On February 11, 2025, Chrystia Freeland said in a CNN interview that she had proposed a 100 percent tariff on all Teslas if the United States imposed tariffs on Canada. It was a conditional campaign proposal—not an announced Canadian tariff. The official measures described by the sources reviewed here concern other policies and do not establish that her Tesla-specific proposal took effect.
What Freeland proposed
“I have proposed a 100 percent tariff on all Teslas,” Freeland told CNN on February 11, 2025. She framed the idea as retaliation if the United States imposed tariffs on Canada, and invited other countries affected by U.S. tariffs to join. She also said, “Our retaliation is going to be a lot more surgical than that.” CNN’s interview transcript records the remarks.
The proposal was part of a broader campaign-era argument for targeted countermeasures intended to put pressure on U.S. stakeholders with influence in Washington. On January 27, the Associated Press reported that Freeland advocated a proposed retaliation list valued at C$200 billion and dollar-for-dollar countermeasures. That was the value of a proposed list, not tariff revenue collected or a final government schedule. The Associated Press report covered that plan.
Was a tariff on all Teslas enacted?
The sources reviewed here do not establish that Canada enacted Freeland’s blanket, Tesla-specific proposal. The proposal should not be described as a tariff Canadian buyers were required to pay. Official Canadian materials from 2026 describe later counter-tariffs and auto-sector measures responding to U.S. trade actions; they do not confirm the earlier proposal took effect.

How the Tesla proposal differs from Canada’s other EV measures
Three distinct policy tracks are easy to confuse. They differ in timing, scope, status and what prompted them.

The Department of Finance’s August 26, 2024 announcement defines the separate surtax by country of manufacture, not by Tesla brand. A Tesla-specific proposal and a surtax on vehicles made in China are therefore not interchangeable descriptions: the former was conditional retaliation against U.S. tariffs, while the latter was an official measure directed at Chinese-made vehicles.

What the later 2026 measures say
The Government of Canada’s Spring Economic Update 2026 says that, at the time described, more than 90 percent of Canadian-made vehicles and 60 percent of Canadian-made auto parts were exported to the United States. It also says Canada would maintain reciprocal counter-tariffs in response to U.S. tariffs on Canadian vehicle exports. Those figures and measures describe the auto trade context in that update, not the implementation of Freeland’s 2025 Tesla proposal.
In a July 20, 2026 statement, Prime Minister Mark Carney said the U.S. administration had announced its intention to impose a 50 percent tariff on a significant number of Canadian goods—not all Canadian exports—and said Canada had matched measures affecting the Canadian auto sector. The Prime Minister’s statement describes that later response; it does not identify an enacted blanket tariff on Teslas.

What this means for a Canadian Tesla buyer
Freeland’s statement alone does not establish that a Canadian Tesla faced an additional 100 percent tariff. The proposal was conditional, and the official sources cited above distinguish it from enacted measures covering Chinese-made vehicles and from later reciprocal responses to U.S. tariffs. The sources do not provide a verified estimate of any resulting Tesla price change or sales impact.
