordered Colombian Air Force (FAC) aircraft, including the presidential aircraft, to be made available to transport passengers affected by both airlines’ shutdowns. Noticias Caracol reproduced his statement: “In response to the emergency caused by the cessation of operations of the airlines Viva Air and Ultra, I have ordered that all FAC aircraft, including the presidential aircraft, from this moment be made available to transport affected users.” Read the Noticias Caracol report.

Petro added that he would suspend his trips so the presidential aircraft could be used, and said he would evaluate further measures with the Transport Ministry and Aerocivil, Colombia’s civil aviation authority. His statement described an announced government response; it did not specify how many flights would operate or how many passengers would be carried.
Was the presidential plane sent to San Andrés?
El Universal reported that the presidential aircraft, which had been scheduled to take Petro to Cartagena, would instead go to San Andrés to transport affected passengers. That was a reported plan at the time, not evidence of the total deployment or the number of people ultimately transported.

What help was Ultra Air required to provide?
Petro’s announcement about FAC aircraft was distinct from the measures the Superintendence of Transport required Ultra Air to implement under its contingency plan. The regulator’s March 30 notice listed the following immediate actions:
- Refund ticket costs to passengers who request a refund.
- Rebook affected passengers on other airlines.
- Arrange charter flights.
- Provide ground transport when air travel options are unavailable.
- Put a special plan in place for passengers traveling to San Andrés and Providencia.
- Keep passenger communication channels open.
These were obligations set out in the regulator’s notice; they should not be confused with Petro’s separate announcement making military aircraft available.

What this meant for affected travelers
The government announcement offered a potential transport resource, while the regulator’s notice set out passenger remedies Ultra Air was required to arrange. The sources establish those announced and required steps, but not the final number of replacement flights, refunds, or passengers assisted.
